    Description: As part of the International Symposium on Assimilation of Observation in Meteorology and Oceanography, a panel discussion was held on the evening of 15 March 1995. The purpose of this panel discussion was focus on what the next major areas of research in data assimilation should be. The panelists had five minutes each for short presentations (Kalman filters, representers, etc.) and this was followed by an open discussion. This preprocessing will require a good understanding of the fine-scale phenomena. Least square methods such as Kalman filters and variational schemes are inefficient estimators of non-Gaussian field such as chemical traces. Regardless of the modeling technique employed (Lagrangian methods seem best), a least squares assimilation scheme will smear fine structure. The estimator of maximum likelihood must be sought, by examination of tracer probability distributions.

    Description: The TRMM Precipitation Radar is well suited to statistical methods in that the measurements over any given region are sparsely sampled in time. Moreover, the instantaneous rain rate estimates are often of limited accuracy at high rain rates because of attenuation effects and at light rain rates because of receiver sensitivity. For the estimation of the time-averaged rain characteristics over an area both errors are relevant. By enlarging the space-time region over which the data are collected, the sampling error can be reduced. However. the bias and distortion of the estimated rain distribution generally will remain if estimates at the high and low rain rates are not corrected. In this paper we use the TRMM PR data to investigate the behavior of 2 statistical methods the purpose of which is to estimate the rain rate over large space-time domains. Examination of large-scale rain characteristics provides a useful starting point. The high correlation between the mean and standard deviation of rain rate implies that the conditional distribution of this quantity can be approximated by a one-parameter distribution. This property is used to explore the behavior of the area-time-integral (ATI) methods where fractional area above a threshold is related to the mean rain rate. In the usual application of the ATI method a correlation is established between these quantities. However, if a particular form of the rain rate distribution is assumed and if the ratio of the mean to standard deviation is known, then not only the mean but the full distribution can be extracted from a measurement of fractional area above a threshold. The second method is an extension of this idea where the distribution is estimated from data over a range of rain rates chosen in an intermediate range where the effects of attenuation and poor sensitivity can be neglected. The advantage of estimating the distribution itself rather than the mean value is that it yields the fraction of rain contributed by the light and heavy rain rates. This is useful in estimating the fraction of rainfall contributed by the rain rates that go undetected by the radar. The results at high rain rates provide a cross-check on the usual attenuation correction methods that are applied at the highest resolution of the instrument.

    Description: The availability of an inexpensive chilled mirror dewpoint sensor has made improved atmospheric relative humidity measurements accessible. Comparisons between the chilled mirror sensor and routine radiosonde sensors have provided new information on the limitation and reliability of the routine measurements. The chilled mirror has observed detailed moisture profiles at cirrus cloud levels when cirrus was not visible, a feature that routine sensors fail to observe. Comparison measurements between the chilled mirror, the carbon resistive (hygristor) and, the capacitive sensors will be discussed. Measurements from three locations (Wallops Island; Andros Island, Bahamas; and Camborne, UK) will be highlighted. It is conceivable that the chilled mirror sensor, when its capability is fully understood, may be sufficiently reliable to serve as a reference.

    Description: The sea surface directional wave spectrum was measured for the first time in all quadrants of a hurricane in open water using the NASA airborne scanning radar altimeter (SRA) carried aboard one of the NOAA WP-3D hurricane hunter aircraft at 1.5 km height. The SRA measures the energetic portion of the directional wave spectrum by generating a topographic map of the sea surface. At 8 Hz, the SRA sweeps a radar beam of 1 E half-power width (two-way) across the aircraft ground track over a swath equal to 0.8 of the aircraft height, simultaneously measuring the backscattered power at its 36 GHz (8.3 mm) operating frequency and the range to the sea surface at 64 positions. These slant ranges are multiplied by the cosine of the incidence angles to determine the vertical distances from the aircraft to the sea surface. Subtracting these distances from the aircraft height produces the sea surface elevation map. The sea surface topography is interpolated to a uniform grid, transformed by a two-dimensional FFT, and Doppler corrected. The open-ocean data were acquired on 24 August 1998 when hurricane Bonnie was east of the Bahamas and moving slowly to the north. Individual waves with heights up to 18 m were observed and the spatial variation of the wave field was dramatic. The dominant waves generally propagated at significant angles to the downwind direction. At some positions there were three different wave fields of comparable energy crossing each other. The NOAA aircraft spent over five hours within 180 km of the hurricane Bonnie eye, and made five eye penetrations. A 3-minute animation of the directional wave spectrum spatial variation over this period will be shown as well as summary plots of the wave field spatial variation. On 26 August 1998, the NOAA aircraft flew at 2.2 km height when hurricane Bonnie was making landfall near Wilmington, NC, documenting the directional wave spectrum in the region between Charleston, SC and Cape Hatteras, NC. The aircraft ground track included both segments along the shoreline and Pamlico Sound as well as far offshore. An animation of the directional wave spectrum spatial variation at landfall will be presented and contrasted with the spatial variation when Bonnie was in the open ocean on 24 August 1998.

