    Description: Impervious surfaces (IS) are a key indicator of environmental quality, and mapping of urban IS is important for a wide range of applications including hydrological modelling, water management, urban and environmental planning and urban climate studies. This paper addresses the accuracy and applicability of vegetation indices (VI), from Landsat imagery, to estimate IS fractions for European cities. The accuracy of three different measures of vegetation cover is examined for eight urban areas at different locations in Europe. The Normalized Difference Vegetation Index (NDVI) and Soil Adjusted Vegetation Index (SAVI) are converted to IS fractions using a regression modelling approach. Also, NDVI is used to estimate fractional vegetation cover (FR), and consequently IS fractions. All three indices provide fairly accurate estimates (MAEs ≈ 10%, MBE’s 〈 2%) of sub-pixel imperviousness, and are found to be applicable for cities with dissimilar climatic and vegetative conditions. The VI/IS relationship across cities is examined by quantifying the MAEs and MBEs between all combinations of models and urban areas. Also, regional regression models are developed by compiling data from multiple cities to examine the potential for developing and applying a single regression model to estimate IS fractions for numerous urban areas without reducing the accuracy considerably. Our findings indicate that the models can be applied broadly for multiple urban areas, and that the accuracy is reduced only marginally by applying the regional models. SAVI is identified as a superior index for the development of regional quantification models. The findings of this study highlight that IS fractions, and spatiotemporal changes herein, can be mapped by use of simple regression models based on VIs from remote sensors, and that the method presented enables simple, accurate and resource efficient quantification of IS.

    Description: Improving community resiliency to wildfire is a challenging problem in the face of ongoing development in fire-prone regions. Evacuation and shelter-in-place are the primary options for reducing wildfire casualties, but it can be difficult to determine which option offers the most protection in urgent scenarios. Although guidelines and policies have been proposed to inform this decision, a formal approach to evaluating protective options would help advance protective-action theory. We present an optimization model based on the premise that protecting a community can be viewed as assigning threatened households to one of three actions: evacuation, shelter-in-refuge, or shelter-in-home. While evacuation generally offers the highest level of life protection, it can place residents at greater risk when little time is available. This leads to complex trade-offs involving expected fire intensity, available time, and the quality and accessibility of in-place shelter. An application of the model is presented to illustrate a range of issues that can arise across scenarios.

    Description: The purpose of this study was to quantify how school sanitation conditions are associated with pupils’ use of sanitation facilities. We conducted a longitudinal assessment in 60 primary schools in Nyanza Province, Kenya, using structured observations to measure facility conditions and pupils’ use at specific facilities. We used multivariable mixed regression models to characterize how pupil to toilet ratio was associated with toilet use at the school-level and also how facility conditions were associated with pupils’ use at specific facilities. We found a piecewise linear relationship between decreasing pupil to toilet ratio and increasing pupil toilet use (p 〈 0.01). Our data also revealed significant associations between toilet use and newer facility age (p 〈 0.01), facility type (p 〈 0.01), and the number of toilets in a facility (p 〈 0.01). We found some evidence suggesting facility dirtiness may deter girls from use (p = 0.06), but not boys (p = 0.98). Our study is the first to rigorously quantify many of these relationships, and provides insight into the complexity of factors affecting pupil toilet use patterns, potentially leading to a better allocation of resources for school sanitation, and to improved health and educational outcomes for children.

The automation of tasks such as monitoring, inspection, and underwater maintenance requires the understanding of the robot’s environment. The object recognition in the scene is becoming a critical issue for these systems. On this work, an underwater object classification pipeline applied in acoustic images acquired by Forward-Looking Sonar (FLS) are studied. The object segmentation combines thresholding, connected pixels searching and peak of intensity analyzing techniques. The object descriptor extract intensity and geometric features of the detected objects. A comparison between the Support Vector Machine, K-Nearest Neighbors, and Random Trees classifiers are presented. An open-source tool was developed to annotate and classify the objects and evaluate their classification performance. The proposed method efficiently segments and classifies the structures in the scene using a real dataset acquired by an underwater vehicle in a harbor area. Experimental results demonstrate the robustness and accuracy of the method described in this paper.

What are the instruments supporting the development and implementation of ecocity solutions? VTT’s EcoCity concept for sustainable community and neighbourhood regeneration and development has been designed in response to the first question. Likewise, specific methodologies and effective facilitation processes and skills have been developed in response to the second question. Since the methodologies have been discussed in a previous scientific article, the present one focuses on the facilitation processes and skills, and also on other related, fundamental aspects like participation, adaptation, capacity building, etc. Facilitation processes supporting EcoCity development require matching “hard” and “soft” skills in a fluid way. The main findings are discussed with the help of two case studies: one in Medellín (Colombia), and the other one in Zambia.
