    Notizen: The paper analyzes a regulatory game between a public and a private payer to finance hospital joint costs (mainly capital and technology expenses). The public payer (inspired by the federal Medicare program) may both directly reimburse for joint costs (“pass-through” payments) and add a margin over variable costs paid per discharge, while the private payer can only use a margin policy. The hospital chooses joint costs in response to payers' overall payment incentives. Without pass-through payments, under provision of joint costs results front free-riding behavior of payers and the first-mover advantage of the public payer. Using pass-through policy in its self-interest, the public payer actually may moderate the under provision of joint costs; under some conditions, the equilibrium allocation may be socially efficient. Our results bear directly on directly Medicare policy, which is phasing out pass-through payments.

    Notizen: This paper studies a model in which two payers contract with one hospital. True costs per patient are not a possible basis for payment, and contracts can only be written on the basis of allocated cost. Payers choose a contract that is fully prospective or fully based on cost allocation, or a payment scheme that would give some weight to each of these two. We characterize the payers'equilibrium contracts arid show how in equilibrium hospital input decisions are distorted by the payers’ incentives to engage in cost shifting. Two cost-shifting incentives work in opposite directions, and equilibrium can be characterized by too little or too much care relative to the socially efficient level.

    Notizen: We examined the stability of fast ice areas in western and northern Spitsbergen, the area north of Nordaustlandet, the bays and sounds of Hinlopen Stretet and the large area in the northern part of Storfjorden. NOAA satellite imagery from 1974 and 1988 and NOAA (AVHRR) imagery from 1980-87 were used to determine the dates of freeze-up and break-up. The number of days of fast ice present before the nominal birth date of ringed seal pups were computed for all major bays and fjords. Ice thickness was then computed from these data. Known prime breeding habitat in Svalbard is found in areas near glacier fronts in protected fjords and bays, where densities of birth lairs are 5.46 km−2, corresponding to a ringed seal female density of 2.6 km−2. Most of the ringed seal breeding habitat in Svalbard, however, consists of flat fjord ice where snow accumulation is rarely deep enough to permit birth lair construction. In these areas pups are often born in the open. Based on breathing hole densities, the density of adult females in the flat ice areas in the breeding period was estimated to 0.98 km−2. A preliminary estimate is that approximately 19,500 pups could be born annually in the fast ice of Svalbard. Annual recruitment could be quite variable given the unpredictable nature of the fast ice areas and the high predation mortality on newborn pups. Discrepancies between our calculated ringed seal production and numbers of seals required to feed the large polar bear population in the area signal cause for management concern.

    Notizen: Paced assembly lines are widely used in repetitive manufacturing applications. Most previous research on the design of paced lines has assumed that each task along the line can be performed by only one worker (or a fixed number of workers). In many cases, however, task duration times may be reduced by increasing the number of workers or changing the equipment assigned to work stations. Thus, the problem becomes one of assigning resource alternatives (e.g., workers and/or equipment) and tasks to work stations to minimize total cost for a desired production rate. For this problem, we present three procedures. The first formulates the problem as a shortest path problem and guarantees optimality. The second and third are heuristic adaptations of the shortest path procedure that are capable of solving large problems. The procedures are compared in terms of solution quality and computation time on a set of 128 randomly generated problems for which optimal solutions could be found. Our simulation results indicate that the choice of procedure depends on problem complexity and resource costs.

    Notizen: Diel patterns in the spatial distribution of rainbow and cutthroat trout were studied with stationary acoustic transducers, gillnets, and setlines in Spada Lake during summer thermal stratification. Four diel periods (dawn, 03.00–07.00 hours; day, 07.00–19.00 hours; dusk, 19.00–23.00 hours; night, 23.00–03.00 hours) and two horizontal strata (nearshore, bottom depth 〈 8 m; offshore, bottom depth 〉 8 m) were identified from fish distribution patterns. During the day, trout were almost exclusively offshore and their densities were highest at intermediate depths of the water column (4–16 m). From dusk to dawn, trout were in intermediate and shallow depths (0–4 m) of the offshore and nearshore strata. The mean depth of capture was significantly deeper for cutthroat trout (9 m) than for rainbow trout (3m). Both species primarily inhabited the epilimnion and metalimnion where temperature ranged from 22.5 to 11.0°C and were nearly absent from deeper, cooler waters. Dissolved oxygen levels ranging from 3.9 to 8.6 mg/l did not seem to influence trout distributions.

    Notizen: The rate at which triploid grass carp, Ctenopharyngodon idella, consumed two plant species from different locations was measured and compared to the chemical composition of the plants. Grass carp fed on Elodea canadensis from three lakes at significantly different rates (P〉 0.001), but did not eat Elodea densa from two of the sites at different rates. Feeding rate of the grass carp was positively correlated to the concentration of calcium (r= 0.976) and lignin (r= 0.946), but negatively correlated to the content of iron (r=−0.808), silica (r=-0.934) and cellulose (r=−0.922). Multiple regression analysis revealed that calcium and cellulose content were the most important predictors of consumption rate. These experiments demonstrate that water chemistry may affect palatability and could in part be responsible for some of the discrepancies in grass carp consumption rate and preference studies.
