    Description: Development work on an arrangement using ailerons and spoilers for lateral control was carried out by the Vought-Sikorsky Aircraft Division of the United Aircraft Corporation on a small commercial airplane in flight and on an airfoil in a wind tunnel. Spoiler hinge moments were reduced by aerodynamic balance. The arrangement was then built into an experimental airplane and further improvements were adopted as the result of flight and tunnel tests. The use of ailerons for lateral control with flaps up, spoilers with flaps full down, and gradual transition as the flaps are lowered was found to provide lateral control under the flight conditions for which they were best suited. The ailerons were of short span, permitting the use of long-span flaps, and were drooped to a relatively large angle when the flaps were deflected. A high maximum lift coefficient was thus attained. With large control deflections in the intermediate flap-angle range and spoiler effectiveness near neutral improved by "ventilating" the spoiler, the lateral control was satisfactory for the experimental airplane and was a definite improvement over that of a conventional control arrangement.

    Description: The use of paralytic medications in the performance of RSI intubation is a high risk intervention used by many HEMS crews. There is no margin for error in RSI intubation as the results can be fatal. Operating room access for airway management training has become more difficult, and is not representative of the environment in which HEMS crews typically function. LifeEvac of Virginia designed and implemented an SST airway management program to provide a realistic, consistent training platform. The dynamic program incorporates standardized scenarios, and real life challenging cases that this and other programs have encountered. SST is done in a variety of settings including the helicopter, back of ambulances, staged car crashes and simulation centers. The result has been the indoctrination of a well defined, consistent approach to every airway management intervention. The SST program facillitates enhancement of technical skills. as well as team dynamics and communication.

    Description: The Lunar Flashlight is a Jet Propulsion Laboratory project, with NASA Marshall Space Flight Center (MSFC) serving as the principal investigator and providing the solar sail propulsion system. The goal of Lunar Flashlight is to determine the presence and abundance of exposed lunar water ice within permanently shadowed regions (PSRs) at the lunar south pole, and to map its concentration at the 1-2 kilometer scale to support future exploration and use. After being ejected in cis-lunar space by the launch vehicle, Lunar Flashlight deploys solar panels and an 85-square-meter solar sail and maneuvers into a low-energy transfer to lunar orbit. The solar sail and attitude control system work to bring the satellite into an elliptical polar orbit, spiraling down over a period of 18 months to a perilune of 30-10 kilometers above the south pole for data collection. Lunar Flashlight uses its solar sail to shine reflected sunlight onto the lunar surface, measuring surface reflectance with a four-filter point spectrometer. The spectrometer measures water ice absorption features (1.5, 1.95 microns) and the continuum between them (1.1, 1.9 microns). The ratios of water ice bands to the continuum will provide a measure of the abundance of surface frost and its variability across PSRs. Water ice abundance will be correlated with other data from previous missions, such as the Lunar Reconnaissance Orbiter and Lunar Crater Observation and Sensing Satellite, to provide future human and robotic explorers with a map of potential resources. The mission is enabled by the use of an 85-square-meter solar sail being developed by MSFC.

    Description: Heritage is important for both cost and risk related issues and as such, it is heavily discussed in NASA proposal evaluations. If used and communicated efficiently, heritage can lower both the perception of risk and the associated costs. Definitions of heritage vary between engineering, cost, and scientific communities, but when applied appropriately, heritage provides a benefit to the proposed mission. By making an instrument at least once before, the cost of producing it again can be reduced. The time and effort needed to develop the instrument concept and test the product represent an expense that can be lowered through the use of a previously built and developed instrument. This same thought can be applied when using a flight spare or build-to-print model of the heritage instrument. The lowered perception of risk is a result of the confidence gained in the instrument through successful use in the target environment. This is extremely important in early mission development to the evaluation board. This analysis will use JPL-managed proposals from 2003 to 2011, including Discovery, New Frontiers, and Mars Scout missions. Through the examination of these proposals and their associated debriefs, a set of guidelines have been created for successful use and communication of instrument heritage in early mission development

    Description: During MESSENGER's third flyby of Mercury, a series of 2-3 minute long enhancements of the magnetic field in the planet's magnetotail were observed. Magnetospheric substorms at Earth are powered by similar tail loading, but the amplitude is approximately 10 times less and the durations are 1 hr. These observations of extreme loading imply that the relative intensity of substorms at Mercury must be much larger than at Earth. The correspondence between the duration of tail enhancements and the calculated approximately 2 min Dungey cycle, which describes plasma circulation through Mercury's magnetosphere, suggests that such circulation determines substorm timescale. A key aspect of tail unloading during terrestrial substorms is the acceleration of energetic charged particles. Such signatures are puzzlingly absent from the MESSENGER flyby measurements.

    Description: This paper describes the design of a unique suite of mechanisms that make up the Deployment and Pointing System (DAPS) for the Neutron Star Interior Composition Explorer (NICER/SEXTANT) instrument, an X-Ray telescope, which will be mounted on the International Space Station (ISS). The DAPS system uses four stepper motor actuators to deploy the telescope box, latch it in the deployed position, and allow it to track sky targets. The DAPS gimbal architecture provides full-hemisphere coverage, and is fully re-stowable. The compact design of the mechanism allowed the majority of total instrument volume to be used for science. Override features allow DAPS to be stowed by ISS robotics.

