    Description: The Philippines has not been immune to the worldwide trend towards the creation of semi-autonomous revenue authorities. To date, three bills are pending at the House of Representatives seeking to establish a semi-autonomous internal revenue administration to replace the Bureau of Internal Revenue. A review of the international experience reveals that the record of semi-autonomous revenue authorities in improving tax effort and in combating corruption is mixed. Moreover, even in many of the countries that have shown some degree of success with the model, there is some evidence that the gains in revenue performance tend to be eroded after some time. The more successful and sustainable revenue authorities appear to be those that have a higher degree of autonomy. Thus, should Philippine authorities decide to adopt the autonomous revenue authority model, it is imperative that it should be done right. Half measures will not be good enough. Doing it right implies that the new tax agency should be vested with strong autonomy-enhancing features and accountability mechanisms. The paper reviews the specific provisions of the alternative bills and suggests concrete areas for improvement.

    Description: The President’s Budget for 2004 is the administration’s last prior to the forthcoming presidential elections in May 2004. Thus, it is but timely to assess not only the proposed 2004 budget itself but also the present administration’s fiscal performance in the last three years. The evaluation of the President’s Budget for 2001-2004 that is presented in this paper is composed of three parts: (i) an evaluation of the overall fiscal outlook as projected in the President’s Budget in terms of its sustainability; (ii) an examination of its revenue program; and (iii) the congruence of the expenditure program with policy pronouncements and budgetary intent as articulated in the Medium-Term Development Plan (MTPDP). This paper also highlights why it is critical to always have a comprehensive picture of the public sector. It documents how the positive fiscal outlook for the national government in 2003-2004 masks the rapid deterioration in the fiscal position of the nonfinancial public sector mainly because of the huge losses registered by a number of GOCCs. While the nonfinancial public sector in the aggregate is projected to have a small primary surplus in 2004 after posting primary deficits in 2002-2003, its consolidated fiscal position is deemed to be unsustainable in 2003-2004. The solutions to this problem are not easy: increasing tariffs, privatization and regulatory reform.

    Notes: It is currently accepted that, along with nutrients, arbuscular mycorrhizal (AM) fungi also transport water to their host plant. However, the quantity of water supplied and its significance for plant water relations remain controversial. The objective of this work was to evaluate and compare the ability of six AM fungi to alter rates of root water uptake under drought stress conditions. Soil drying rates of uninoculated control plants of comparable size and nutritional status and mycorrhizal plants were recorded daily. Lactuca sativa plants colonized by Glomus coronatum, G. intraradices, G. claroideum and G. mosseae depleted soil water to a higher extent than comparably sized uninoculated control plants or plants colonized by G. constrictum or G. geosporum. The differences ranged from 0.6% volumetric soil moisture for G. mosseae-colonized plants to 0.95% volumetric soil moisture for G. intraradices-colonized plants. These differences in soil moisture were equivalent to 3–4.75 ml plant−1 day−1, respectively, and could not be ascribed to differences in plant size, but to the activity of AM fungi. The AM fungi tested in this study differed in their effectiveness to enhance plant water uptake from soil. This ability seems to be related to the amount of external mycelium produced by each AM fungus and to the frequency of root colonization in terms of live and active fungal structures.

    Notes: Bacterial genomics revealed the widespread presence of eukaryotic-like protein kinases and phosphatases in prokaryotes, but little is known on their biochemical properties, regulation mechanisms and physiological roles. Here we focus on the catalytic domains of two trans-membrane enzymes, the Ser/Thr protein kinase PknB and the protein phosphatase PstP from Mycobacterium tuberculosis. PstP was found to specifically dephosphorylate model phospho-Ser/Thr substrates in a Mn2+-dependent manner. Autophosphorylated PknB was shown to be a substrate for Pstp and its kinase activity was affected by PstP-mediated dephosphorylation. Two threonine residues in the PknB activation loop, found to be mostly disordered in the crystal structure of this kinase, namely Thr171 and Thr173, were identified as the target for PknB autophosphorylation and PstP dephosphorylation. Replacement of these threonine residues by alanine significantly decreased the kinase activity, confirming their direct regulatory role. These results indicate that, as for eukaryotic homologues, phosphorylation of the activation loop provides a regulation mechanism of mycobacterial kinases and strongly suggest that PknB and PstP could work as a functional pair in vivo to control mycobacterial cell growth.

    Description: Single-wall carbon nanotubes (SWNTs) are very interesting materials because of their morphology, electronic and mechanical properties. Its morphology (high length-to-diameter ratio) and electronic properties suggest potential application of SWNTs as anode material for lithium ion secondary batteries. The introduction of SWNTs on these types of sources systems will improve their performance, efficiency, and capacity to store energy. A purification method has been applied for the removal of iron and amorphous carbon from the nanotubes. Unpurified and purified SWNTs were characterized by transmission electron microscopy (TEM), and thermogravimetric analysis (TGA). In order to attach carbon nanotubes on platinum electrode surfaces, a self-assembled monolayer (SAM) of 4-aminothiophenol (4-ATP) was deposited over the electrodes. The amino-terminated SAM obtained was characterized by cyclic voltammetry, X-ray photoelectron spectroscopy (XPS), and Fourier-transforms infrared (FTIR) spectroscopy. Carbon nanotubes were deposited over the amino-terminated SAM by an amide bond formed between SAM amino groups and carboxylic acid groups at the open ends of the carbon nanotubes.This deposition was characterized using Raman spectroscopy and Scanning Electron microscopy (SEM).
