    Notes: : This paper first presents a brief review of an earlier effort to estimate the benefits associated with achieving the Clean Water Act objectives. It then discusses what would be involved in doing a retrospective benefit-cost analysis of the Clean Water Act and some information on changes in several measures of water quality over the past 20 years. The paper concludes with a summary of a recent effort to estimate the realized benefits associated with the Clean Water Act and some implications for policy.     Notes: The spin densities at the Fermi energy for the clean and oxygen adsorbed Fe(110) surfaces calculated using the full potential linearized augmented plane-wave method are found to differ substantially (in sign) from the energy-integrated total spin density previously given in the literature. The energy-sliced spin density becomes negative in the Fe(110) surface-vacuum region despite the enhancement of the surface magnetic moment and is reversed in sign, to positive, by the addition of a p(1×1) oxygen overlayer. Both results have been observed in a recent experiment using spin-polarized metastable atom deexcitation spectroscopy.

    Notes: Using our newly developed state tracking method and eliminating the coupling between quasidegenerate pairs of states at the Fermi surface in advance, highly stable and precise results for the magneto-crystalline anisotropy energy are obtained for a Co monolayer film in a first principles calculation with a small number of k points (421 in the full Brillouin zone). The easy direction of magnetization is found to lie in the layer plane in contrast to the Fe monolayer when both match their lattice constant to the same Cu(001) substrate. This result is explained in terms of their electron occupation and differences in the spin-orbit coupling between their occupied and empty states.

    Notes: The interface magnetocrystalline anisotropy (MCA) of Cu/Co/Cu(001) and Pd/Co/Pd(001) sandwiches are investigated, employing our recently developed state tracking approach based on the full potential linearized augmented plane wave energy band method. The strong negative MCA energy for the Co monolayer is found to be decreased for Co/Cu, and even becomes positive for Co/Pd due to the interfacial hybridization, which reduces the spin orbit coupling (SOC) between the dxz,yz − dz2 pair at M¯.

    Notes: X-ray magnetic-circular-dichroism (MCD) spectra are calculated using the thin film full potential linearized augmented plane wave energy band method for transition metal surfaces. Together with a model analysis, a clear physical insight is provided for this new and exciting phenomenon. The MCD sum rule for the orbital moments originally derived from a single ion model are found to be valid to within 5–10% even in the band approach which treats the strongly hybridized multiband structure. However, the spin sum rule may result in a larger error due to the effects of s,p−d hybridization. In addition, the magnetic dipole term is very important in the spin sum rule, especially for atoms with lower local symmetry.

    Notes: The observation of transition-metal (TM) magnetic moments in thin films aligned perpendicular to the surface has focused theoretical and experimental attention on the origin of magnetic anisotropy in these exciting low-dimensional materials. In this paper we report on a study of the magnetic anisotropy of Fe and Co thin films originating from the spin-orbit interaction term of the fully relativistic Dirac equation. We employ a total energy second variation FLAPW method in which: (i) the electronic charge density is determined with the semirelativistic (no spin-orbit) FLAPW method; (ii) relativistic eigenvalues are calculated via a variational procedure using the semirelativistic wave functions as basis. The magnetic anisotropy energy of free-standing Fe(001) and Co(001) monolayers yields in-plane orientation of the spin moment. Semirelativistic calculations determined the magnetic moments of 1Fe/1Au, 1Fe/1Ag, or 1Fe/1Pd−all (001) slabs; the results agree well with those of monolayer Fe on thicker substrates. Magnetic anisotropy results1 for Fe monolayers on Au, Ag, and Pd(001) substrates give perpendicular anisotropy for these films, in agreement with experiment. Magnetic anisotropy calculations of Co thin films on CuPd and (001) and (111) substrates will also be presented. The origin of the magnetic anisotropy is discussed from a detailed analysis of the electronic structure (electronic bands, Fermi surface). Comparisons are given to the work of Gay and Richter and Fritsche et al.

    Notes: Abstract Theoretical models for estimating individuals' values for sure improvements in environmental quality are well developed. These models can be classified as being based on averting behavior, hedonic prices, or weak complementarity. Some of these models have also been applied to the task of valuing changes in risk based on expected utility theory. This article provides a systematic development of these models for changes in either the probability or the magnitude of an uncertain event and shows that the derived expressions for individual marginal willingness to pay can be generalized to nonexpected utility preferences as long as the index of preferences is continuous, convex, and twice differentiable.

    Notes: Summary A generalization of Hill's equations predicting response to selection is developed that accounts for multiple stage selection in either or both sexes. The method accounts for the flow of genes for animals selected at later stages. This allows for the use of genetic gains from later stages, which explains the reduction in variance due to previous selection. Genetic gains from different selection differentials in each reproductive pathway are incorporated into the equations. The asymptotic response to a single cycle of selection is shown to agree with classical selection theory. The method is applied to a dairy progeny testing scheme representative of an artificial insemination organization in the USA. Two models were compared: (1) the first model accounted for two-stage selection of males, the first stage being based on pedigree information and the second stage on both pedigree and progeny test information; and (2) the second model assumed single-stage male selection. Selection was based on milk volume, milk fat, and milk protein yields. The predicted asymptotic rates for a single cycle of selection were overestimated by 6% and the cumulative response to continuous selection over 20 years was overestimated by 8% by assuming singlestage male selection.

    Notes: A system comprised of an immobilized yeast reactor producing ethanol, with a membrane pervaporation module for continuously removing and concentrating the produced ethanol, was developed. The combined system consisted of two integrated circulation loops: In one the sugar-containing medium is circulated through the membrane pervaporation module. The two loops were interconnected in a way allowing for separate parameter optimization (e.g., flow rate, temperature, pH) for each loop.The fermentation unit was 2.0 L bioreactor with five equal segments, packed with 5-mm beads of immobilized yeasts. The bead matrix was a crosslinked polyacrylamide hydrazide gel coated with calcium alginate. The fast circulation loop of the bioreactor allowed for efficient liberation of CO2 at the top of the immobilized yeast reactor. Continuous operation of the uncoupled reactor for over 50 days with inflowing defined medium or dilute molasses at a residence time of 1.25 h yielded ethanol at a rate of about 10 g/L h.The pervaporation unit was constructed from four 60-cm-long tubular membranes of silicone composite on a polysulfone support. The output from the fermentor was circulated through the inside of the tubes of a unit with a total surface area of 800 cm2, having an average flux of 150 mL/h, and selectivities to ethanol vs. water up to 7. A vacuum of 30 mb was applied to the outside of the tubes, removing 20-30 g of ethanol per hour, which was collected in condensors. The continuous removal of ethanol, avoiding inhibition of the fermentation process, resulted in an improved productivity and allowed the use of high sugar concentrations (40% wt/vol) offering the potential of a compact system with reduced stillage.The combined system of ethanol production and removal enabled an operative steady state at which the liquid volume of the system, and the concentrations of ethanol within the reactor (˜4% wt/vol), as well as within the flux crossing the pervaporation membrane (17%-20% wt/vol) were kept constant. At the steady state, a 40% wt/vol sugar solution could be continuously added to the fermentor when 12%-20% wt/vol clear ethanol solution was continuously removed by the pervaporation unit. Membrane fouling was reversed by short washing steps, and continuous step operation was maintained by working with two different modules that were interchanged. In this manner, long term continuous operation (over 40 days) was achieved with a productivity of 20-30 g/L h, representing over a twofold increase relative to the continuously operated reactor uncoupled from the membrane and a fivefold increase in comparison with the value obtained fro a corresponding batch fermentation.
