    Notes: : The parameters of the extreme value type 1 distribution were estimated for 55 annual flood data sets by seven methods. These are the methods of (1) moments, (2) probability weighted moments, (3) mixed moments, (4) maximum likelihood estimation, (5) incomplete means, (6) principle of maximum entropy, and (7) least squares. The method of maximum likelihood estimation was found to be the best and the method of incomplete means the worst. The differences between the methods of principle of maximum entropy, probability weighted moments, moments, and least squares were only minor. The difference between these methods and the method of maximum likelihood was not pronounced.

    Notes: : A linear two-parameter relation in log space between volume and peak of direct runoff was established and verified on 134 basins in the United States, Australia, Greece and Italy. The intercept of this log relation was found to be strongly correlated with such basic characteristics as drainage area, channel slope and channel length; more than 86 percent of variance was explained. The log volume-log peak relation can be used to explain linearity or nonlinearity of drainage basins, estimate peak discharge from data-scarce basins, identify hydrologically similar or dissimilar basins, estimate sediment yield from upland areas, and construct unit hydrographs and unit sediment graphs for ungaged basins.

    Notes: The principle of maximum entropy (POME) was used to derive the two-parameter gamma distribution used frequently in synthesis of instantaneous or finite-period unit hydrographs. The POME yielded the minimally prejudiced gamma distribution by maximizing the entropy subject to two appropriate constraints which were the mean of real values and the mean of the logarithms of real values of the variable. It provided a unique method for parameter estimation. Experimental data were used to compare this method with the methods of moments, cumulants, maximum likelihood estimation, and least squares.

    Notes: : A comparison of 13 different methods of estimating mean areal rainfall was made on two areas in New Mexico, U.S.A., and one area in Great Britain. Daily, monthly and yearly rainfall data were utilized. All methods, in general, yielded comparable estimates, especially for yearly values. This suggested that a simpler method would be preferable for estimating mean areal rainfall in these areas.

    Notes: Abstract The Weibull distribution, commonly used in hydrology, was derived using the principle of maximum entropy. The derivation required two constraints to be determined from data and yielded, in turn, a unique procedure for estimation of the distribution parameters. This method of parameter estimation was either superior or at least comparable to the methods of moments (MOM) and maximum likelihood estimation (MLE) for the precipitation data used. This distribution was less than accurate in representing probability distributions of rainfall depths and durations.

    Notes: Abstract In Part I, the earthen dam breach erosion was analyzed. To this end, the BEED (breach erosion of earthfill dams) model was modified and extended. In this paper, Part II of the series, the extended BEED model is applied to three historical cases: South Fork Dam, Buffalo Creek Dam, and Teton Dam. The testing before it can be used for forecast purposes. A sensitivity analysis of the model to its parameters shows that the model is very sensitive to friction factors; Chenzy's for breach erosion, and Manning's for flood routing.

    Notes: Abstract This paper, Part I in a series of two, develops a mathematical model for earthern dam breach erosion. This model constitutes an extension of the Breach Erosion of Earthfill Dams (BEED) model developed by Singh and Scarlatos (1987). Two aspects are emphasized: the evolution of the dam breach, and the subsequent flood and sediment routing. Simulation of dam breach evolution is based on hydrologic, geometric and geotechnic considerations. Einstein-Brown and Bagnold equations are utilized to compute the rate of erosion in the breached section. A water routing scheme, based on a modified version of the Muskingum method to simulate flow exchange between channel and floodplains, is used to route the resulting breach hydrograph. A sediment routing scheme based on the Muskingum method, modified to simulate deposition in floodplains, and deposition and scouring in the channel, is utilized to route the breach sediment graph. In Part II, the model is tested against historical dam failures, and an analysis is made to determine its sensitivity to various parameters.

    Notes: Abstract Planning and design of flood control projects invariably involves a consideration of sociological, economic, political and ecological factors in order to derive maximum benefits from the project. In urbanizing areas, this is often a rule rather than an exception where a project tends to have a variety of interrelated impacts on the environment. This paper presents the details of the planning efforts by the City of Louisville in Kentucky to implement a major flood control project with an overall goal to evaluate and rectify serious environmental problems brought upon by rapid urbanization in the area. This project was carried out by the U.S. Army Corps of Engineers, Louisville, District, to provide flood mitigation measures in the Beargrass Creek basin, which incorporates a major portion of the City of Louisville. The procedures and considerations used in the formulation, evaluation and the final selection of suitable flood control measures as devloped by the U.S. Army Corps of Engineers, are critically examined.