    Description: Coastal regions have historically represented a significant challenge for air quality investigations because of water-land boundary transition characteristics and a paucity of measurements available over water. Prior studies have identified the formation of high levels of ozone over water bodies, such as the Chesapeake Bay, that can potentially recirculate back over land to significantly impact populated areas. Earth-observing satellites and forecast models face challenges in capturing the coastal transition zone where small-scale meteorological dynamics are complex and large changes in pollutants can occur on very short spatial and temporal scales. An observation strategy is presented to synchronously measure pollutants over land and over water to provide a more complete picture of chemical gradients across coastal boundaries for both the needs of state and local environmental management and new remote sensing platforms. Intensive vertical profile information from ozone lidar systems and ozonesondes, obtained at two main sites, one over land and the other over water, are complemented by remote sensing and in situ observations of air quality from ground-based, airborne (both personned and unpersonned), and shipborne platforms. These observations, coupled with reliable chemical transport simulations, such as the National Oceanic and Atmospheric Administration (NOAA) National Air Quality Forecast Capability (NAQFC), are expected to lead to a more fully characterized and complete landwater interaction observing system that can be used to assess future geostationary air quality instruments, such as the National Aeronautics and Space Administration (NASA) Tropospheric Emissions: Monitoring of Pollution (TEMPO), and current low-Earth-orbiting satellites, such as the European Space Agencys Sentinel-5 Precursor (S5-P) with its Tropospheric Monitoring Instrument (TROPOMI).

    Description: This paper will give an overview of the unique mechanical and optical design of the DVA-1 telescope. The rim supported carbon fibre reflector surfaces are designed to be both low cost and have high performance under wind, gravity, and thermal loads. The shaped offset Gregorian optics offer low and stable side lobes along with a large area at the secondary focus for multiple feeds with no aperture blockage. Telescope performance under ideal conditions as well as performance under gravity, wind, and thermal loads will be compared directly using calculated radiation patterns for each of these operating conditions.

    Description: Water ice and other volatiles may be located in the Moon's polar regions, with sufficient quantities for in situ extraction and utilization by future human and robotic missions. Evidence from orbiting spacecraft and the LCROSS impactor suggests the presence of surface and/or nearsurface volatiles, including water ice. These deposits are of interest to human exploration to understand their potential for use by astronauts. Understanding the composition, quantity, distribution, and form of water/H species and other volatiles associated with lunar cold traps is identified as a NASA Strategic Knowledge Gap (SKG) for Human Exploration. These polar volatile deposits could also reveal important information about the delivery of water to the Earth- Moon system, so are of scientific interest. The scientific exploration of the lunar polar regions was one of the key recommendations of the Planetary Science Decadal Survey. In order to address NASA's SKGs, the Advanced Exploration Systems (AES) program selected three lowcost 6-U CubeSat missions for launch as secondary payloads on the first test flight (EM1) of the Space Launch System (SLS) scheduled for 2017. The Lunar Flashlight mission was selected as one of these missions, specifically to address the SKG associated with lunar volatiles. Development of the Lunar Flashlight CubeSat concept leverages JPL's Interplanetary Nano- Spacecraft Pathfinder In Relevant Environment (INSPIRE) mission, MSFC's intimate knowledge of the Space Launch System and EM-1 mission, small business development of solar sail and electric propulsion hardware, and JPL experience with specialized miniature sensors. The goal of Lunar Flashlight is to determine the presence or absence of exposed water ice and its physical state, and map its concentration at the kilometer scale within the permanently shadowed regions of the lunar south pole. After being ejected in cislunar space by SLS, Lunar Flashlight deploys its solar panels and solar sail and maneuvers into a low-energy transfer to lunar orbit. The solar sail and attitude control system work to bring the satellite into an elliptical polar orbit spiraling down to a perilune of 30-10 km above the south pole for data collection. Lunar Flashlight uses its solar sail to shine reflected sunlight into permanently shadowed regions, measuring surface albedo with a four-filter point spectrometer at 1.1, 1.5 1.9, and 2.0 microns. Water ice will be distinguished from dry regolith from these measurements in two ways: 1) spatial variations in absolute reflectance (water ice is much brighter in the continuum channels), and 2) reflectance ratios between absorption and continuum channels. Derived reflectance and reflectance ratios will be mapped onto the lunar surface in order to distinguish the composition of the PSRs from that of the sunlit terrain. Lunar Flashlight enables a low-cost path to in-situ resource utilization (ISRU) by identifying operationally useful deposits (if there are any), which is a game-changing capability for expanded human exploration.

    Description: It has been proposed that ultraluminous infrared galaxies (ULIRGs) pass through a luminous starburst phase, followed by a dust-enshrouded AGN phase, and finally evolve into optically bright "naked" quasars once they shed their gas/dust reservoirs through powerful wind events. We present the results of our recent 21- cm HI survey of 21 merger remnants with the Green Bank Telescope. These remnants were selected from the QUEST (Quasar/ULIRG Evolution Study) sample of ULIRGs and PG quasars; our targets are all bolometrically dominated by AGN and sample all phases of the proposed ULIRG -〉 IR-excess quasar -〉 optical quasar sequence. We explore whether there is an evolutionary connection between ULIRGs and quasars by looking for the occurrence of HI absorption tracing neutral gas outflows; our results will allow us to identify where along the sequence the majority of a merger's gas reservoir is expelled.
