    Notes: It has long been assumed that Al3+ is an important rhizotoxic ion in acid soils around the world, but the toxicity of Al3+ relative to mononuclear hydroxy-Al [AlOH2+ and Al(OH)+2] has been examined in detail only for an Al-sensitive wheat variety (Triticum aestivum L. cv. Tyler). That plant appears to be sensitive to Al3+ but not to AlOH2+ and Al(OH)+2. New experiments, and reanalyses of previously published experiments, provide evidence that dicotyledonous species may be sensitive to mononuclear hydroxy-Al and that Al3+ may be nontoxic, or less toxic, to those plants. Despite these consistently measured differences between wheat and the dicotyledons, the determination of relative toxicities (Al3+ vs mononuclear hydroxy-Al) may be an intractable problem. Because of hydrolysis equilibria, (AlOH2+) and (Al(OH)+2) are equivalent to (Al3+)k1(H+)−1 and (l3+)k2(H+)−2, respectively, in which k1 and k2 are the first and second hydrolysis constants (braces denote activities). Thus, any expression of root elongation as a function of mononuclear hydroxy-Al can be alternatively expressed as a function of (Al3+) and (H+). Toxicity attributed to mononuclear hydroxy-Al may actually be Al3+ toxicity that increases as pH rises (i.e. Al3+ toxicity ameliorated by H+).

    Notes: Aluminum is a phytotoxic element in many soils and occurs in a variety of chemical species. In order to determine whether AlSO+4 is toxic, seedlings of wheat (Triticum aestivum L. cv. Tyler) and red clover (Trifolium pratense L. cv. Kenland) were transferred to solutions containing controlled activities of Al3+, AlSO+4, Na+ and Ca2+. Root elongation was inhibited by Al3+ (or mononuclear hydroxy-Al species that are in equilibrium with Al3+), but not by AlSO+4. We assumed a formation constant (KAlSO+4= {AlSO+4}/[{Al3+} {SO2-4}]; braces indicate activities} of 103.2 for AlSO+4 in the computation of ionic activities, but use of KAlSO+4 values ranging from 102.8 to 103.6 had very little effect on the computed toxicities of Al3+ and AlSO+4. Sulfate did not promote the formation of polynuclear Al complexes in our experiments. A practice in studies of Al phytotoxicity has been to attribute toxicity to mononuclear Al, but now it would seem advisable to exclude AlSO+4. That AlSO+4 is non-toxic, or is at least 10-fold less toxic than Al3+, has implications for the physiology of Al toxicity and for the use of sulfate salts in experimental work and in agriculture.

    Notes: Earlier research into the impact of public and private ownership on economic and financial performance concluded that performance may be affected but that the relationship is more complicated than policy makers have often assumed. This paper is concerned with explaining these earlier results in terms of changes in the internal environment of organizations. Six key internal characteristics are identified from the management literature and the history of ten UK organizations is summarized in terms of these characteristics. The model appears to be robust. Performance changes and lack of change are explained by the internal environment. The results are congruent with organizational theory which suggests that the internal environment has to adapt to changes in the external environment.

    Notes: Trade liberalisation of environmental services, and water services in particular, under the current WTO General Agreement on Trade in Services (GATS), has been widely advocated as a means of increasing private sector participation in the water sector in developing countries. Recognising that effective regulation is needed to ensure that the potential gains from private sector involvement are fully realised, the paper considers the relationship between national regulatory autonomy and GATS liberalisation in water services. The empirical evidence on the impact of private sector involvement in the provision of water services in developing countries is reviewed, and a number of reasons why water privatisation has been problematic in lower-income countries are identified, including transaction costs and regulatory weaknesses. The study concludes that developing countries with limited regulatory resources should adopt a cautious approach to services liberalisation, by sequencing market liberalisation measures to match the development of their regulatory institutional capacity.
