Abstract Balian's program of assigning a probability distribution to a random matrix is exploited to construct a possible general form of the joint eigenvalue distribution for an ensemble of hermitians or unitaries. From the point of view of open systems, it can be viewed as the equilibrium statistical mechanics of an eigenvalue system in contact with Gaussian environmental reservoir. The statistical aspect of the previously introduced Hamiltonian level dynamics is discussed by putting it into this framework and is illustrated with a concrete, exact result of Gaudin's model in 1966.
