Abstract The nature of hole carriers in high-Tc superconductors (HTSC) and mechanism of their relaxation are considered on the base of the HTSC electronic spectrum model suggested before. The model proposes that the distinctive feature of HTSC electronic spectrum is the pair level placed at the top of valence band. It is shown that this feature may account for the peculiarities of transport and optical properties observed in experiment.
