    Notes: When the purpose of aquifer testing is to yield data for modeling aqueous mass transport, pumping tests and gradient measurement can only partially satisfy characterization requirements. Effective porosity, ground water flow velocity, and the vertical distribution of hydraulic conductivity within the aquifer are left as unknowns. Single well tracer methods, when added to the testing program, can be used to estimate these parameters. A drift, and pumpback test yields porosity and velocity, and point-dilution testing yields depth-discrete hydraulic information, A single emplacement of tracer into a test well is sufficient to conduct both tests. The tracer tests are facilitated by a simple method for injecting and evenly distributing the tracer solution into a wellbore, and by new ion-selective electrode instrumentation, specifically designed for submersible service, for monitoring the concentration of tracers such as bromide.

    Notes: Estimates of ground-water velocity, based either on Darcy's law or on the single-well drift and pumpback tracer method, require prior knowledge of effective porosity. That is, after field data have been collected, the equation for ground-water velocity, using either method, still contains the two unknowns, velocity and porosity. If the local hydraulic gradient is known and if a drift and pumpback tracer test is conducted at a well whose hydraulic conductivity has been determined, two independent functional relationships between velocity and porosity are established. By treating these functions as nonlinear simultaneous equations, a unique solution for the local velocity and porosity can be obtained.

    Notes: Abstract An important question for the future of European Monetary Union is whether the central banks of the European member states are fundamentally similar or are there real differences between them. Much casual evidence seems to suggest that the Bundesbank is fundamentally different in its method of operation from the other central banks. This paper attempts to find econometric evidence which may clarify this situation. It proceeds by drawing on theP * literature, which models the determination of inflation, and recent developments in the cointegration literature which allows a more complete treatment of causality than has hitherto been possible. It is argued that there does appear to be evidence that the Bundesbank operates in a qualitatively different way from the other Banks.

    Notes: Abstract Structural change is endemic in the Eastern European economies and the newly emerging Commonwealth of Independent States, yet conventional econometric modelling techniques proceed under the assumption that there is a structurally stable ‘true’ economy to be discovered. This paper explores the consequences of endemic structural change for econometric modelling by considering the model reduction problem when the data generation process is itself undergoing structural change. The resultant econometric model, it is argued will generally exhibit time varying parameters where much of the structural change is reflected in the changing parameters. The use of Kalman Filters to estimate such changing parameters is then discussed and a range of specifications which allow the inclusion of different forms of identifying information is given. The paper then illustrates these ideas by modelling the determination of the black market exchange rate in Poland over the period from the mid 1970s to the early 1990s.

This paper extends the analysis of Hall (1993) by exploring the consequences of endemic structural change for forecasting and building structural econometric models. We propose a model formulation which makes the econometric model itself able to adjust its parameters in the light of economic change using the Kalman Filter. The paper then illustrates this approach by building a small model of Romania and investigating its forecasting properties.

    Notes: Abstract In the paper we consider one of the faster growing Central European emerging markets: the Budapest Stock Exchange (BSE), in order to see whether the market becomes more weak-form efficient over time. The Hungarian exchange is selected because it is the oldest stock exchange operating in the region and, in 1995, it was the first Central European exchange admitted by the London Stock Exchange as a properly regulated stock exchange. As an econometric tool for comparative analysis, we use a Test for Evolving Efficiency (TEE). In a comparison of nine stocks and the market index (BUX) we found that the BSE becomes more mature but the process is surprisingly slow.
