    Notizen: Abstract This paper examines the spread and development of ‘environmental impact assessment’ (EIA) since the enactment of the U.S. Environmental Policy Act on January 1, 1970, which established for the first time under any jurisdiction the formal requirement that an EIA be made and that an ‘environmental impact statement’ (EIS) be filed prior to implementation of certain major development projects. The paper is divided into three parts. In the first part, we briefly review the forms of EIA introduced in the western industrial countries and contrast these with developments in the socialist countries of Eastern Europe, and in the Third World. The approaches to EIA adopted by five countries — the United States, Australia, Canada, the Federal Republic of Germany, and the Soviet Union — are used to illustrate the types of national approaches that have been followed. In the second part of the paper, we use some questions raised by impact assessments as codified in legislation or regulations at the national level to highlight some of the limitations of impact assessment. Finally, we turn to international impact assessments and describe the modest progress made to date. Key impediments to the development of appropriate conceptual and institutional frameworks and methodologies for international EIAs are noted. In conclusion, we offer some suggestions about needed actions at both the national and international levels.

    Notizen: Abstract Adaptation to climate variability and change is important both for impact assessment (to estimate adaptations which are likely to occur) and for policy development (to advise on or prescribe adaptations). This paper proposes an "anatomy of adaptation" to systematically specify and differentiate adaptations, based upon three questions: (i) adapt to what? (ii) who or what adapts? and (iii) how does adaptation occur? Climatic stimuli include changes in long-term mean conditions and variability about means, both current and future, and including extremes. Adaptation depends fundamentally on the characteristics of the system of interest, including its sensitivities and vulnerabilities. The nature of adaptation processes and forms can be distinguished by numerous attributes including timing, purposefulness, and effect. The paper notes the contribution of conceptual and numerical models and empirical studies to the understanding of adaptation, and outlines approaches to the normative evaluation of adaptation measures and strategies.

    Notizen: Abstract The paper explores the distinction between climate and climate change. Adaptation to current climate variability has been proposed as an additional way to approach adaptation to long-term climate change. In effect improved adaptation to current climate is a step in preparation for longer term climate change. International programs of research and assessment are separately organized to deal with natural disasters and climate change. There is no scientific concensus so far, that extreme events have changed in frequency on a world-wide basis, although some regional changes have occured. It is extremely unlikely that significant shifts in the means of weather distrbutions will take place without shifts in the tails. In some situations it may make more sense to focus on adaptation to extreme events and the tails of distributions. In other circumstances adaptation to the norms is the logical focus. The relationship between normal climate and climate change is examined in terms of single and complex variables and phenomena. It is proposed that the research communities studying adaptation to extreme events and adaptation to climate change work more closely together, perhaps in a newly organized joint research program.

    Notizen: Two-dimensional heteronuclear chemical shift correlation experiments which attempt decoupling in f1 have been shown to give artifacts in strongly coupled systems. In particular, COLOC and HETRES experiments on methylene groups show an artifact midway between the two proton lines. This paper provides an explanation of the artifact intensity behaviour with respect to the strength of coupling between the methylene protons. Experimental results on 1,2-dibromoethylbenzene are presented, and theoretical calculations were carried out on the COLOC experiment and a mathematical model was developed which predicted the artifact appearance and intensity. Simulations were also performed using the simulation program SIMPLTN to verify the experimental and theoretical results.
