    Notes: Provides a summary of recycled water use in California, illustrating the evolution of its application from individual projects for nearby users, to city-wide and district programs. Presents three detailed case studies of recent water recycling projects: the West Basin Water Recycling project in Los Angeles County, the South Bay Water Recycling project in Santa Clara County, and several projects in Marin County. Barriers to recycled water projects include the cost, institutional barriers that separate water supply and wastewater functions, slow regulatory response in permitting, recognizing new technology and expended uses, and educating stakeholders. From the case studies, common elements to successful implementation demonstrate the importance of working with numerous stakeholders throughout the process and addressing their concerns, creating new institutional partnerships, educating stakeholders to bring actors together, market services, and engender support, acquiring financial assistance and providing incentives and, finally, relying on large volume users to support a more cost-effective design.

    Notes: : A wide variety of regional assessments of the water-related impacts of climatic change have been done over the past two decades, using different methods, approaches, climate models, and assumptions. As part of the Water Sector research for the National Assessment of the Implications of Climatic Variability and Change for the United States, several major summaries have been prepared, looking at the differences and similarities in results among regional research projects. Two such summaries are presented here, for the Colorado River Basin and the Sacramento River Basin. Both of these watersheds are vitally important to the social, economic, and ecological character of their regions; both are large snowmelt-driven basins; both have extensive and complex water management systems in place; and both have had numerous, independent studies done on them. This review analyzes the models, methods, climate assumptions, and conclusions from these studies, and places them in the context of the new climate scenarios developed for the National Assessment. Some significant and consistent impacts have been identified for these basins, across a wide range of potential climate changes. Among the most important is the shift in the timing of runoff that results from changes in snowfall and snowmelt dynamics. This shift has been seen in every regional result across these two basins despite differences in models and climate change assumptions. The implications of these impacts for water management, planning, and policy are discussed.

This review discusses definitions of water use, explores the history of water use around the world and in characteristic regions, identifies problems with collecting and analyzing water data, and addresses the question of improving water-use efficiency and productivity in different regions and economic sectors. There is growing interest on the part of water managers around the world to implement these approaches to lessen pressures on increasingly scarce water resources, reduce the adverse ecological effects of human withdrawals of water, and improve long-term sustainable water use.

    Notes: : An examination of the metadata for almost 900 bibliographic references on the effects of climate change and variability on U.S. water resources reveals strengths and weaknesses in our current knowledge. Considerable progress has been made in the modeling of climate change effects on first-order systems such as regional hydrology, but significant work remains to be done in understanding subsequent effects on the second-, third-, and fourth-order economic and social systems (e.g., agriculture, trade balance, and national economic development) that water affects. In order to remedy a recently-revealed lack of understanding about climate change on the part of the public, climate and water scientists should collaborate with social scientists in illuminating the effects of climate change and variability on the systems that affect how and where most people live.

    Notes: Abstract International water resources have been a source of contention in many parts of the world over the last few decades and such conflicts may grow in frequency and severity as future climatic changes alter the quantity or quality of limited water resources. Indeed, some future climatic changes appear inevitable due to growing atmospheric concentrations of carbon dioxide and other trace gases. Unless mechanisms for incorporating climatic changes into water agreements can be worked out, these changes may provoke further frictions and conflicts. One region with a history of political conflict over shared water resources is the Colorado River Basin in the United States and Mexico. While past disagreements over water have mostly been resolved, future climatic changes that adversely affect the existing hydrologic regime of the basin cannot be discounted. This paper examines the possibility that future long-term climatic changes may exacerbate shortages in the Colorado River. Political conflicts and tensions that arise from reductions in water supply in both the United States and Mexico are evaluated and discussed, together with recommendations for incorporating the issue of climatic change into existing international treaties and agreements.

    Notes: Abstract Concern over changes in global climate caused by growing atmospheric concentrations of carbon dioxide and other trace gases has increased in recent years as our understanding of atmospheric dynamics and global climate systems has improved. Yet despite a growing understanding of climatic processes, many of the effects of human-induced climatic changes are still poorly understood. Major alterations in regional hydrologic cycles and subsequent changes in regional water availability may be the most important effects of such climatic changes. Unfortunately, these are among the least well-understood impact. Water-balance modeling techniques - modified for assessing climatic impacts - were developed and tested for a major watershed in northern California using climate-change scenarios from both state-of-the-art general circulation models and from a series of hypothetical scenarios. Results of this research suggest strongly that plausible changes in temperature and precipitation caused by increases in atmospheric trace-gas concentrations could have major impacts on both the timing and magnitude of runoff and soil moisture in important agricultural areas. Of particular importance are predicted patterns of summer soil-moisture drying that are consistent across the entire range of tested scenarios. The decreases in summer soil moisture range from 8 to 44%. In addition, consistent changes were observed in the timing of runoff-specifically dramatic increases in winter runoff and decreases in summer runoff. These hydrologic results raise the possibility of major environmental and socioeconomic difficulties and they will have significant implications for future water-resource planning and management.

    Notes: Abstract Global climatic changes caused by growing concentrations of atmospheric trace gases have the potential to alter international relationships, economics, behavior, and security. While there is debate about the extent to which environmental problems alone can lead to conflict, it is widely acknowledged that resource constraints can act as roots leading to economic pressures and tensions, or as triggers to conflict when other pressures and tensions exist between states. Recent widespread attention to the issue of global environmental problems, particularly climatic change, is leading to a re-examination and expansion of the traditional narrow definition of “international security”. This paper discusses likely paths to international frictions and tensions and the responses that might be most appropriate to minimize the adverse consequences of climatic change for international security.
