    Description: This paper presents an overview of the Hubble Space Telescope (HST) Near Infrared Camera and Multi-Object Spectrometer (NICMOS) Cryo Cooler (MCC) system, a description of the micro-vibration characterization testing performed, and a discussion of the simulated performance. The NCC is a reverse Brayton cycle system that employs micro turbo-machinery to provide cooling to the NICMOS instrument. Extensive testing was conducted to quantify the expected on-orbit disturbances caused by the micro turbo-machinery and provide input to a flexible-body dynamic simulation to demonstrate compliance with the HST 7 milli-arcsecond root mean square jitter requirement.

    Description: Advanced Technology Laboratories has designed, built, and tested the first CMOS general-purpose computer. The computer executes 32 instructions that are operation-code compatible with the IBM 360 and RCA Spectra 70 series of computers. The computer is supported by 2k words of main-memory LSI storage and a TTY peripheral for input and output operations. Additionally, a simulator, an assembler, and a loader have been constructed to provide software support to the hardware. This paper provides an overall picture of this computer project.

    Description: An electromagnetic system is described for measuring the dielectric constant and attenuation of snow samples in the frequency range of 4 to 12 GHz. System components consists of a swept-frequency source, microwave horns, network analyzer, and XY plotter. The procedure for calibrating the effect of wetness on the snow properties is described. Equations are given that express the experimentally determined relation between attenuation per unit length and volume percent wetness at any frequency between 4 and 12 GHz. permittivity can be calculated from the snow density, attenuation per unit length, and frequency. Some applications of the techniques are described such as runoff forecasting from mountain snowpacks.

    Description: The following conclusions were reached concerning the applications of remote sensing to water resources problems: (1) Remote sensing methods provide the most practical method of obtaining data for many water resources problems; (2) the multi-disciplinary approach is essential to the effective application of remote sensing to water resource problems; (3) there is a correlation between the amount of suspended solids in an effluent discharged into a water body and reflected energy; (4) remote sensing provides for more effective and accurate monitoring, discovery and characterization of the mixing zone of effluent discharged into a receiving water body; and (5) it is possible to differentiate between blue and blue-green algae.

    Description: We report the performance of a bolometric system designed to measure the anisotropy of the cosmic microwave background (CMB) radiation on angular scales from 0 deg 3 min to 3 deg. The system represents a collaborative effort combining a low-background 1 m diameter balloon-borne telescope with new multimode feed optics, a beam modulation mechanism with high stability, and a four-channel bolometric receiver with passbands centered near frequencies of 3 (90), 6 (180), 9 (270), and 12 (360) cm(exp -1) (GHz). The telescope was flown three times with the bolometric receiver and has demonstrated detector noise limited performance capable of reaching sensitivity levels of Delta(T)/T(sub CMB) is approximately equal to 10(exp -5) with detectors operated at T = 0.3 K.

    Description: The U.S. space launch program no longer dominates the world and is now playing 'catch-up' with the world's first commercial launch company, Arianespace. A healthy U.S. commercial launch program is essential and will assure continued low-cost military access to space. The effort to regain the lead in commercial space launch market has been hindered by declining Department of Defense budgets. President Clinton's space policy prohibits expensive new launch vehicles and limits the Department of Defense to low cost upgrades of existing launch vehicles. The U.S. government created the space sector and must ensure a smooth and effective split from the emerging commercial space program in order to regain world dominance. Until U.S. government and commercial ties are severed, the Department of Defense must consider commercial space launch interests when making military decisions. Ariane provides an excellent 'bench mark' for the U.S. to base future launch vehicle upgrades. Ariane advantages were identified and low-cost recommendations have been made. If the U.S. sets the target of first equaling and then surpassing Ariane by incorporating these recommendations, then the U.S. could once again dominate the world commercial launch market and ensure low cost military access to space.

    Description: The issue of real-time performance measurements for the Ada programming language through the use of benchmarks is addressed. First, the Ada notion of time is examined and a set of basic measurement techniques are developed. Then a set of Ada language features believed to be important for real-time performance are presented and specific measurement methods discussed. In addition, other important time related features which are not explicitly part of the language but are part of the run-time related features which are not explicitly part of the language but are part of the run-time system are also identified and measurement techniques developed. The measurement techniques are applied to the language and run-time system features and the results are presented.

    Description: We have developed a sensitive bolometric receiver for low background space applications. In a 10 percent bandwidth at 1 THz, this receiver is approximately 100 times more sensitive than a quantum limited heterodyne receiver with a 1 GHz IF bandwidth. This receiver is designed to be used for the long wavelength band (200-700 microns) in the MIPS instrument on NASA's SIRTF satellite. The bolometers are cooled to 100 mK by an adiabatic demagnetization refrigerator. Roughly 60 g of cesium chrome alum salt is partially demagnetized to 100 mK, followed by a slow regulated downramp to compensate for the heat leak. The hold time of the ADR system is about 18 hours with a temperature stability of delta T(sub rms) approx. equals 10 micro-K. The composite bolometers have electrical responsivities of 10(exp 9)V/W and electrical NEP's of about 3x10(exp -17) W/square root of Hz. The bolometer signals are read out by JFET preamplifiers located on the helium plate and operated at 120 K. We have addressed a number of space qualification issues, such as the development of an analog magnet controller, construction of a cryogenic shake-table for bolometers and selection of the paramagnetic salt CCA which can survive a bakeout at 50 C. The receiver is scheduled to be flown in the spring of 1992 on a balloon telescope. This flight has a dual purpose. One is to provide realistic test of the capabilities of the new receiver. The other is to search for anisotropies in the cosmic microwave background on scales of a few degrees.
