Description: A composite theoretical model is proposed to account for effects on emissivity caused by layering, absorption, anisotropy, surface roughness, inhomogeneities and subsurface scattering. The emissivity as a function of frequency is calculated for a two layer model simulating ice or snow covered water or land. The theoretical results are compared with experimental data.
