    Description: This paper presents the vertical temperature and composition profiles of Neptune's troposphere and stratosphere, covering an altitude of 250 km, obtained from radio tracking data that were acquired during Voyager-2's occultation by Neptune, which began near 62 deg N planetographic latitude and ended near 45 deg S latitude. In the computations, the He/H2 abundance ratio 15/85 was adapted, which is consistent with solar abundance estimates and with recent results from Uranus. It was assumed that aerosols and heavier gases such as CH4, NH3, H2S, and H2O have a negligible effect on the microwave refractivity above the 0.5 bar pressure level.

    Description: Two vector quantizer designs for compression of multispectral imagery and their impact on terrain categorization performance are evaluated. The mean-squared error (MSE) and classification performance of the two quantizers are compared, and it is shown that a simple two-stage design minimizing MSE subject to a constraint on classification performance has a significantly better classification performance than a standard MSE-based tree-structured vector quantizer followed by maximum likelihood classification. This improvement in classification performance is obtained with minimal loss in MSE performance. The results show that it is advantageous to tailor compression algorithm designs to the required data exploitation tasks. Applications of joint compression/classification include compression for the archival or transmission of Landsat imagery that is later used for land utility surveys and/or radiometric analysis.

    Description: Coastal wetland areas occupy a small percentage of the terrestrial environment yet are extremely productive regions which support rapid rates of belowground bacterial activity. Wetlands appear to be significant as biogenic sources of gaseous sulfur, carbon, and nitrogen. These gases are important as tracers of man's activities, and they influence atmospheric chemistry. The interactions among wetland biogeochemical processes regulate the anaerobic production of reduced gases and influence the fate of these volatiles. Therefore, spatial and temporal variations in hydrology, salinity, temperature and specification, and growth of vegetation affect the type and magnitude of gas emissions thus hindering predictive estimates of gas flux. Our research is divided into two major components, the first is the biogeochemical characterization of a selected tidal wetland area in terms of factors likely to regulate sulfide flux; the second is a direct measurement of gaseous sulfur flux as related to changes in these biogeochemical conditions. Presently, we are near completion of phase one.

    Description: Maintenance of euhydration is essential for maximum work performance. Environments which induce hypohydration reduce plasma volume and cardiovascular performance progressively declines as does work capacity. Hyperhydration prior to exposure to dehydrating environments appears to be a potential countermeasure to the debilitating effects of hypohydration. The extravascular fluid space, being the largest fluid compartment in the body, is the most logical space by which significant hyperhydration can be accomplished. Volume and osmotic receptors in the vascular space result in physiological responses which counteract hyperhydration. Our hypothesis is that glycerol-induced hyperhydration (GIH) can accomplish extravascular fluid expansion because of the high solubility of glycerol in lipid and aqueous media. A hypertonic solution of glycerol is rapidly absorbed from the gastrointestinal tract, results in mild increases in plasma osmolality and is distributed to 65 percent of the body mass. A large volume of water ingested within minutes after glycerol intake results in increased total body water because of the osmotic action and distribution of glycerol. The resulting expanded extravascular fluid space can act as a reservoir to maintain plasma volume during exposure to dehydrating environments. The fluid shifts associated with exposure to microgravity result in increased urine production and is another example of an environment which induces hypohydration. Our goal is to demonstrate that GIH will facilitate maintenance of euhydration and cardiovascular performance during space flight and upon return to a 1 g environment.

    Description: The expert system discussed in this paper is designed to function as a testbed for research on cooperating expert systems. Cooperating expert systems are members of an organization which dictates the manner in which the expert systems will interact when solving a problem. The Blackbox Expert described in this paper has been constructed using the C Language Integrated Production System (CLIPS), C++, and X windowing environment. CLIPS is embedded in a C++ program which provides objects that are used to maintain the state of the Blackbox puzzle. These objects are accessed by CLIPS rules through user-defined functions calls. The performance of the Blackbox Expert is validated by experimentation. A group of people are asked to solve a set of test cases for the Blackbox puzzle. A metric has been devised which evaluates the 'correctness' of a solution proposed for a test case of Blackbox. Using this metric and the solutions proposed by the humans, each person receives a rating for their ability to solve the Blackbox puzzle. The Blackbox Expert solves the same set of test cases and is assigned a rating for its ability. Then the rating obtained by the Blackbox Expert is compared with the ratings of the people, thus establishing the skill level of our expert system.

    Description: Code Division Multiple Access (CDMA) and Frequency Division Multiple Access (FDMA) (both analog and digital) systems capacities are compared on the basis of identical link availabilities and physical propagation models. Parameters are optimized for a bandwidth limited, multibeam environment. For CDMA, the benefits of voice activated carriers, antenna discrimination, polarization reuse, return link power control and multipath suppression are included in the analysis. For FDMA, the advantages of bandwidth efficient modulation/coding combinations, voice activated carriers, polarization reuse, beam placement, and frequency staggering were taken into account.

    Description: While the focus has been international commercial air traffic, an opportunity exists to provide satellite communications to smaller aircraft. For these users equipment cost and weight critically impact the decision to install satellite communications equipment. Less apparent to the operator is the need for a system infrastructure that will be supported both regionally and internationally and that is compatible with the ground segment being installed for commercial aeronautical satellite communications. A system concept is described as well as a low cost terminal that are intended to satisfy the small aircraft market.

    Description: To enhance fuel efficiency, future advanced small gas turbine engines will utilize engine cycles calling for overall engine pressure ratios, leading to higher combustor inlet pressures and temperatures. Further, the temperature rise through the combustor and the corresponding exit temperature are also expected to increase. This report describes future combustor technology needs for small gas turbine engines. New fuel injectors with large turndown ratios which produce uniform circumferential and radial temperature patterns will be required. Uniform burning will be of greater importance because hot gas temperatures will approach turbine material limits. The higher combustion temperatures and increased radiation at high pressures will put a greater heat load on the combustor liners. At the same time, less cooling air will be available as more of the air will be used for combustion. Thus, improved cooling concepts and/or materials requiring little or no direct cooling will be required. Although presently there are no requirements for emissions levels from small gas turbine engines, regulation is anticipated in the near future. This will require the development of low emission combustors. In particular, nitrogen oxides will increase substantially if new technologies limiting their formation are not evolved and implemented. For example, staged combustion employing lean, premixed/prevaporized, lean direct injection, or rich burn-quick quench-lean burn concepts could replace conventional single stage combustors. Due to combustor size considerations, staged combustion is more easily accommodated in large engines. The inclusion of staged combustion in small engines will pose greater combustor design challenges.
