    Description: SummaryLate Triassic Radiolaria have been recovered from a bedded chert collected early in 1977 in the South Orkney islands. This is the first reliable palaeontological evidence for the age of the so-called basement complex that forms most of the exposed rock of a microcontinent on the southern limb of the Scotia Ridge. The fossils place a lower limit on the age of deformation of at least part of the complex as post-Karnian or Norian. The basement is overlain by undeformed Jurassic to Cretaceous conglomerates, which suggests this event took place during the early Mesozoic Gondwanian orogeny.The new data are consistent with the interpretation that the basement complex of the South Orkney Islands represents part of a subduction complex and was accreted to the Pacific margin of Gondwanaland during the late Triassic or early Jurassic time.

    Description: The baroclinic instability of a zonal current on the beta-plane is studied in the context of the two-layer model when the shear of the basic current is a periodic function of time. The basic shear is contained in a zonal channel and is independent of the meridional direction. The instability properties are studied in the neighbourhood of the classical steady-shear threshold for marginal stability. It is shown that the linear problem shares common features with the behaviour of the well-known Mathieu equation. That is, the oscillatory nature of the shear tends to stabilize an otherwise unstable current while, on the contrary, the oscillation is able to destabilize a current whose time-averaged shear is stable. Indeed, this parametric instability can destabilize a flow that at every instant possesses a shear that is subcritical with respect to the standard stability threshold. This is a new source of growing disturbances. The nonlinear problem is studied in the same near neighbourhood of the marginal curve. When the time-averaged flow is unstable, the presence of the oscillation in the shear produces both periodic finite-amplitude motions and aperiodic behaviour. Generally speaking, the aperiodic behaviour appears when the amplitude of the oscillating shear exceeds a critical value depending on frequency and dissipation. When the time-averaged flow is stable, i.e. subcritical, finite-amplitude aperiodic motion occurs when the amplitude of the oscillating part of the shear is large enough to lift the flow into the unstable domain for at least part of the cycle of oscillation. A particularly interesting phenomenon occurs when the time-averaged flow is stable and the oscillating part is too small to ever render the flow unstable according to the standard criteria. Nevertheless, in this regime parametric instability occurs for ranges of frequency that expand as the amplitude of the oscillating shear increases. The amplitude of the resulting unstable wave is a function of frequency and the magnitude of the oscillating shear. For some ranges of shear amplitude and oscillation frequency there exist multiple solutions. It is suggested that the nature of the response of the finite-amplitude behaviour of the baroclinic waves in the presence of the oscillating mean flow may be indicative of the role of seasonal variability in shaping eddy activity in both the atmosphere and the ocean.

    Notes: In 1949 the Chinese adopted, almost in total, the former Soviet Union's system of central or command planning. Thirty years later, in 1979, the country embarked on a major economic reform programme aimed largely at correcting problems caused by central planning. The government now sought to create an economic system which would combine the best characteristics of socialist and market economies. Most analysts would agree that the non-grain agricultural and consumer goods sectors have been fully marketized, and quite successfully so, but that the economic reform of the state industrial sector has lagged far behind. Raising the profits and output and productivity levels of the state enterprises has proved extremely difficult, and the government has been reluctant to allow the unrestricted operation of market forces.

    Notes: Events in Southern Africa during the early 1990s have re-opened a debate over the effectiveness of the Reagan Administration's policy of ‘Constructive Engagement’. This was a controversy that had previously been laid to rest with the US Congress passing its Comprehensive Anti-Apartheid Act in October 1986, since the ensuing punitive sanctions imposed by the enactment of this legislation scuttled Ronald Reagan's strategy of using friendly persuasion to encourage the South African Government away from its practice of apartheid. Yet, with hindsight, it may appear that the President's method of drawing the Pretoria regime into the international community, through offering recognition and encouragement in exchange for reform, has been triumphantly vindicated. After all, has not the African National Congress (ANC) come to power via a democratic process, thereby avoiding a bloodbath on the scale that so many had predicted?
