    Description: Red snapper (Lutjanus campechanus) in the United Stateswaters of the Gulf of Mexico (GOM) has been considered a single unit stock since management of the species began in 1991. The validity of this assumption is essential to management decisions because measures of growth can differ for nonmixing populations. We examined growth rates, size-at-age, and length and weight information of red snapper collected from the recreational harvests of Alabama(n=2010), Louisiana (n=1905), and Texas (n =1277) from 1999 to 2001. Ages were obtained from 5035 otolith sections and ranged from one to 45 years. Fork length, total weight,and age-frequency distributions differed significantly among all states; Texas, however, had a much higherproportion of smaller, younger fish. All red snapper showed rapid growth until about age 10 years, after which growth slowed considerably. Von Bertalanffy growth models of both mean fork length and mean total weight-at-age predicted significantly smaller fish at age from Texas, whereas nodifferences were found between Alabama and Louisiana models. Texas red snapper were also shown to differsignificantly from both Alabama and Louisiana red snapper in regressions of mean weight at age. Demographicvariation in growth rates may indicate the existence of separate management units of red snapper in the GOM. Ourdata indicate that the red snapper inhabiting the waters off Texas are reaching smaller maximum sizes at a faster rate and have a consistently smaller total weight at age than those collected from Louisiana and Alabama waters. Whether these differences are environmentally induced or are the result of genetic divergence remains to be determined, but they should be considered for future management regulations.

    Description: The gray snapper (Lutjanus griseus) is a temperate and tropical reef fish that is found along the Gulf of Mexico and Atlantic coasts of the southeastern United States. The recreational fishery for gray snapper has developed rapidly in south Louisiana with the advent of harvest and seasonalrestrictions on the established red snapper (L. campechanus) fishery. We examined the age and growth ofgray snapper in Louisiana with the use of cross-sectioned sagittae. A total of 833 specimens, (441 males, 387females, and 5 of unknown sex) were opportunistically sampled from the recreational fishery from August 1998 to August 2002. Males ranged in size from 222 to 732 mm total length (TL) and from 280 g to 5700 g total weight (TW) and females ranged from 254 to 756 mm TL and from 340 g to 5800 g TW. Both edge analysis and bomb radiocarbon analyses were used to validate otolith-based age estimates. Ages were estimated for 718 individuals; both males and females rangedfrom 1 to 28 years. The von Bertalanffy growth models derived from TL at age were Lt = 655.4{1–e[–0.23(t)]}for males, Lt = 657.3{1–e[– 0.21(t)]} for females, and L t = 656.4{1–e[– 0.22 (t)]} for all specimens of known sex. Catch curves were used to produce a total mortality (Z) estimate of 0.17. Estimates of M calculated with variousmethods ranged from 0.15 to 0.50; however we felt that M= 0.15 was the most appropriate estimate based on our estimate of Z. Full recruitment to the gray snapper recreational fishery began at age 4, was completed by age8, and there was no discernible peak in the catch curve dome.

    Description: From 1947 to 1973, the U.S.S.R. conducted a huge campaign ofillegal whaling worldwide. We review Soviet catches of humpback whales, Megaptera novaeangliae, in the SouthernOcean during this period, with an emphasis on the International Whaling Commission’s Antarctic Management Areas IV, V, and VI (the principal regions of illegalSoviet whaling on this species, south of Australia and western Oceania). Where possible, we summarize legal and illegal Soviet catches by year, Management Area, and factory fleet, and also include information on takes by other nations. Soviet humpback catches between 1947 and 1973totaled 48,702 and break down as follows: 649 (Area I), 1,412 (Area II), 921 (Area III), 8,779 (Area IV), 22,569 (Area V), and 7,195 (Area VI), with 7,177 catches notcurrently assignable to area.In all, at least 72,542 humpback whales were killed by all operations (Soviet plus other nations) after World War II in Areas IV (27,201), V (38,146), and VI (7,195). More than one-third of these (25,474 whales, of which 25,192 came from Areas V and VI) were taken in just two seasons,1959–60 and 1960–61. The impact of these takes, and of those from Area IV in the late 1950’s, is evident in the sometimes dramatic declines in catches at shore stationsin Australia, New Zealand, and at Norfolk Island.When compared to recent estimates of abundance and initial population size, the large removals from Areas IV and V indicate that the populations in these regions remain well below pre-exploitation levels despite reported strong growth rates off eastern and western Australia. Populationsin many areas of Oceania continue to be small, indicating that the catches from Area VI and eastern Area V had long-term impacts on recovery.

    Description: This is a report of the study on the contribution of Lake Victoria fisheries to economic growth, poverty reduction and development in Uganda. Tl1e purpose of the study was to establish the existing knowledge and data on fisheries contribution to Uganda's economy at the national and household levels and asses gaps that would be addressed through further research and data collection. The study was conducted using two methods: A review of literature was done by reviewing documents, references, reports and published statistics at NaFIRRI, Makerere university, Ministry of Finance, Planning and Economic Development, Depart1nent of Fisheries Resources Entebbe (DFR), Uganda Bureau of Statistics (UBOS) and Ministry of Trade and Industry and to UFPEA. This provided infor1nation about Lake Victoria stakeholders covering their incomes, 1narketing chain and revenue data. Secondly, key Informant Interviews (IZIIs) were l1eld with staff at Makerere University, Ministry of Finance, Planning and conomic Development, Depart1nent of Fisheries Resources Entebbe (DFR), Uganda Bureau of Statistics (UBOS), and Ministry of Trade and Industry The report covers fisheries contribution in the areas of production and Gross Domestic Product (GDP), emploY1nent, incomes, artisanal and industrial processing, domestic, regional and international1narketing, consumption and public revenues.

    Description: We present new techniques for evolving binary black hole systems which allow the accurate determination of gravitational waveforms directly from the wave zone region of the numerical simulations. Rather than excising the black hole interiors, our approach follows the "puncture" treatment of black holes, but utilizing a new gauge condition which allows the black holes to move successfully through the computational domain. We apply these techniques to an inspiraling binary, modeling the radiation generated during the final plunge and ringdown. We demonstrate convergence of the waveforms and and good conservation of mass-energy, with just over 3% of the system s mass converted to gravitational radiation.
