    Description: The analysis of orbital debris data shows a band of anomalously high debris concentration in the altitude range between 800 and 1000 km. Analysis indicates that the origin is the leaking coolant fluid from nuclear power sources that powered a now defunct Soviet space-based series of ocean surveillance satellites. A project carried out to detect, track and characterize a sample of the anomalous debris is reported. The nature of the size and shape of the sample set, and the possibility of inferring the composition of the droplets were assessed. The technique used to detect, track and characterize the sample set is described and the results of the characterization analysis are presented. It is concluded that the nature of the debris is consistent with leaked Na-K fluid, although this cannot be proved with the remote sensing techniques used.

    Description: Results are presented of the equatorial wave campaign-II, a meteorological rocket study which was part of the Indian Middle Atmosphere Program. The equatorial wave campaign-II was conducted from Shar, India (13.7 deg N, 80.2 deg E) from January 15-February 28, 1986. By means of high altitude balloon and the RH-200 meteorological rocket, winds were measured from ground level up to 60 km altitude once each day during the 45-day period. The oscillation frequencies of the deviations in the east-west component of the winds from their mean at each 1-km height interval are obtained by the maximum entropy method. The phases and amplitudes of these frequencies are determined by use of the least squares method on the wind variation time series. Enhanced wave activity is shown to take place in the troposphere and lower mesosphere. The tropospheric waves observed suggest themselves to be Rossby waves of extratropical origin penetrating to tropical latitudes. The observed stratospheric/mesospheric waves appear to emanate from a source around the stratopause.

    Description: The Midcourse Space Experiment is a BMDO-sponsored scientific satellite set for launch within the year. The satellite will collect phenomenology data on missile targets, plumes, earth limb backgrounds and deep space backgrounds in the LWIR, visible and ultra-violet spectral bands. It will also conduct functional demonstrations for space-based space surveillance. The Space-Based Visible sensor, built by Lincoln Laboratory, Massachusetts Institute of Technology, is the primary sensor on board the MSX for demonstration of space surveillance. The SBV Processing, Operations and Control Center (SPOCC) is the mission planning and commanding center for all space surveillance experiments using the SBV and other MSX instruments. The guiding principle in the SPOCC Mission Planning System was that all routine functions be automated. Manual analyst input should be minimal. Major concepts are: (I) A high level language, called SLED, for user interface to the system; (2) A group of independent software processes which would generally be run in a pipe-line mode for experiment commanding but can be run independently for analyst assessment; (3) An integrated experiment cost computation function that permits assessment of the feasibility of the experiment. This paper will report on the design, implementation and testing of the Mission Planning System.

    Description: Geocentric orbits of large eccentricity (e = 0.9 to 0.95) are significantly perturbed in cislunar space by the sun and moon. The time-history of the height of perigee, subsequent to launch, is particularly critical. The determination of 'launch windows' is mostly concerned with preventing the height of perigee from falling below its low initial value before the mission lifetime has elapsed. Between the extremes of high accuracy digital integration of the equations of motion and of using an approximate, but very fast, stability criteria method, this paper is concerned with the developement of a method of intermediate complexity using non-numeric computation. The computer is used as the theory generator to generalize Lidov's theory using six osculating elements. Symbolic integration is completely automatized and the output is a set of condensed formulae well suited for repeated applications in launch window analysis. Examples of applications are given.
