    Description: To improve the understanding of water–vegetation relationships, direct comparative studies assessing the utility of satellite remotely sensed soil moisture, gridded precipitation products, and land surface model output are needed. A case study was investigated for a water-limited, lateral inflow receiving area in northeastern Australia during December 2008 to May 2009. In January 2009, monthly precipitation showed strong positive anomalies, which led to strong positive soil moisture anomalies. The precipitation anomalies disappeared within a month. In contrast, the soil moisture anomalies persisted for months. Positive anomalies of Normalized Difference Vegetation Index (NDVI) appeared in February, in response to water supply, and then persisted for several months. In addition to these temporal characteristics, the spatial patterns of NDVI anomalies were more similar to soil moisture patterns than to those of precipitation and land surface model output. The long memory of soil moisture mainly relates to the presence of clay-rich soils. Modeled soil moisture from four of five global land surface models failed to capture the memory length of soil moisture and all five models failed to present the influence of lateral inflow. This case study indicates that satellite-based soil moisture is a better predictor of vegetation water availability than precipitation in environments having a memory of several months and thus is able to persistently affect vegetation dynamics. These results illustrate the usefulness of satellite remotely sensed soil moisture in ecohydrology studies. This case study has the potential to be used as a benchmark for global land surface model evaluations. The advantages of using satellite remotely sensed soil moisture over gridded precipitation products are mainly expected in lateral-inflow and/or clay-rich regions worldwide.

    Description: Water, Vol. 10, Pages 553: Rebuild by Design in Hoboken: A Design Competition as a Means for Achieving Flood Resilience of Urban Areas through the Implementation of Green Infrastructure Water doi: 10.3390/w10050553 Authors: Robert Šakić Trogrlić Jeroen Rijke Nanco Dolman Chris Zevenbergen The Rebuild by Design (RBD) competition was launched after the devastating impact of Hurricane Sandy, and the winning designs have put a significant emphasis on green infrastructure (GI) as a means of achieving flood resilience in urban areas. Previous research in the field of urban stormwater management indicates that wide-spread implementation of GI remains a challenge, largely due to a lack of understanding of the required governance approaches. Therefore, by using a case study of Hoboken, for which the winning design was developed, this paper explores whether RBD provides governance structures and processes needed for the uptake of GI. Semi-structured interviews and desk study provided the data for an analysis of the presence of factors for supporting the transformative governance needed to facilitate the uptake of innovative solutions. Results indicate that RBD brought a greater change in terms of governance processes when compared to governance structures. In Hoboken, RBD created a narrative for long-term change, put GI as a preferred solution for tackling multiple challenges, and strengthened the local political buy-in. However, pitfalls were observed, such as limited funding provision, lack of regulatory compliance, economic justification and large investments required from public and private parties. The absence of these factors can hinder the overall uptake of the GI solution. Even though the design competition presents a novel approach to the field of resilience development, further steps should be made in understanding how the RBD methodology can be adjusted to provide results of equal quality in different settings (e.g., less developed regions, different governance contexts).

    Description: Seasonal rainfall dynamics in Mediterranean-climate coastal California place pressures on humans and aquatic ecosystems. Without rainfall during summer, residents and land managers commonly turn to streams and adjacent shallow aquifers to meet domestic, irrigation, and recreational water needs, often depleting the water necessary to support stream biota. The potential for adverse ecological impacts within this coupled natural-human system has led to interest in restoring summer base flow (especially for federally protected steelhead and coho salmon, which depend on flow through the summer dry season for juvenile survival) through methods such as reducing dry-season water abstractions. Characterizing constraints and opportunities has proven useful for planning streamflow restoration in Mediterranean-climate coastal California. Biophysical parameters such as ample rainfall and very low summer discharge are critical considerations, but institutional parameters are equally important: regional management practices and state laws can inhibit streamflow restoration, and implementation is dependent on interrelationships among residents, agency staff, and other stakeholders (which we term the egosystem) within each watershed. Additionally, while watershed-scale spatial analysis and field-based evaluations provided a solid foundation for exploring streamflow restoration needs, adaptation based on information from local stakeholders was often essential for prioritizing projects and understanding whether projects will have their intended benefits.
