Notes: [Auszug] SIR - Gordon et al' comment, somewhat misleadingly, on the press release issued by the Met Office (jointly for the University of East Anglia) on 1995 global temperatures. We should like to make the following comments. The December 1995 global surface temperature anomaly was a combination of ...

Notes: The methyl iodide A-band photodissociation process CH3I+hν→CH3(v,N,K)+I(2P3/2), I*(2P1/2) has been studied in a cold molecular beam. Full three-dimensional state-specific speed and angular distributions of the nascent fragments were recorded using (2+1) resonance-enhanced multi-photon ionization (REMPI) and velocity imaging, a new variant of ion imaging. By combining the I* quantum yield and anisotropy parameters for both I and I* channels, the relative absorption strength to the contributing electronic states (3Q0, 3Q1 and 1Q1) as well as the probability for curve crossing (3Q0→1Q1) are determined for excitation wavelengths across the full A band (240–334 nm). Parallel excitation to the 3Q0 state turns out to dominate the A band even more than previously thought. © 1998 American Institute of Physics.

Notes: Doubly-resonant excitation/vibrational autoionization is used to accurately determine the ionization potential (IP) of the highly symmetric caged amine 1,4 diazabicyclo[2,2,2]octane (DABCO). The IP of DABCO excited with one quantum of the ν24(e′) vibration lies at (59 048.62±0.03) cm−1, based on fitting 56 components of the npxy Rydberg series (δ=0.406±0.002) to the Rydberg formula. Rydberg state transition energies and linewidths are determined using standard calibration and linefitting techniques. The IP determined from Rydberg state extrapolation is compared with that determined by mass analyzed threshold ionization (MATI). Effects of static electric fields on MATI signals measured for the high Rydberg states are discussed. © 1996 American Institute of Physics.

Notes: The application of electrostatic lenses is demonstrated to give a substantial improvement of the two-dimensional (2D) ion/electron imaging technique. This combination of ion lens optics and 2D detection makes "velocity map imaging" possible, i.e., all particles with the same initial velocity vector are mapped onto the same point on the detector. Whereas the more common application of grid electrodes leads to transmission reduction, severe trajectory deflections and blurring due to the non-point source geometry, these problems are avoided with open lens electrodes. A three-plate assembly with aperture electrodes has been tested and its properties are compared with those of grid electrodes. The photodissociation processes occurring in molecular oxygen following the two-photon 3dπ(3Σ1g −)(v=2, N=2)←X(3Σg −) Rydberg excitation around 225 nm are presented here to show the improvement in spatial resolution in the ion and electron images. Simulated trajectory calculations show good agreement with experiment and support the appealing properties of this velocity mapping technique. © 1997 American Institute of Physics.

Notes: Earlier research into the impact of public and private ownership on economic and financial performance concluded that performance may be affected but that the relationship is more complicated than policy makers have often assumed. This paper is concerned with explaining these earlier results in terms of changes in the internal environment of organizations. Six key internal characteristics are identified from the management literature and the history of ten UK organizations is summarized in terms of these characteristics. The model appears to be robust. Performance changes and lack of change are explained by the internal environment. The results are congruent with organizational theory which suggests that the internal environment has to adapt to changes in the external environment.

Notes: This study is concerned with changes in procurement and supply chain management in UK privatized companies. In most cases, privatization requires the organization to develop a completely new approach. This is because of the change in ownership and the new competitive environment into which the company moves. Part of this reassessment of the business by senior management can be expected to include procurement. The paper focuses on the nature and direction of the changes in procurement associated with privatization, based on research into the privatized sector in Britain. The method adopted involves an extensive questionnaire completed by 28 major companies privatized in the UK, followed up by interviews with twelve of these companies. Questions centre on the following key areas: changes in the structure of procurement, procurement strategy, the role and profile of procurement within the company, attitudes to outsourcing and supplier performance and changes in approach to assessing the performance of the procurement function. Our results indicate extensive change. Although cost reduction is often a driver of these changes, as the companies strive to reduce costs to meet City expectations and best practice in the private sector, another consideration is the contribution that procurement can make to the overall strategy of the company, so as to gain and maintain competitive advantage.

Notes: Abstract This paper presents a novel approach for implementing area-efficient parallel (block) finite impulse response (FIR) filters that require less hardware than traditional block FIR filter implementations. Parallel processing is a powerful technique because it can be used to increase the throughput of a FIR filter or reduce the power consumption of a FIR filter. However, a traditional block filter implementation causes a linear increase in the hardware cost (area) by a factor of L, the block size. In many design situations, this large hardware penalty cannot be tolerated. Therefore, it is important to design parallel FIR filter structures that require less area than traditional block FIR filtering structures. In this paper, we propose a method to design parallel FIR filter structures that require a less-than-linear increase in the hardware cost. A novel adjacent coefficient sharing based sub-structure sharing technique is introduced and used to reduce the hardware cost of parallel FIR filters. A novel coefficient quantization technique, referred to as a scalable maximum absolute difference (MAD) quantization process, is introduced and used to produce quantized filters with good spectrum characteristics. By using a combination of fast FIR filtering algorithms, a novel coefficient quantization process and area reduction techniques, we show that parallel FIR filters can be implemented with up to a 45% reduction in hardware compared to traditional parallel FIR filters.

Notes: Privatization is occurring at various levels of government in manycountries around the world. So extensive is the reform programme thatthe term "reinventing government" has taken on a fashionablegloss. To date, privatization and market testing programmes have beenadvocated with surprisingly little exploration of the internal changesthat are likely to be necessary if performance is to improve asexpected. Explores the type of internal changes that are likely to benecessary if privatization is to have a beneficial impact onperformance.
