    Notes: Increasing packaging density and the requirement for high performance electronic devices are driving high density interconnect (HDI) printed wiring board (PWB) technology towards utilization of the inner space of a PWB for component placement. Aspocomp has been manufacturing HDI PWBs at Salo for more than 5 years. The main focus has been on higher packaging density and on accommodating the needs of future chip packages. In volume production, cost and performance have to be balanced. As a result, manufacturing and material yields, process automation, the cost of materials and added value technologies like embedded passives are key considerations in meeting the high volume requirements of the marketplace. This paper describes how these parameters have evolved over time and how it has been possible to achieve the stringent tolerances required in the manufacturing processes.

    Notes: Higher packaging densities for the next generation of electronic devices require utilization of the inner space of a PWB for component placement. This will shift some added value assembly processes from the assembly houses backwards to the PWB fabricator. (Regardless of whether it is liked or disliked by the PWB fabricators). ASPOCOMP, as a leader in advanced PWB technology, is developing these technologies to meet the needs of key Original Equipment Manufacturers (OEMs). The paper describes the present experiences with this new technology and details where there are technology limits. Material suppliers will be challenged to provide better solutions than exist today. Sequential versus parallel PWB manufacturing processes will be reviewed and the requirements to meet the manufacturing and cost targets for the next generation of PWBs will be discussed.

    Notes: Predicted global changes can be studied effectively by combining spatially explicit data sets on vegetation and other landscape properties with process models. However, detailed knowledge of the vegetation distribution of remote Arctic areas is relatively scarce. This paper shows how a mesoscale vegetation and land cover classification of a large, remote Arctic area can be conducted at a fine spatial resolution (30 m cell size) using a limited ground reference data set. The study area is the catchment of the River Usa (93 500 km2) in north-eastern European Russia. Vegetation zones in the Usa Basin range from taiga in the south to forest-tundra and tundra in the north, and to alpine in the Ural mountains in the east. Classification was done using a mosaic of spectrally adjusted Landsat TM5 images from five different dates and a semi-supervised method. Ground reference data were collected during the summers of 1998, 1999 and 2000. Accuracy of the 21-class vegetation type/land cover classification produced was tested against test points interpreted from oblique aerial photographs taken from a helicopter (logistic limitations prohibited the collection of representative ground reference data). The main vegetation types (forests, willow dominated stands and meadows, peatlands, tundra heaths, mainly unvegetated areas, and water bodies) were distinguished with relatively high accuracy: 84% of the test points were classified correctly. Spatially detailed land cover data sets like the one described here allow detailed landscape-level analysis and process modelling on many different subjects.

    Notes: 1. Studies assessing human impacts on freshwater ecosystems are typically based on a single taxonomic group, often macroinvertebrates or fish. Unfortunately, the degree to which such macroinvertebrate or fish-based surveys can be generalised across other taxonomic groups remains largely unknown. A prerequisite for useful generalisations is that different taxonomic groups exhibit concordant patterns of community structure across sites.2. We examined the concordance among fish, benthic macroinvertebrates and bryophytes in 32 streams in a boreal catchment in Finland. Our goal was to test how consistently different taxonomic groups classify stream sites; for example, can site groupings based on macroinvertebrates be used as a surrogate for bryophyte or fish assemblage classification?3. Our results show that community classifications in headwater streams are not concordant across taxonomic groups, at least not at the within-river system scale. The lack of concordance reflected the fact that all three groups responded to different environmental factors. Macroinvertebrate community structure was mainly correlated with stream size and pH, whereas bryophytes were related to water colour, nutrient content and in-stream habitat variability. Fish community structure was best described by stream depth, substrate size and water oxygen concentration.4. Our results suggest that great care should be taken when typologies based on benthic macroinvertebrates, or any other taxonomic group, are extrapolated to other groups in creating typologies of lotic environments.

    Notes: A time-saving and cost-effective polymerase chain reaction (PCR)-based method was developed for species-specific detection of the scab pathogens (Streptomyces scabies and S. turgidiscabies) prevalent in potato (Solanum tuberosum) in northern Scandinavia. Species specificity of primers was verified using a collection of previously characterized Streptomyces strains isolated from potato scab lesions in Finland and Sweden. A total of 1245 scab lesions was tested from potato cvs Matilda and Sabina grown in the field in two geographic regions of Finland in 2000 and 2001. Freshly harvested or stored potato tubers were incubated at room temperature (18–21°C) under humid conditions for a few days. Bacterial growth was collected from scab lesions for DNA isolation and PCR. The two scab pathogens were detected in the same potato fields, tubers and scab lesions. The relative incidence of S. scabies was high in freshly harvested tubers but was much lower than that of S. turgidiscabies following storage. Both pathogens were seed-transmitted in Matilda and Sabina after 24 weeks of storage at 4°C.

    Notes: The literature on managerial competences has not sufficiently addressed the value contents of competences and the generic features of public managers. This article presents a model of five competence areas: task competence, professional competence in substantive policy field, professional competence in administration, political competence and ethical competence. Each competence area includes both value and instrumental competences. Relatively permanent value competences are understood as commitments. The assumptions of new public management question not only the instrumental competences but also the commitments of traditional public service. The efficacy of human resource development is limited in learning new commitments. Apart from structural reforms that speed up the process, the friction in the change of commitments is seen as slow cultural change in many public organisations. This is expressed by transitional tensions in task commitment, professional commitment, political commitment, and ethical commitment of public managers.

    Notes: Abstract The relationships between bryophyte biomass and species richness and soil pH, nutrient applications and vascular plant biomass and species richness were analyzed for the Park Grass Experiment (Rothamsted, UK). The study examined the abundance of bryophytes in relation to long-term fertilizer and lime application and to fertilizer treatments recently being ceased on some plots. The probability of bryophytes being present on a plot increased with increasing soil pH, and on plots at soil pH 3.3–4.5, the lowest values in this experiment, there were virtually no mosses present. Total bryophyte biomass decreased with increasing vascular plant biomass and vascular plant richness. Both bryophyte biomass and species richness showed a curvilinear response to soil pH. Bryophyte biomass was markedly increased on plots where nitrogen (N) fertilization had recently been ceased. The abundance of the common bryophyte species showed individualistic responses to treatments. N had a negative effect on the abundance of Brachythecium rutabulum. Increasing soil pH, and the application of phosphorus (P) and potassium (K) fertilizer together, had a positive effect on Eurhynchium praelongum. This species was also negatively affected by N, but tolerated larger amounts of it (100–150 kg ha−1 N) than B. rutabulum. An ephemeral moss, Bryum subapiculatum, had a unimodal response to soil pH but showed no response to N, P, K or other explanatory variables.
