    Description: Estuaries provide significant cultural ecosystem services, including recreation and tourism. Disruptions of estuarine biogeochemical processes resulting from environmental degradation could interrupt the flow of these services, reducing benefits and diminishing the welfare of local communities. This study focused on recreational shellfishing in Buzzards Bay, Massachusetts (41.55°N, 70.80°W). Relationships among measures of recreational shellfishing, estuarine water quality, and local socioeconomic conditions were tested to understand how the benefits of cultural ecosystem services to local communities might be affected by declining water quality. Transferring estimated economic benefits from an analysis of nearby municipalities, the study finds that increases in Chl a during the 24-year period were associated with losses in recreational shellfishing benefits of $0.08–0.67 million per decade. The approach presented here suggests a more broadly applicable framework for assessing the impacts of changes in coastal ecosystem water quality on the welfare of local communities.

    Description: The degradation of natural fish habitat in the ocean implies lost economic benefits. These value losses often are not measured or anticipated fully, and therefore they are mainly ignored in decisions to develop the coast for industrial or residential purposes. In such circumstances, the ocean habitat and its associated ecosystem are treated as if they are worthless. Measures of actual or potential economic values generated by fisheries in commercial markets can be used to assess a conservative (lower-bound) value of ocean habitat. With this information, one can begin to compare the values of coastal developments to the values of foregone ocean habitat in order to help understand whether development would be justified economically. In this paper, we focus on the economic value associated with the harvesting of commercial fish stocks as a relevant case for the Saudi Arabian portion of the Red Sea. We describe first the conceptual basis behind supply-side approaches to economic valuation. Next we review the literature on the use of these methods for valuing ocean habitat. We provide an example based on recent research assessing the bioeconomic status of the traditional fisheries of the Red Sea in the Kingdom of Saudi Arabia (KSA). We estimate the economic value of ecosystem services provided by the KSA Red Sea coral reefs, finding that annual per-unit values supporting the traditional fisheries only are on the order of $7000/km2. Finally, we develop some recommendations for refining future applications of these methods to the Red Sea environment and for further research.

    Description: The mesopelagic, or the “ocean’s twilight zone” (OTZ), occurring at depths between 200-1000m, is renowned for its unusual life forms, including 13 species of bristlemouths, which are thought to be the most numerous vertebrates on earth. Irigoien et al. (2014) have raised the median estimates of OTZ fish biomass by an order of magnitude to ~11-16 Bt, although much uncertainty surrounds this estimate (7-214 Bt). OTZ fish help support stocks of apex predators, including marine mammals and commercially important fish and cephalopods, and some observers have suggested that they could constitute an enormous potential source of protein for human consumption per se. Diel vertical migrations of zooplankton, fish, squids, jellies, salps, and other organisms comprise a “biological carbon pump” that may facilitate the very long-term sequestration of carbon in deep waters or on the seabed. The net amounts of carbon sequestered in the ocean are also highly uncertain, with estimates ranging between 4-12 Bt annually. The OTZ can be conceptualized as a stock of differentiated natural capital, subject to capital gains or losses, that may yield flows of benefits, termed “ecosystem services.” Here, approaches developed through the Millennium Ecosystem Assessment are utilized as an organizing framework for beginning to assess and evaluate OTZ ecosystem services. Understanding the benefits associated with these services is central to gauging the opportunity costs of activities that might diminish those benefits, such as unregulated fishery exploitation or the effects associated with climate changes in the ocean, including warming, acidification, decreased dissolved oxygen levels, or shifts in biological diversity. Such an understanding is foundational for conserving the OTZ in a sustainable way. The potential relevance of OTZ scientific research to contemporary developments in the international law of the high seas is discussed as well.

    Description: We investigate the effects of shoreline change and protective structures (seawalls) on home values, using data on residences sold between 2000 and 2010 in the coastal towns of Marshfield, Duxbury, and Plymouth, Massachusetts. These towns comprise shorelines that exhibit moderate rates of shoreline change, relative to other shorelines in the state, with extensive armoring. We investigate explicitly the effects of hard structural protection in combination with environmental amenities and hazards (distance to a beach, elevation of a property, location in a flood zone). We find that homeowners pay a premium in housing markets for nearshore properties protected by nature (higher elevations or more stable shorelines) or by humans (seawalls). The average marginal increase in nearshore property values associated with a 1m rise in elevation is 2 percent, a 1m (horizontal distance) decrease in the erosion rate is 0.2 percent, and location behind a seawall is 10 percent. The effects of erosion, elevation, and seawalls appear to be limited to properties located in close proximity to water or to oceanfront residences. Overall, the benefits of access to ocean amenities dominate the risks of exposures to hazards associated with shoreline change.

    Description: This report is a general, but comprehensive, description and analysis of industrial organization in the field of marine electronic instrumentation (MEl), a broadly defined "industry," which until now has received little systematic, scholarly attention. The report reviews the current literature on international trade and competitiveness, as well as trade and scientific journals relevant to the industry. The resul ts of a series of interviews with representatives of the industry and responsible government agencies are presented and industry and government data on R&D and output have been collected and analyzed together with other indicators of industrial performance. On the basis of these sources, the structure of the industry and its markets is characterized and the importance of marine electronic instrumenation in international high technology trade is established. Over 350 firms in the U.S. industry are identified, which annually earn total estimated gross revenues of approximately $5 billion. These firms fall into three largely distinct industry groups: (1) defense systems contractors; (2) commercial marine electronics; and (3) scientific instrumentation. The first group is by far the largest in sales volume and is oligopolistic in structure, consisting of a few large rivals for infrequent and complex defense systems contracts. The other groups are more purely competitive. Four major customer groups are distinguished: (1) military; (2) commercial and recreational shipping and boating; (3) offshore oil and gas; and (4) oceanographic/environmental. Most of the firms in the industry face international competititon. The importance of marine electronic instrumentation to technological advance and economic activity in the world's oceans is strongly apparent. Parameters affecting the international competitiveness of firms in this industry, including those relating to industry structure and behavior and governmental practices and institutions such as sponsored research, procurement, intellectual property rights, tax allowances, antitrust enforcement, small business encouragements, export controls, import restrictions, exchange rates, and technology transfer are summarized. A number of issues relating to international competititon, economic analysis, and government policy that are fruitful areas for further research also are identified.

    Description: The two extremes of the program in this six month period were the Submerged Navigation System which was demonstrated to be a successful field system, and the near Bottom Continuous Gravity System, which was priced out of the market by the acceleration characteristics of ALVIN. In all the other subjects discussed in summary immediately below and in more detail further on, satisfactory progress was made. Again aircraft scheduling has held up further work on the Air Sea Systems project, but there is definite hope for some aircraft tiem in the fall. The Development of Equipment for Deep Sea Biological Research has been terminiated as of the beginning of this report.

    Description: The navigation system previously reported on is currently (July 1974) being used by ALVIN in a study of Mid-Atlantic Ridge as part of Project FAMOUS. According to all reports the system is a most important factor in making the project successful so far.