    Description: A major uncertainty in predicting sea level rise is the sensitivity of ice sheet mass balance to climate change, as well as the uncertainty in present mass balance. Since the annual water exchange is about 8 mm of global sea level equivalent, the +/- 25% uncertainty in current mass balance corresponds to +/- 2 mm/yr in sea level change. Furthermore, estimates of the sensitivity of the mass balance to temperature change range from perhaps as much as - 10% to + 10% per K. Although the overall ice mass balance and seasonal and inter-annual variations can be derived from time-series of ice surface elevations from satellite altimetry, satellite radar altimeters have been limited in spatial coverage and elevation accuracy. Nevertheless, new data analysis shows mixed patterns of ice elevation increases and decreases that are significant in terms of regional-scale mass balances. In addition, observed seasonal and interannual variations in elevation demonstrate the potential for relating the variability in mass balance to changes in precipitation, temperature, and melting. From 2001, NASA's ICESat laser altimeter mission will provide significantly better elevation accuracy and spatial coverage to 86 deg latitude and to the margins of the ice sheets. During 3 to 5 years of ICESat-1 operation, an estimate of the overall ice sheet mass balance and sea level contribution will be obtained. The importance of continued ice monitoring after the first ICESat is illustrated by the variability in the area of Greenland surface melt observed over 17-years and its correlation with temperature. In addition, measurement of ice sheet changes, along with measurements of sea level change by a series of ocean altimeters, should enable direct detection of ice level and global sea level correlations.

    Description: We assess the impact of satellite sea surface salinity (SSS) observations on seasonal to interannual variability of tropical Indo-Pacific Ocean dynamics as well as on dynamical ENSO forecasts. Twelve-month forecasts are initialized for each month from September 2011 to September 2017. All experiments assimilate satellite sea level (SL), sea surface temperature (SST), and in situ subsurface temperature and salinity observations (T(sub z), S(sub z)). Additionally various satellite, blended, and in-situ SSS products are assimilated. Using our intermediate-complexity coupled model as a transfer function, we test if more mature SSS model algorithms actually improve ENSO forecast skill. We find that including satellite SSS significantly improves Nio3.4 sea surface temperature anomaly validation, more mature SSS model algorithms are generally improving ENSO forecasts over time, and more satellite SSS helps to extend useful forecasts.

    Description: Intermittent measurements of precipitation and integrated water vapor (IWV) distributions were retrieved from the Special Sensor Microwave/Imager (SSM/I) and Tropical Rainfall Measuring Mission (TRMM) Microwave Imager (TMI) radiometers. Lightning generates very low frequency (VLF) radio noise pulses called sferics. Those pulses propagate over large distances so that they can be continuously monitored with a sparse network of ground based radio receivers. Sferics data, tuned with intermittent spaceborne microwave radiometer data, were used to generate estimated rainfall that was assimilated into a mesoscale weather prediction model. Both continuous latent heating adjustment and a variational technique are applied as assimilation procedures to evaluate the impact of lightning observations on the forecast of an intense winter squall line over the Gulf of Mexico. Sensitivities to the assimilation of additional measurements such as IWV and sea surface temperature (SST), and measurement errors will also be discussed.

    Description: The skill of a coupled ocean-atmosphere model in predicting ENSO has recently been improved using a new initialization procedure in which initial conditions are obtained from the coupled model, nudged toward observations of wind stress. The previous procedure involved direct insertion of wind stress observations, ignoring model feedback from ocean to atmosphere. The success of the new scheme is attributed to its explicit consideration of ocean-atmosphere coupling and the associated reduction of "initialization shock" and random noise. The so-called spring predictability barrier is eliminated, suggesting that such a barrier is not intrinsic to the real climate system. Initial attempts to generalize the nudging procedure to include SST were not successful; possible explanations are offered. In all experiments forecast skill is found to be much higher for the 1980s than for the 1970s and 1990s, suggesting decadal variations in predictability.

    Description: A reduced order Kalman Filter, based on a simplification of the Singular Evolutive Extended Kalman (SEEK) filter equations, is used to assimilate observed fields of the surface wind stress, sea surface temperature and sea level into the nonlinear coupled ocean-atmosphere model of Zebiak and Cane. The SEEK filter projects the Kalman Filter equations onto a subspace defined by the eigenvalue decomposition of the error forecast matrix, allowing its application to high dimensional systems. The Zebiak and Cane model couples a linear reduced gravity ocean model with a single vertical mode atmospheric model of Zebiak. The compatibility between the simplified physics of the model and each observed variable is studied separately and together. The results show the ability of the model to represent the simultaneous value of the wind stress, SST and sea level, when the fields are limited to the latitude band 10 deg S - 10 deg N In this first application of the Kalman Filter to a coupled ocean-atmosphere prediction model, the sea level fields are assimilated in terms of the Kelvin and Rossby modes of the thermocline depth anomaly. An estimation of the error of these modes is derived from the projection of an estimation of the sea level error over such modes. This method gives a value of 12 for the error of the Kelvin amplitude, and 6 m of error for the Rossby component of the thermocline depth. The ability of the method to reconstruct the state of the equatorial Pacific and predict its time evolution is demonstrated. The method is shown to be quite robust for predictions up to six months, and able to predict the onset of the 1997 warm event fifteen months before its occurrence.
