    Notes: Reviews the competing perspectives given to the developments of European works councils (EWCs). In doing this an evaluation is given regarding the current state of the European labour movement and its ability to condition and influence contemporary practices of multinational corporations in an era of disturbances to existing national industrial relations regimes. In particular, the article addresses the concerns raised by commentators who adopt the position that EWCs may undermine traditional forms of joint regulation and, consequently, reinforce the development of narrow/parochial enterprise-based unionism. The paper questions this position by offering an alternative interpretation regarding the evolution and influence that EWCs can have on the management of MNCs. It highlights how management information systems, organisational structures and power relations are vulnerable to employee collaborative activities across national boundaries.

    Notes: Quality costs have been discussed widely in the literature. This discussion has not always agreed and it is possible to identify two basic schools of thought; one asserts the existence of a minimal level of quality cost for a given level of prevention and appraisal activities, and the other asserts that through prevention quality improvement is constant. This paper summarises these positions and outlines a behaviour model of quality costs that unifies and clarifies them. The behaviour model is based on the consideration of the cumulative effects of prevention. Ceteris paribus, continuous prevention activities should permit quality improvements whilst at the same time reducing the costs necessary to obtain them. The behaviour model introduces the effect of external quality requirements in an attempt to explain how, over time, quality improvement efforts do not necessarily result in decreased quality costs as customers' quality requirements rise over the same period.

    Notes: It is true that the process of what has been termed the "globalisation" of the world economy is less noticeable in retail distribution than in other sectors more involved in industrial activities. Nonetheless, a slow but steady trend towards establishing a presence in other countries can be detected. In this paper an empirical analysis will be undertaken of the moves to internationalise into America (particularly the USA) by the leading 200 retail distributors in Europe. The most appropriate strategies for different formats of company will be studied. In the context of internationalisation as an alternative corporate strategy, an analysis will be carried out of the reasons leading businesses to establish themselves in countries which in principle must be more unfamiliar to them than other European states. The countries of origin and of destination of internationalisation, the trading format adopted by each enterprise and the kind of operation emerging will be identified, and, where relevant, the collaboration with local firms in these countries sought or legally required. Internationalisation will be compared with other growth options that might be available to the businesses.

    Notes: Seeks to determine the adopter categories for a new product using an innovation diffusion model which assumes that the potential adopters of an innovation are influenced by two means of communication, namely the mass media (external influence) and word of mouth (internal influence). The literature contains many examples of studies devoted to the analysis of the diffusion of innovations, where an attempt is made to explain the characteristics of the different adopters according to the moment in time at which they acquire the innovation, the type of product (consumer durables, habitual) and the number of categories. The majority of these studies try to explain the behavior of the innovator as compared to that of the imitator, and very few of them differentiate between two or more adopter categories. Concentrates on a study of the diffusion of the glass-ceramic hob unit and attempts to explain the differences which exist between different categories of adopters.

    Notes: Places the reform of the Spanish vocational education and training (VET) system in context, identifying the salient events and deficiencies in this modernization process. The most significant reaction to the need for improving, rationalizing and modernizing the former vocational training system was the development of the National Programme for Vocational Training in 1993. After several years' negotiations, in 1992 the employers' associations and trade unions signed the National Agreement on Continuing Training, which has given a notable impulse to this type of training in the last four years. It has been the first opportunity to set up a regulatory framework for the allocation of public funds to promote open access to continuing training for the employed populations. In 1996 the second plan was agreed, shoring up a sectoral model organized through collective agreements which aims to enrich the Spanish industrial relations model. Finally, analyses the new problems and deficiencies which could neutralize the reform's innovative effects, as happened in the last reform under different historical conditions (1970). The success of a new Spanish VET system depends on actors' capability to shore up a professionalized model for management and provision.

    Notes: The Basque Country Public Health Service has moved in the last years from considering quality as an attribute of patient care to thinking that all management can be subject to improvement. Consequently, its general management team has promoted and supported a self-assessment experience of all their centres by means of the European Quality Model. This strategy has been facilitated by the Basque Country Government, which has strongly encouraged total quality management in companies, and has created the Basque Foundation for Quality Promotion, a key institution in this whole process. A total of 26 centres of the Public Health Service concluded a self-assessment process. As the main result of this, different improvement areas were detected, and various necessary actions were implemented in the centres assessed. Advantages, troubles and future work lines to extend and improve the use of the EFQM model in the health sector are discussed.
