    Description: The eastern Baltic (EB) cod (Gadus morhua) stock was depleted and overexploited for decades until the mid-2000s, when fishing mortality rapidly declined and biomass started to increase, as shown by stock assessments. These positive developments were partly assigned to effective management measures, and the EB cod was considered one of the most successful stock recoveries in recent times. In contrast to this optimistic view, the analytical stock assessment failed in 2014, leaving the present stock status unclear. Deteriorated quality of some basic input data for stock assessment in combination with changes in environmental and ecological conditions has led to an unusual situation for cod in the Baltic Sea, which poses new challenges for stock assessment and management advice. A number of adverse developments such as low nutritional condition and disappearance of larger individuals indicate that the stock is in distress. In this study, we (i) summarize the knowledge of recent changes in cod biology and ecosystem conditions, (ii) describe the subsequent challenges for stock assessment, and (iii) highlight the key questions where answers are urgently needed to understand the present stock status and provide scientifically solid support for cod management in the Baltic Sea.

    Description: Highlights: • Designing spawning closures requires consideration of the mechanisms through which the closures can affect the fish stocks. • Small area closures may have unintended negative effects to the stocks due to fishing effort reallocation. • Closures covering most of the stock distribution are more robust to gaps in biological knowledge than small area closures. Abstract: Fisheries management measures often include spatio-temporal closures during the spawning period of the fish with an overarching aim of improving the stock status. The different mechanisms how a spawning closure potentially can influence the stock are often not explicitly considered when designing such closures. In this paper, we review and synthesize the available data and knowledge on potential effects of the implemented spawning closures on cod in the Baltic Sea. The Baltic cod example represents a relatively data rich case, which allows demonstrating how a closure might affect different parameters of stock status via different mechanisms, including potential unintended negative effects. We conclude that designing relatively small area closures appropriately is highly complex and data demanding, and may involve tradeoffs between positive and negative impacts on the stock. Seasonal closures covering most of the stock distribution during the spawning time are more robust to data limitations, and less likely to be counterproductive if suboptimally designed.

    Description: In European fisheries, most stocks are overfished and many are below safe biological limits, resulting in a call from the European Commission for new long-term fisheries management plans. Here, we propose a set of intuitive harvest control rules that are economically sound, compliant with international fishery agreements, based on relevant international experiences, supportive of ecosystem-based fisheries management and compatible with the biology of the fish stocks. The rules are based on the concept of maximum sustainable yield (MSY), with a precautionary target biomass that is 30% larger than that which produces MSY and with annual catches of 91% MSY. Allowable catches decline steeply when stocks fall below MSY levels and are set to zero when stocks fall below half of MSY levels. We show that the proposed rules could have prevented the collapse of the North Sea herring in the 1970s and that they can deal with strong cyclic variations in recruitment such as known for blue whiting. Compared to the current system, these rules would lead to higher long-term catches from larger stocks at lower cost and with less adverse environmental impact.

Fish have always been a vital source of life for mankind – not only as a food. Fish continue to be essential to the daily diet of people in most regions of the world. At the same time fisheries provide a livelihood to entire coastal regions and still have great economic clout. All this, however, is in jeopardy and is coming under close scrutiny. Fish stocks are declining worldwide, entire marine regions are overfished and some species are already red-listed.

Seit jeher gilt Fisch als eine der wichtigsten Lebensgrundlagen für die Menschheit. Nicht nur als Lebensmittel, das in den meisten Regionen der Welt noch wesentlicher Bestandteil der täglichen Mahlzeit ist. Auch bietet die Fischerei ganzen Küstenregionen die Basis und ist als Wirtschaftskraft immer noch von großer Bedeutung. Doch dies alles steht auf dem Prüfstand. Die Fischbestände gehen weltweit zurück, ganze Meeresregionen gelten als überfischt, einige Arten stehen auf der Roten Liste der gefährdeten Tierarten.

    Description: Within the frame of the EU Data Collection Regulation (DCR), Germany is obliged since 2002 to collect basic fisheries data to support the Common Fisheries Policy. Various governmental institutions are involved in the collection of landings and effort data, biological and economic data of the German fisheries. About 200 trips on commercial fishery vessels were sampled from 2002 to 2006. Additional stock data are collected on research surveys. The landings of cod in the recreational fisheries in the North and Baltic Seas were recorded within a pilot study. In order to assess the economic situation of the fishing fleet and processing industry, economic data were collected. The collected data are being stored in a national database and being made available for scientific working groups. At present, the legal regulations within the DCR framework are being reviewed and adapted to the changing requirements of fisheries management.

    Description: Comparative night and day catches of herring larvae were taken during the Rügen-Herring-Larval-Survey (RHLS) in 2007 and 2008 in the Greifswalder Bodden which is the main spawning area of the Western Baltic Spring Spawning Herring. The quantities and the size composition of larvae caught during night and day were examined. During night more larvae were caught compared to the samples taken at daytime, especially with larvae larger than 25 mm. This indicates avoidance reactions, which increase with the developmental stage of the larvae. The differences of the night and day catches are relatively constant until a length of about 25 mm, thus the night/day effect does not influence estimations concerning larvae smaller than 25 mm (e.g. N20 index). There might be an impact on estimations for larger larvae due to the night/day effect. For further research other aspects like cloud coverage at night, phase of the moon, underwater visibility and turbidity should be taken into account. These aspects might influence the avoidance reactions.

    Description: During the autumn session of the ICES Advisory Committee for Fisheries Management (ACFM) 58 stocks assessed in 7 Working Groups have been analyzed and reviewed, among these the demersal stocks in the North Sea and the Mackerel stock. As in previous years, ICES recommends a reduction in fishing mortality for a number of stocks or even the establishment of recovery and management plans, to safeguard a continuous development of the stocks towards safe biological limits. ICES reiterated last year’s recommendation to close the directed cod fishery and any fishery taking cod as by-catch in the North Sea, west of Scotland and in the Irish Sea. This year, the stocks of plaice in the North Sea, southern hake and southern anglers are (among others) in a critical state and in urgent need of protecting or rebuilding measures. This will again have an enormous impact on almost all mixed fisheries in the European Union.
