    Description: An account is given of the significance for U.S. spacecraft development of a nuclear thermal rocket (NTR) reactor concept that has been developed in the (formerly Soviet) Commonwealth of Independent States (CIS). The CIS NTR reactor employs a hydrogen-cooled zirconium hydride moderator and ternary carbide fuels; the comparatively cool operating temperatures associated with this design promise overall robustness.

    Description: A neural network based system is presented which is able to generate point-to-point movements of robotic manipulators. The foundation of this approach is the use of prototypical control torque signals which are defined by a set of parameters. The parameter set is used for scaling and shaping of these prototypical torque signals to effect a desired outcome of the system. This approach is based on neurophysiological findings that the central nervous system stores generalized cognitive representations of movements called synergies, schemas, or motor programs. It has been proposed that these motor programs may be stored as torque-time functions in central pattern generators which can be scaled with appropriate time and magnitude parameters. The central pattern generators use these parameters to generate stereotypical torque-time profiles, which are then sent to the joint actuators. Hence, only a small number of parameters need to be determined for each point-to-point movement instead of the entire torque-time trajectory. This same principle is implemented for controlling the joint torques of robotic manipulators where a neural network is used to identify the relationship between the task requirements and the torque parameters. Movements are specified by the initial robot position in joint coordinates and the desired final end-effector position in Cartesian coordinates. This information is provided to the neural network which calculates six torque parameters for a two-link system. The prototypical torque profiles (one per joint) are then scaled by those parameters. After appropriate training of the network, our parametric control design allowed the reproduction of a trained set of movements with relatively high accuracy, and the production of previously untrained movements with comparable accuracy. We conclude that our approach was successful in discriminating between trained movements and in generalizing to untrained movements.

    Description: Unambiguous detection of oil slicks by remote sensing techniques has proven an elusive goal. This article presents new thermal infrared spectra of oil slicks made from five different crude oil samples with a wide range of API gravities and compositions. After a brief outgassing phase, all oil slick spectra are quite similar and little affected by thickness, extended exposure to air or sunlight, and even by emulsification with seawater (mousse formation). Thus, oil slicks provide a remarkably unvarying spectral signature as remote sensing targets in the thermal infrared compared to other regions of the spectrum. This spectral signature in the 8-14 micron atmospheric window is flat, with an average reflectance of 4 percent. Seawater, on the other hand, has a spectrum that varies in reflectance with wavelength in the 8-14 micron window from 0.90 to 3.65 percent. In addition, we show that sea foam displays a reflectance spectrum quite similar to that of seawater in the 8-14 micron region. This results in a relatively uniform spectral background, against which oil slicks can be detected, based on their different spectral signature.

    Description: The three-dimensional electron spectrometer of the Reme plasma analyzer-complete positive ion, electron and ram negative ion measurements near comet Halley (RPA-COPERNIC) experiment aboard the Giotto spacecraft, although damaged during the comet Halley encounter in March 1986, has provided very new results during the encounter on July 10, 1992, with the weakly active comet Grigg-Skjellerup (G-S). The main characteristic features of the highly structured interaction region extending from approximately 26,500 km inbound to approximately 37,200 km outbound are presented. These results are compared to the results obtained by the same instrument during the Giotto comet Halley fly-by. Despite the large difference in the size of the interaction regions (approximately 60,000 km for G-S, approximately 2000,000 km for Halley) due to 2 orders of magnitude difference in cometary neutral gas production rate, there are striking similarities in the solar wind interactions with the two comets.

    Description: The Energetic Gamma Ray Experiment Telescope (EGRET) aboard the Compton Gamma Ray Observatory has detected a high-energy gamma-ray source at a position coincident with that of the radio pulsar PSR 1055-52. Analysis of the EGRET data at the radio pulsar period of 197 ms has revealed pulsed gamma-radiation at energies above 300 MeV, making PSR 1055-52 the fifth detected high-energy gamma-ray pulsar. The pulsed radiation from PSR 1055-52 has a very hard photon spectral index of -1.18 +/- 0.16 and a high efficiency for converting its rotational energy into gamma-rays. No unpulsed emission was observed.

    Description: The paper describes the Nuclear Thermal Energy (NTRE) engine, developed by taking advantage of mature fuel technology developed in the former Soviet Union, thus shortening the development schedule of this engine for moon and Mars explorations. The near-term NTRE engine has a number of features that provide safety, mission performance, cost, and risk benefits. These include: (1) high-temperature long-life CIS fuel, (2) high-pressure recuperated expander cycle, (3) assured restart, (4) long-life cooled nozzle with thin inner wall, (5) long-life turbopumps, (6) heat radiation and electrical power generation, and (7) component integration synergy. Diagrams of the reactor core, the recuperated bottoming cycle flow schematic, and the recuperated bottoming cycle engine schematic are presented.

    Description: The presence of the Cephalopod Bathypolypus sponsalis (P.& H. Fischer, 1892) in the North Aegean Sea (Greece) is recorded. Specimens of this species were found during four trawl surveys carred out from 1990 to 1991 in the Aegean Sea. Some biological aspects of the species are reported.
