    Towards an improved understanding of participation in natural hazard early warning systems (2021)

    Description: Purpose The purpose of this paper is to improve the conceptual understanding of the process of participation in early warning systems (EWS) through a review of participatory EWS examples in the academic literature. Specifically, this paper asks: who is involved, what responsibilities do participants hold, what activities are they involved in, and what are the associated successes, issues and outcomes? Design/methodology/approach A total of 30 cases of participation in EWS documented in the academic literature were identified through online searches. Existing concepts in participation (power and responsibility, communication) and people-centred early warning (risk knowledge, monitoring and warning, communication and dissemination and response capability) were used to examine each paper. Findings Participation was found to take place through a range of activities across all elements of the EWS. Participation also varied in breadth of inclusion, ranging from the general public to selected volunteers. The majority of cases received support and facilitation from other actors, such as government and NGOs, but the extent of power and responsibility held by participants varied greatly within this. Common successes and issues associated with participatory EWS and the potential outcomes are presented, and the opportunities, challenges and gaps in knowledge are discussed. Originality/value This paper links participation and EWS literature to form a clearer conceptualisation of participation in EWS in support of future research in the field. It provides unique insights into who participates, their roles and relations with other actors and the outcomes of participation.

    Notes: This paper reports on empirical work recently conducted about the use and effectiveness of HRM practices in small and medium sized enterprises (SMEs). A telephone survey was conducted with 100 senior managers of SMEs to ascertain their use of a range of human resource practices and the extent to which they had found those practices successful in aiding the achievement of company objectives. Additionally in-depth interviews were conducted with senior managers from a further 22 SMEs. Findings suggest that there is considerable diversity amongst SMEs in relation to their use of HR practices. A model is provided that identifies the key criteria that underlie the adoption of HRM practices, and the implications of the model are discussed.

    Notes: Discusses the necessity for the conscious recognition of the phenomenon known as the extended enterprise; this demands that product, process and supply chain design are all considered simultaneously. Structure must be given to the extended enterprise in order to understand and manage it efficaciously. The authors discuss multiple perspectives for doing this, and employ the notions of "3-dimensional concurrent engineering" and "holonic thinking" for conceiving what the structure may look like. Describes a current "action research" project that is investigating potential lead-time reductions within an extended enterprise's product introduction process. This aims to produce process visualisations, a framework for structuring and sychronising phases and stage-gates within the extended enterprise, and a new simulation tool which will provide a synthetic distributed hypermedia network. These deliverables will be used to play strategic "games" to explore problem issues within the product introduction process that belongs to the extended enterprise, develop teamwork across autonomous companies, and ultimately, contribute to the design of future extended enterprise supply chains.

    Notes: Current advances in information technology and, in particular, computer-aided design/computer-aided manufacturing (CAD/CAM) and enterprise resources planning (ERP) systems, have led organisations to undertake significant investments in these systems. Next generation manufacturers require both systems to maintain or gain a competitive advantage, reduce risks and improve productivity and viability. In addition, recent attention to the implementation of CAD/CAM systems highlights their important role in automating complex design and next generation manufacturing processes. In the next millennium more manufacturers are likely to implement CAD/CAM and ERP systems and hence issues in the integration of CAD/CAM with ERP systems must become a major concern. Accordingly, this paper will: explore the problems of integration of CAD/CAM systems with ERP systems; study how the severity of these problems relates to CAD/CAM integration success; propose a set of critical success factors (CSF) for the integration of CAD/CAM with ERP systems; suggest hypotheses to study the relevance of these CSF for successful integration of CAD/CAM with ERP systems. In addition, the paper also demonstrates the importance of successful integration of CAD/CAM systems with other applications for next generation manufacturers. These findings suggest that integration of CAD/CAM systems with ERP systems is complex, involving many factors.

    Notes: Outlines a comprehensive taxonomy of modern manufacturing practices. Previous attempts have tended to be partial in coverage and to concentrate on performance issues, rather than explain the reasons why a particular practice may have been adopted. In order to overcome these problems, the new taxonomy categorizes manufacturing practices according to two dimensions: strategic emphasis and primary domain of application. Suggests 20 different categories of practice for a total of 87 practices. Supplements the taxonomy by a list of definitions which specify each of the practices identified. Considers practical implications of the taxonomy, as well as its limitations. Future research suggestions include using the taxonomy to provide the basis for systematic surveys of manufacturing, as well as closer examination of the links between companies' manufacturing strategy and financial performance.

