    Description: The development of the Administrative Contracting Officer represents an advance in the Government system of contract management because it provides an individual with knowledge, time, and a specialized function to insure performance of Government contracts. However, the development has created a dichotomy between the award and the post-award function which increases the adversary relationship with Government contractors. This paper advocates that this adversary relationship can be decreased if PCOs and ACOs are provided with opportunities to serve in the assignments of the other.

    Spectral line similarity in the geomagnetic dipole field variations and length of day fluctuations (1977)

    Description: Power spectral density analysis using Burg's maximum entropy method (MEM) was applied to the geomagnetic dipole field and its rate of change for the years 1901-1969. Both spectra indicate relative maxima at 0.015 cycle/yr and its harmonics. These maxima correspond approximately to 66-, 33-, 22-, 17-, 13-, 11-, and 9-year spectral lines. The application of the same analysis techniques to the length of day (l.o.d.) fluctuations for the period 1865-1961 reveals similar spectral characteristics. The existence of the common spectral peaks with periods of 66 and 33 years in the l.o.d. fluctuations and the geomagnetic dipole field is clearly established. The existence of the higher harmonics is somewhat uncertain because of the line-splitting problem in the MEM spectral analysis. It is suggested that the spectral line similarity in the l.o.d. fluctuations and the dipole field variations is related to the motion within the earth's fluid core during the past 100 years.

    Access to Archived Astronaut Data for Human Research Program Researchers: Update on Progress and Process Improvements (2016)

    Description: Since the 2010 NASA directive to make the Life Sciences Data Archive (LSDA) and Lifetime Surveillance of Astronaut Health (LSAH) data archives more accessible by the research and operational communities, demand for astronaut medical data has increased greatly. LSAH and LSDA personnel are working with Human Research Program on many fronts to improve data access and decrease lead time for release of data. Some examples include the following: Feasibility reviews for NASA Research Announcement (NRA) data mining proposals; Improved communication, support for researchers, and process improvements for retrospective Institutional Review Board (IRB) protocols; Supplemental data sharing for flight investigators versus purely retrospective studies; Work with the Multilateral Human Research Panel for Exploration (MHRPE) to develop acceptable data sharing and crew consent processes and to organize inter-agency data coordinators to facilitate requests for international crewmember data. Current metrics on data requests crew consenting will be presented, along with limitations on contacting crew to obtain consent. Categories of medical monitoring data available for request will be presented as well as flow diagrams detailing data request processing and approval steps.

    Isis 1 observations of the high-latitude ionosphere during a geomagnetic storm. (1972)

    Description: The Isis 1 satellite has made measurements of several ionospheric and related parameters, and the results of the various measurements have been compared in detail for two north transpolar passes during the geomagnetic storm of February 3, 1969. Simultaneous measurements were made of local electron and ion densities and temperatures, electron density between the satellite and the peak of the F layer, radio noise, and particle fluxes over a wide energy range extending down to 10 eV. Several features of the ionosphere (in particular, enhancements of radio noise, scale height, and plasma temperatures) appear to be due to soft-particle (100 eV to 1 keV) precipitation, which is related to magnetospheric structure as delineated by the observation of more energetic particles. The magnetosheath particles precipitating on the dayside of the polar cap are particularly effective.
