Summary Based upon the general equation for the heat balance at the earth's surface a formula for the mean annual temperature of the surface is derived both for soil that is impervious to radiation and for the hydrosphere being transparent to short-wave radiation. If we allow for vertical heat transfer by eddies in the atmosphere it yields that the mean temperature at the surface will vary with time even if the radiation balance is assumed to be strictly periodical, an assumption frequently to be found in literature, only because the mean temperature lapse rate in the atmosphere is less than the dry adiabatic lapse rate. Moreover in the hydrosphere in case of not too great turbulent mixing of the water the surface temperature is influenced by the amount of transparency of the water for the short wave incoming radiation. It is shown by using direct measurements of the coefficients of absorption in natural lakes that this effect cannot be neglected in general. A change of the transparency of the water caused by organic or inorganic substances might be followed a variation of the mean surface temperature in the order of magnitude of one degree.
