    Notizen: Despite the development of increasingly sophisticated and refined multicriteria decision-making (MCDM) methods, an examination of the experimental evidence indicates that users most often prefer relatively unsophisticated methods. In this paper, we synthesize theories and empirical findings from the psychology of judgment and choice to provide a new theoretical explanation for such user preferences. Our argument centers on the assertion that the MCDM method preferred by decision makers is a function of the degree to which the method tends to introduce decisional conflict. The model we develop relates response mode, decision strategy, and the salience of decisional conflict to user preferences among decision aids. We then show that the model is consistent with empirical results in MCDM studies. Next, the role of decisional conflict in problem formulation aids is briefly discussed. Finally, we outline future research needed to thoroughly test the theoretical mechanisms we have proposed.

    Notizen: Decision support systems continue to be very popular in business, despite mixed research evidence as to their effectiveness. We hypothesize that what-if analysis, a prominent feature of most decision support systems, creates an “illusion of control” causing users to overestimate its effectiveness. Two experiments involving a production planning task are reported which examine decision makers' perceptions of the effectiveness of what-if analysis relative to the alternatives of unaided decision making, and quantitative decision rules. Experiment 1 found that almost all subjects believed what-if analysis was superior to unaided decision making, although using what-if analysis had no significant effect on performance. Experiment 2 found that decision makers were indifferent between what-if analysis and a quantitative decision rule which, if used, would have led to significant cost savings. Thus, what-if analysis did create an illusion of control: decision makers perceived performance differences where none existed, and did not detect large differences when they were present. In both experiments, decision makers exhibited difficulty realizing that their positive beliefs about what-if analysis were exaggerated. Such misjudgments could lead people to continue using what-if analysis even when it is not beneficial and to avoid potentially superior decision support technologies.

    Notizen: A major concern for service managers is the determination of how long a customer should wait to be served. Services, due to the customer's direct interaction with the process, must face a trade-off between minimizing the cost of having a customer wait and the cost of providing good service. A total cost model is presented for determining how long a customer should wait when these two conflicting cost components are considered. An integral part of this model includes a measure of customer satisfaction with waiting time which is used to develop a waiting cost function. The model is then applied to a major fast food chain, using data collected at several locations. Analysis of the data reveals that the “ideal” waiting time for this firm is significantly less than the current corporate waiting time policy. Thus, as indicated by the model, a corporate policy change is recommended to provide much faster service. The adoption of such a policy would result in increased labor costs, and would simultaneously increase the firm's overall profits. Although appearing contradictory, increases in current labor costs and long-term profits are both possible when management takes the long-range perspective suggested in this paper.

    Notizen: The maximal covering location problem is based on locating p facilities in such a manner that coverage is maximized within set distance or time standards. This problem has been extended in a number of different ways where the main theme still involves locating a fixed number of facilities. In many applications site costs are not equal; this should cast doubt on the use of a constraint that fixes the number of facilities at a given number as compared to an approach that minimizes site costs and maximizes coverage. This paper addresses the use of site costs in a maximal covering location problem and presents several approaches to solutions, along with computational results. Theoretical linkages to other location models are also presented.

    Notizen: Current federal ground water monitoring statistical regulation dates from the revised RCRA Subtitle C Final Rule of 1988. That rule was a considerable advance over previous RCRA statistical rules. However, two major problem areas remained: facility-wide false positive rate (FWFPR) control and spatial variability. Progress has been made in the 1991 Subtitle D Final Rule and in guidance: the 1992 Addendum to Interim Final Guidance in particular includes a substantial conceptual advance toward resolving the FWFPR problem. Other areas of improvement include normality testing and distribution assumptions, dropping the four independent samples per monitoring period requirement, allowing a preliminary evaluation short of a 40 CFR Part 258 Appendix II assessment upon finding a statistically significant increase, and suggesting superior alternatives to analyses of variance (ANOVAs) and tests of proportions.The problem of dealing with natural spatial variability remains. Although certain techniques listed in the regulations can control for inherent spatial variability and the performance standards require doing so “when necessary,” little attention has been paid to the ubiquity of such spatial variation. Moreover, regulatory traditions favoring upgradient-downgradient comparisons often make control of natural spatial variation difficult and ineffective. With new. lined facilities easily implemented statistical solutions are available; however, dealing with the several existing solid waste facilities which will now be regulated under Subtitle D will present major challenges.In short, the 1988 revision of the Subtitle C rules made it more possible to provide statistically sound monitoring programs, and there has been steady progress since then. Challenges remain, however. These vary from slate to slate, particularly with regard to controlling false positives and false negatives in the presence of natural spatial variability.

    Notizen: In March 1990 a pilot ultra-violet disinfection plant was installed at the sewage-treatment works in Bellozanne, Jersey. The pilot plant was set up to test the ability of the process to meet certain defined objectives and, ultimately, to enable the island authorities to satisfy stringent water quality objectives in the receiving waters of St Aubins Bay.The pilot study simulated an open channel installation using medium pressure ultra-violet lamps parallel to the direction of flow. The pilot plant was supplied by Trojan Technologies Inc.The pilot study met its objectives and confirmed the design parameters for a full-scale plant installation to follow.
