    Description: Development aid has become the subject of much discussion. Why do we give aid, and does it help? What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? How relevant is development aid now that remittances and foreign direct investments have increased as a result of globalization? When does aid have more negative than positive effects? What is the significance of shifting power relations in the world? And do policies focusing on issues like climate, migration, financial stability, knowledge, trade and security not have a greater impact than aid on the development opportunities of poor countries? These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report.     Description: This open access book is about the perception of the independence of the judiciary in Europe. Do citizens and judges see its independence in the same way? Do judges feel that their independence is respected by the users of the courts, by the leadership of the courts and by politicians? Does the population trust the judiciary more than other public institutions, or less? How does independence of the judiciary work at the national level and at the level of the European Union? These interrelated questions are particularly relevant in times when the independence of the judiciary is under political pressure in several countries in the European Union, giving way to illiberal democracy. Revealing surveys among judges, lay judges and lawyers - in addition to regular surveys of the European Commission - provide a wealth of information to answer these questions. While the answers will not please everyone, they are of interest to a wide audience, in particular court leaders, judges, lawyers, politicians and civil servants.

    Description: The prehistoric site of Ban Chiang in northeast Thailand challenges the narrative of Thai origins, while at the same time appealing to the public’s vision of Thailand as an early centre of civilization. Ban Chiang demonstrates the complexity of constructing national heritage in modern Thailand, where the Thai national narrative begins and ends with Buddhism and the monarchy. Designs on Pots. Ban Chiang and the Politics of Heritage in Thailand contributes to the literature on cultural preservation, repatriation, fake antiquities as souvenirs, and the ethics of collecting and demonstrates how heritage tourism intersects with the antiquities market in Asia. Ban Chiang itself is important for rethinking the model of indigenous development in Southeast Asian prehistory and provides informed speculation about the borders between prehistory, proto-history, and history in the region, challenging current and past models of Indianization that shape the Thai state’s heritage narrative.

Kees van der Pijl argues that by making the "nation-state" the focus of international relations, the discipline has become Euro-centric and a-historical. Theories of imperialism and historic civilisations, and their relation to world order, have been discarded. With more than half the world's population living in cities, with unprecedented levels of migration, global politics is present on every street corner. The "international" is no longer only a balance of power among states, but includes tribal relations making a comeback in various ways. Outlining a new approach to IR theory, the book makes a case for a re-reading of world history in terms of foreign relations, and shows what it reveals about both our past and our future.

    Description: Is the end of the nation-state approaching, now that the international economy takes less and less notice of borders between countries and the European Union has already acquired so much political power? What does national autonomy mean when governments delegate any number of powers to international organizations? Internationalization leads to political change, and the position of the nation-state appears to be undergoing a radical process of erosion. The surprising conclusion of this book is that the political significance of the state will not be lost. The analyses show that both expansion and fragmentation of political power are characteristics of fundamental political change. While it is true that the state is delegating authority and that internationalization is limiting autonomy, the state is also finding new forms of cooperation and coordination, both nationally and internationally, to preserve and even to strengthen its power and autonomy. Contrary to widely held assumptions, the idea of a progressive weakening of the nationstate does not prove tenable. This title is available in the OAPEN Library - http://www.oapen.org.

    Description: The U.S. Department of Defense (DoD) sought to determine whether any administrative activities paid for with funding that was not congressionally appropriated could be consolidated—and, if so, whether consolidation would save costs. A DoD task force listed several areas for improvement, ranging from contracting to information technology. RAND reviewed the work of the task force and assessed specific recommendations.

    Description: Viet Nam has seen consistent rapid economic growth and impressive declines in poverty since it initiated its Doi Moi economic reforms in the late 1980s. Viet Nam has taken a selective, step-by-step approach to reform—an approach often criticised by proponents of the Washington Consensus. That this approach has been so successful has come as something of a surprise to much of the international community. Analysing closely aspects of Viet Nam's reform process, enterprise development, income growth and poverty alleviation, Viet Nam: a transition tiger? argues that Viet Nam's remarkable development is not readily explained by the more orthodox versions of the Washington Consensus. Successful policy is not built on mechanistic replication of some general reform blueprint, but on responding pragmatically to specific national circumstances. Government policy has had an impact on economic performance but economic experience has also guided the formulation of economic policy. Faced with increasingly complex economic conditions, Vietnamese policymakers will need to rely more than ever on their flexibility and pragmatism if Viet Nam's remarkable economic performance is to be sustained.
