    Description: A set of multidate, multilook angle polarimetric SAR data, acquired in Pennsylvania during July 1990 was recorded to determine the effect of local incidence angle. Cosine-based and polynomial models are found to be equally good for correcting SAR data for local incidence angle effects. A modified approach, considering the correction factor as additive rather than multiplicative, gave better results. The standard error in the estimation of soil moisture improves from 8.1 to 5.8 after applying corrections to incidence angle effects.

    Description: Synthetic Aperture Radar (SAR) images acquired from various sources such as Shuttle Imaging Radar B (SIR-B) and airborne SAR (AIRSAR) have been analyzed for signatures of soil moisture. The SIR-B measurements have shown a strong correlation between measurements of surface soil moisture (0-5 cm) and the radar backscattering coefficient sigma(sup o). The AIRSAR measurements, however, indicated a lower sensitivity. In this study, an attempt has been made to investigate the causes for this reduced sensitivity.

    Description: Microwave remote sensing technique has a high potential for measuring soil moisture due to the large contrast in dielectric constant of dry and wet soils. Recent work by Pults et al. demonstrated the use of X/C-band data for quantitative surface soil moisture extraction from Airborne Synthetic Aperture Radar (SAR) system. Similar technique was adopted using polarimetric SAR data acquired with the JPL-AIRSAR system over the Mahantango watershed area in central Pennsylvania during July 1990. The data sets reported include C-, L-, and P-bands of 10, 13, 15, and 17 July 1990.

    Description: Effects of the 1988 drought on crops in the U.S. Corn Belt were assessed and monitored by the Foreign Crop Condition Assessment Division (FCCAD), U.S. Department of Agriculture. The primary data were vegetation index numbers (VINs), each of which was calculated as an average vegetation index of a geographically referenced cell of AVHRR pixels. Using VINs, the FCCAD was able to detect the existence of drought early in the season, monitor changing conditions, and provide objective assessments of the drought's extent and severity. Field observations confirmed the image analyses, and underlined the importance of the timing of extreme weather events with respect to crop stages for interpreting VINs. The analyses were conducted in an operational environment, providing a unique test of the AVHRR data for large area, near real-time crop monitoring. Because large area, operational remote sensing of crops is quite different from traditional, controlled, small plot research studies, more work is needed to link the two; this would improve crop assessment capabilities.

    Description: An investigation is conducted regarding the value of existing aerial photographs for waste management, including landfill monitoring. The value of historic aerial photographs for documenting landfill boundaries is shown in a graph in which the expansion of an active landfill is traced over a 40-year period. Historic aerial photographs can also be analyzed to obtain general or detailed land-use and land-cover information. In addition, the photographs provide information regarding other elements of the physical environment, including geology, soils, and surface and subsurface drainage. The value of historic photos is discussed, taking into account applications for inventory, assessing contamination/health hazards, planning corrective measures, planning waste collection and facilities, developing inactive landfills, and research concerning improved land-filling operations.

    Description: The value of Seasat synthetic aperture radar (SAR) imagery for detecting geologic linears was assessed in a study of an 89,000 sq km section of New York's Adirondack Mountains. A photographic print of optically processed, 1:500,000 scale SAR imagery (one look direction) was analyzed visually, and the detected linears were compared to those recorded on a 1:250,000 scale geologic map. Eighty percent of the 4,170 km of mapped, geologic linears were detected with the SAR imagery. Moreover, nearly 6,900 km of unmapped linears were also detected. Of these, an estimated 90 percent could be observed on high altitude aerial photographs. The relationship between SAR image detection of linears and the different types of indicators (e.g., straight valleys or shorelines) is reported.

    Description: The nature of landfill-related information that can be derived from existing, or historic, aerial photographs, is reviewed. This information can be used for conducting temporal assessments of landfill existence, land use and land cover, and the physical environment. As such, analysis of low cost, readily available aerial photographs can provide important, objective input to landfill inventories, assessing contamination or health hazards, planning corrective measures, planning waste collection and facilities, and developing on inactive landfills.
