    Description: A general methodology is presented for estimating a stratum's at-harvest crop acreage proportion for a given crop year (target year) from the crop's estimated acreage proportion for sample segments from within the stratum. Sample segments from crop years other than the target year are (usually) required for use in conjunction with those from the target year. In addition, the stratum's (identifiable) crop acreage proportion may be estimated for times other than at-harvest in some situations. A by-product of the procedure is a methodology for estimating the change in the stratum's at-harvest crop acreage proportion from crop year to crop year. An implementation of the proposed procedure as a statistical analysis system routine using the system's matrix language module, PROC MATRIX, is described and documented. Three examples illustrating use of the methodology and algorithm are provided.

    Description: Mesoscale biological patterns and processes in productive coastal waters were studied. The physical and biological processes leading to chlorophyll variability were investigated. The ecological and evolutionary significance of this variability, and its relation to the prediction of fish recruitment and marine mammal distributions was studied. Seasonal primary productivity (using chlorophyll as an indication of phytoplankton biomass) for the entire Southern California Bight region was assessed. Complementary and contemporaneous ship and satellite (Nimbus 7-CZCS) bio-optical data from the Southern California Bight and surrounding waters were obtained and analyzed. These data were also utilized for the development of multi-platform sampling strategies and the optimization of algorithms for the estimation of phytoplankton biomass and primary production from satellite imagery.

    Description: Spectral analysis of water color and concurrent measurements of the relative concentration of various particulate and dissolved constituents within a broad range of water types are necessary to quantify ocean color observations and successfully relate them to various biological and physical processes that can be monitored by remote sensing. Some of the results of a Nimbus-G prelaunch cruise in connection with the Coastal Zone Color Scanner (CZCS) experiment, which was carried out in the Gulf of Mexico in October 1977, are presented and discussed. Based upon a small but diverse sample of near-surface measurements, it appears possible to estimate total suspended particulate matter (SPM) to useful accuracies by forming ratios of the spectral radiances measured at wavelengths falling near the centers of certain CZCS bands, viz., 440 nm:550 nm and 440 nm:520 nm. Furthermore, the analysis suggests a very high degree of covariation between SPM and phytoplankton pigments except for certain well-defined special cases.

    Description: In connection with the conduction of the Large Area Crop Inventory Experiment (LACIE), a state-of-the-art technology for the inventory of crops using satellite data was developed and tested over a period of three years (1975-77). A method was obtained for determining the total wheat production in a given region by looking at only a subset of its area. The present investigation is concerned with the current state of the art as obtained in the aggregation technology of the Agriculture and Resources Inventory Surveys Through Aerospace Remote Sensing (AgRISTARS) program. Attention is given to details of AgRISTARS baseline aggregation technology, and to recent improvements and future research directions.

    Description: A number of methods which can provide information concerning crop acreages on the basis of a utilization of multispectral scanner (MSS) data require for their implementation a comparatively large amount of labor. The present investigation is concerned with a project designed to improve the efficiency of analysis through increased automation. The Caesar technique was developed to realize this objective. The processability rates of the Caesar procedure versus the historical state-of-the-art proportion estimation procedures were determined in an experiment. Attention is given to the study site, the aggregation technology, the results of the aggregation test, and questions of error characterization. It is found that the Caesar procedure, which has been developed for the spring small grains region of North America, is highly efficient and provides accurate results.

    Description: In connection with an implementation of the classification procedures employed in the Large Area Crop Inventory Experiment (LACIE), a human analyst had to provide labeled samples. The present investigation is concerned with an automated proportion estimation procedure which has been derived from the early field-labeling procedures used in LACIE. This procedure was developed for the U.S./Canada Spring Small Grains Pilot Experiment. It is demonstrated that the considered spatial/color-based proportion estimation procedure provides the agricultural remote-sensing community with the basic tools to develop unbiased and highly efficient procedures for obtaining crop area estimates at the end of the season.

    Description: As the complexity of the world's agricultural industry increases, more timely and more accurate world-wide agricultural information is required to support production and marketing decisions, policy formulation, and technology development. The Inventory Technology Development Project of the AgRISTARS Program has developed new automated technology that uses data sets acquired by spaceborne remote sensors. Research has emphasized the development of multistage, multisensor sampling and estimation techniques for use in global environments where reliable ground observations are not available. This paper presents research results obtained from data sets acquired by four different sensors: Landsat MSS, Landsat TM, Shuttle-Imaging Radar and environmental satellite (AVHRR).

    Description: A microwave radar technique for remotely measuring the vector wave number spectrum of the ocean surface is described. The technique, which employs short-pulse, noncoherent radars in a conical scan mode near vertical incidence, is shown to be suitable for both aircraft and satellite application, the technique was validated at 10 km aircraft altitude, where we have found excellent agreement between buoy and radar-inferred absolute wave height spectra.
