    Description: The National Aeronautics and Space Administration (NASA) Organization Design Team (ODT), consisting of 20 seasoned program and project managers and systems engineers from a broad spectrum of the aerospace industry, academia, and government, was formed to support the Next Generation Launch Technology (NGLT) Program and the Constellation Systems Program. The purpose of the ODT was to investigate organizational factors that can lead to success or failure of complex government programs, and to identify tools and methods for the design, modeling, and analysis of new and more-efficient program and project organizations. The ODT conducted a series of workshops featuring invited lectures from seasoned program and project managers representing 25 significant technical programs spanning 50 years of experience. The result was the identification of seven key principles of program success that can be used to help design and operate future program organizations. This paper presents the success principles and examples of best practices that can significantly improve the design of program, project, and performing technical line organizations, the assessment of workforce needs and organization performance, and the execution of programs and projects.

    Description: The Behavioral Health and Performance Section (BHP) at NASA Johnson Space Center provides direct and indirect psychological services to the International Space Station (ISS) astronauts and their families. Beginning with the NASA-Mir Program, services available to the crews and families have gradually expanded as experience is gained in long-duration flight. Enhancements to the overall BHP program have been shaped by crewmembers' personal preferences, family requests, specific events during the missions, programmatic requirements, and other lessons learned. The BHP program focuses its work on four areas: operational psychology, behavioral medicine, human-to-system interface, and sleep and circadian. Within these areas of focus are psychological and psychiatric screening for astronaut selection as well as many resources that are available to the crewmembers, families, and other groups such as crew surgeon and various levels of management within NASA. Services include: preflight, in flight, and postflight preparation; training and support; resources from a Family Support Office; in-flight monitoring; clinical care for astronauts and their families; and expertise in the workload and work/rest scheduling of crews on the ISS. Each of the four operational areas is summarized, as are future directions for the BHP program.

    Description: A taxonomy of tropical convective and stratiform vertical structures is constructed through cluster analysis of 3 yr of Tropical Rainfall Measuring Mission (TRMM) "warm-season" (surface temperature greater than 10 C) precipitation radar (PR) vertical profiles, their surface rainfall, and associated radar-based classifiers (convective/ stratiform and brightband existence). Twenty-five archetypal profile types are identified, including nine convective types, eight stratiform types, two mixed types, and six anvil/fragment types (nonprecipitating anvils and sheared deep convective profiles). These profile types are then hierarchically clustered into 10 similar families, which can be further combined, providing an objective and physical reduction of the highly multivariate PR data space that retains vertical structure information. The taxonomy allows for description of any storm or local convective spectrum by the profile types or families. The analysis provides a quasi-independent corroboration of the TRMM 2A23 convective/ stratiform classification. The global frequency of occurrence and contribution to rainfall for the profile types are presented, demonstrating primary rainfall contribution by midlevel glaciated convection (27%) and similar depth decaying/stratiform stages (28%-31%). Profiles of these types exhibit similar 37- and 85-GHz passive microwave brightness temperatures but differ greatly in their frequency of occurrence and mean rain rates, underscoring the importance to passive microwave rain retrieval of convective/stratiform discrimination by other means, such as polarization or texture techniques, or incorporation of lightning observations. Close correspondence is found between deep convective profile frequency and annualized lightning production, and pixel-level lightning occurrence likelihood directly tracks the estimated mean ice water path within profile types.

    Description: NASA is researching advanced technologies for future exploration missions using intelligent swarms of robotic vehicles. One of these missions is the Autonomous Nan0 Technology Swarm (ANTS) mission that will explore the asteroid belt using 1,000 cooperative autonomous spacecraft. The emergent properties of intelligent swarms make it a potentially powerful concept, but at the same time more difficult to design and ensure that the proper behaviors will emerge. NASA is investigating formal methods and techniques for verification of such missions. The advantage of using formal methods is the ability to mathematically verify the behavior of a swarm, emergent or otherwise. Using the ANTS mission as a case study, we have evaluated multiple formal methods to determine their effectiveness in modeling and ensuring desired swarm behavior. This paper discusses the results of this evaluation and proposes an integrated formal method for ensuring correct behavior of future NASA intelligent swarms.