    Notes: Reports a study of female executives (n = 30) working in the public sector in Hong Kong. The research captures a set of organisational practices in transition: from a colonial to a post-colonial setting, and from a bureaucracy that offered jobs for life to one that offers them on contract terms. The concept of career motivation is explored in the study through three dimensions of career resilience, career insight, and career identity. Overall, younger executives (n = 19) had higher levels of career motivation and were striving to attain additional responsibility and authority in work assignments, while senior executives (n = 11) were concerned with holding on to their previous accomplishments and competence in their occupational role. Moreover, the more ambiguity and uncertainty existing in the government office, the lesser the levels of career motivation. The results and their implications for future studies of career motivation are discussed.

    Notes: Purpose - To identify the distinguishing characteristics and future challenges for the business coaching industry in Australia. Design/methodology/approach - A telephone survey of business coaching firms was used to identify the main structural characteristics of the industry. Structured interviews with selected business coaches were used to identify the key business and professional issues they faced. Findings - Firms in the business coaching industry in Australia have three main characteristics: most firms are young and small; most are not exclusively dedicated to coaching; and most have a poor appreciation of the competitive environment in which they operate. Practical implications - The research identified three main challenges for the business coaching industry that will need to be addressed if business coaching is to develop further: the challenge of defining standards of service and performance that do not inhibit the flexible and personal orientation of the coaching process; the challenge of developing a more coherent and well understood perception of the nature and benefits of business coaching amongst industry more generally; and the challenge of establishing robust and durable coaching businesses that can take leadership in growing and developing the industry. Originality/value - Business coaching is an emerging industry that is increasingly being used to provide learning-based interventions in organizations. To date there has been little formal research into the nature of this industry or the services it provides. This paper addresses this by examining the "state of play" of business coaching in Australia.

    Notes: Purpose - This paper investigates how the learning trajectory of corporations utilising information and communication technologies has been matched by the labour movement and social movements associated with it. Design/methodology/approach - The paper investigates new communication dynamics of labour in the international setting. It then focuses on a broader and richer set of online practices by labour by drawing on material placed on the world wide web by members of and advocates for the Braceros (the strong arms) - migrant Mexican workers. These practices follow on a history of effective use of the new information communication technologies by the Zapatista movement in Mexico. Findings - The paper places these activities in the context of globalisation and the global movement of capital and labour. It argues that the practices of online communication associated with the Braceros can be harnessed to move beyond the reactive shadowing of capital by labour. Instead innovative and proactive forms of monitoring policies and critiquing outcomes become possible. Practical implications - Internet-based counter-coordination allows the construction and diffusion of a different understanding of the nature and consequences of the current mode of globalisation. Originality/value - The paper demonstrates the ways in which information and communication technologies can be used to engage in thematic mapping and construction of memory by labour and provides an example of the electronic sampling and indexing of material.

    Notes: Discusses the issue of computer-aided design/computer-aided manufacturing (CADCAM) integration from an organizational point of view. The installation of cross-functional integrating technology in manufacturing organizations involves technical problems related to hardware, software and database interfacing, as well as data exchange and communication requirements. Such technical problems are perhaps more obvious and widely recognised than the organizational challenges involved in the process of organizational change that accompanies implementation. This paper uses a case study approach to analyse data gathered from two UK manufacturing companies over a five-year period. The aim here is to compare and contrast the experiences of the two companies with a view to explaining how organizational processes contribute or otherwise to the adoption of CADCAM integration as a business strategy. A conceptual model is devised to analyse the data from the cases using a grounded qualitative research methodology. It is concluded that the crucial technological change competencies are political rather than either technological or economic. Some tactical elements of these are elaborated from the case studies.

    Notes: The areal (surface area density of bits) storage density of magnetic hard disks is continually increasing, with typical available commercial storage densities being around 10Gbits/in2. It is predicted that densities in excess of 40Gbits/in2 will be possible before the year 2003. A number of key issues arise from this development, such as the need to determine and control accurately the dynamic flying height (z-axis) of the read-write head, which is affected by the apparent distortion of the disk surface due to rotation-induced disk resonance. As a result of the increasing storage density the positional control of the head in the plane of the disk (x-y plane) also becomes more critical. This paper deals generally, but with a particular emphasis on optical and piezoelectric sensors used in our laboratory for characterisation of storage media and systems.
