Zusammenfassung
Weltweit ist der Rückgang der biologischen Vielfalt — kurz Biodiversität — dramatisch. Die steigenden Bedürfnisse einer rasch wachsenden Weltbevölkerung gefährden einen schonenden Umgang mit der natürlichen Ressource Biodiversität. Hauptursachen für ihren weltweiten Verlust sind der Klima- und Landnutzungswandel sowie Nähr- und Schadstoffbelastung terrestrischer und aquatischer Ökosysteme. Integrierter Umwelt- und Naturschutz müssen diesem Risiko entgegensteuern und Voraussetzungen dafür schaffen, dass Arten sich weiterhin vielfältig und in hoher genetischer Mannigfaltigkeit in intakten Lebensräumen entwickeln können. Tragfähige und nachhaltige Lösungen für dieses weltweite und komplexe Problem lassen sich nur mit internationaler, gesellschaftlicher Anstrengung finden.
Das 1992 während der Konferenz zur Umwelt und Entwicklung (UNCED) in Rio de Janeiro verabschiedete UN Übereinkommen zur biologischen Vielfalt (Convention on Biological Diversity, CBD) bietet den Rahmen für gemeinsames Handeln. Der Schutz und die nachhaltige Nutzung von Biodiversität sowie eine ausgewogene und gerechte Aufteilung der sich aus der nachhaltigen Nutzung genetischer Ressourcen ergebenden Vorteile stehen im Mittelpunkt des UN Übereinkommens. Deutschland hat dieses Abkommen 1993 ratifiziert.
Die Nationale Strategie zur biologischen Vielfalt setzt dieses internationale Übereinkommen für Deutschland um. Mit rund 330 konkreten Zielen und rund 430 Maßnahmen stellt sie ein umfassendes und anspruchsvolles Programm für alle gesellschaftlichen Akteure zur nationalen Umsetzung des UN-Übereinkommens dar.
Der folgende Artikel gibt Einblick in die Begrifflichkeit und in die Problematik, beschreibt die Entstehungsgeschichte, die Struktur und Inhalte der Nationalen Strategie zur biologischen Vielfalt sowie den inzwischen mit nationalen und regionalen Foren gestarteten Umsetzungsprozess.
Abstract
Worldwide biological diversity (short: biodiversity) is declining rapidly. Rising demands of a fast growing human population jeopardize a smooth handling with the resource biodiversity. Main reasons of its decline are climate and land use changes as well as nutrient and hazardous substances pollution of land and water ecosystems. Integrated environmental protection and nature conservation have to tackle this risk and to create preconditions, which allow species to develop in high genetic variability within functioning habitats. Sustainable solutions for this worldwide and complex problem are possible with international societal efforts only.
The framework for action is the Convention on Biological Diversity (CBD) which was agreed at the 1992 UN Conference on Environment and Development (UNCED). Conservation and sustainable use of biodiversity as well as balanced and justified distribution of the benefits are in the focus of the convention. Germany hat ratified this convention in 1993.
The national strategy implements the international convention in Germany in a comprehensive and challenging programme for all societal actors. The strategy includes 330 distinct objectives and about 430 measures. This article gives an overview of the definitions and the context, describes the history of the process, the structure and the content of the national strategy as well as the implementation process, which was meanwhile started with national and regional meetings.
