    Notizen: Several techniques for solving dynamic rational expectations models have been proposed. This paper puts forward an alternative method for discrete time models, which is significantly simpler to use in practice. That solution is used to derive and compute optimal policy selections (incorporating ‘noncausal’ effects) which, by exploiting the discrete time framework, are also time consistent when sequentially reoptimized. Those decisions are shown to contain an optimal open loop component plus an innovations dependent correction mechanism. A numerical example is used to verify these properties, and to demonstrate the superiority of this policy selection technique over recursive methods (e.g. dynamic programming).

    Notizen: ‘Expert Systems’ or intelligent knowledge-based computer systems can be expected to have a considerable impact in the near future on the dissemination and use of technical expertise in practical situations. The potential benefits of such an approach to decision-making in applied science domains, for example, in anti-corrosive coating selection, are considerable. This paper argues, therefore, that a premium must be placed on such a system's performance as a communicator.The structure and behaviour of a classical ‘production system’ are briefly described, and the communicative ability of such a system is analysed. This critical examination of a production system's question-answering capabilities highlights the inherent restrictions which the structure of this kind of system places on its explanatory and justificatory powers. An outline design for a less inhibitive structure is presented.It is argued that the form in which the system provides ‘answers’ after the completion of a problem-solving session, may not yield sufficient appropriate information to the user, and a possible alternative view of a ‘solution schema’ is proposed.

People in rural areas have disposed of their wastes on land for centuries, relying on the soil's ability to degrade and render harmless any toxic elements the wastes may contain. Leather tanneries produce a large amount of sludge and liquid wastes. The liquids contain much sodium and in most circumstances adversely affect both the soil and groundwater. However, in some countries they are used for irrigation. The sludges contain nitrogen, calcium, magnesium, phosphorus, trivalent chromium and some sodium. Given careful management these sludges can be used as soil amendments, either directly or after composting. Application rates of about 200 tonnes ha−1 have proved toxic to crops in pot trials, though larger applications than this have not adversely affected crops in the field. Much smaller rates, of less than 20 tonnes ha−1, have been used in the field to minimize nitrate contamination of groundwater. The effects of CrIII depend on complex interactions between the sludge, the soil to which it is added and the plant species grown. Safe limits for the disposal of the sludges and their long term effects are not known.

    Notizen: A laboratory experiment examined the effects of applying decision support system (DSS) technology to decision making in ill-structured problem environments under varying information conditions. Marketing executives participated in the experiment which investigated the effects of DSS availability, DSS training, and data availability on dependent variables that included: (1) the number of alternatives considered by a subject during decision making, (2) the period of time spent by a subject to complete the decision-making process, (3) the subject's perceived confidence in the decisions he or she had made, (4) the amount of data considered by a subject's during decision making, (5) the individual subject's decision processing, and (6) the subject's performance overall. Our results indicate that all three factors significantly affect the number of alternatives considered by subjects during the decision-making process. We therefore suggest that DSS training be coordinated with decision training in order to realize the potential of DSSs as described in the DSS literature.

    Notizen: : A common problem arises in testing for trends in water quality when observations are reported as “less than detection limit.” If a single detection limit is used for the entire study, existing non-parametric statistical methods, modified for ties, are applicable. If, however, the detection limit varies during the course of the study, resulting in multiple detection limits, then the commonly used trend detection methods are not appropriate. A statistic similar to Kendall's tau, but based on expected ranks, is proposed. Monte Carlo simulations show that the normal approximation to the distribution of this statistic is quite good, even for small samples and a large proportion of censored observations. The statistic is also shown to have greater power than the ad-hoc method of treating all observations less than the target censored observation as tied.

    Notizen: : A general methodology to study the economics of dual water systems (defined here as a separate distribution system for untreated low quality local surface Water for outdoor municipal water supply) is summarized and the application of the method to a rapidly growing city is presented. In the first step, a cost-benefit criterion for evaluating dual systems is developed. The criterion is then extended to a dynamic case where the population to be served increases with time and where the dual system is allowed to expand. The optimal investment time to introduce the dual water supply project is obtained by maximizing social welfare. The model is applied to the city of West Jordan, Utah, where a dual system is currently being proposed. Model results indicate that for the city as a whole dual supply is not economically feasible. However, when the model is applied to a part of the city, it is found feasible and the optimal time to initiate the project would be in the year 1989.
