    Description: The 1983 Regional Administrative Radio Conference (RARC '83) had mainly the objective to draw up a plan of detailed frequency assignments and orbital positions for the 12 GHz broadcasting-satellite service (BSS) in ITU Region 2 (the Western Hemisphere) and associated feeder links (earth-to-space) in the 17 GHz band. It was found that for RARC '83 new planning methods and procedures would be needed. The new requirements made it necessary to develop a new generation of planning software. Attention is given to the development of the computer programs to be used at the conference, the package of computer programs, and the use of the computer programs.

    Description: Access to the radio spectrum and geostationary orbit is essential to current and future mobile satellite systems. This access is difficult to obtain for current systems, and may be even more so for larger future systems. In this environment, satellite systems that minimize the amount of spectrum orbit resource required to meet a specific traffic requirement are essential. Several spectrum conservation techniques are discussed, some of which are complementary to designing the system at minimum cost. All may need to be implemented to the limits of technological feasibility if network growth is not to be constrained because of the lack of available spectrum-orbit resource.

    Description: The World Administrative Radio Conference (WARC) held in 1992 allocated the bands 19.7-20.2 GHz and 29.5-30.0 GHz to both the Mobile Satellite Service (MSS) and the Fixed Satellite Service (FSS) on a co-primary basis. An economic and flexible solution for the provision of both services is to place both payloads on one spacecraft. Some of the proposed applications of such a hybrid satellite network are described. It also examines the facility for spectrum sharing between the various applications and discusses the impact on coordination. It is concluded that the coordination process would not be more onerous than traditional FSS inter-satellite coordination.

    Description: The possibility of sharing spectrum in the 30/20 GHz band between geostationary fixed-satellite systems and feeder-links of low-earth orbit (LEO) mobile-satellite systems is addressed, taking into account that International Telecommunications Union (ITU) Radio Regulation 2613 would be a factor in such sharing. Interference into each network in both the uplink at 30 GHz and the downlink at 20 GHz is considered. It is determined that if sharing were to take place the mobile-satellite may have to cease transmission often for intervals up to 10 seconds, may have to use high-gain tracking antennas on its spacecraft, and may find it an advantage to use code-division multiple access. An alternate solution suggested is to designate a band 50 to 100 MHz wide at 28 and 18 GHz to be used primarily for feeder links to LEO systems.

    Description: A low-profile, circularly polarized antenna can be made using an annular sector of strip conductor parallel to a closely spaced ground plane. This antenna has a very wide impedance bandwidth and is particularly well suited for use in series-fed arrays. Control of the excitation coefficients can be accomplished by a simple variation in the geometry of each element. Interconnection of the elements has been realized both in coaxial cable and in microstrip. Axial ratios less than 1 dB in the broadside direction are easily obtainable.

    Description: A cryogenically cooled Ka-band (33.6-GHz), seven-element front-end array for the DSN was built and tested. This system uses seven high electron mobility transistor (HEMT) low-noise amplifiers cooled by a two-stage closed-cycle refrigerator. All system components from the polarizers to the output isolators are cooled to a physical temperature between 18 and 35 K. The noise temperatures of the individual elements range from 64 to 84 K over a 2.75-GHz bandwidth.
