    Abstract: This open access book builds a framework that holds together numerous open issues in territorial planning: from the understanding of territorial, landscape, environmental and climatic dynamics to the analysis of local vulnerabilities, to the use of modern survey techniques to support planning. What is the role of urban and regional planning in achieving the sustainable development goals of our communities considering the major issues posed by the COVID-19 pandemic in urban planning? And how do these medium- and long-term objectives interact with the needs that the emergency has given rise to? Post Un-Lock—from territorial vulnerabilities to local resilience—aims to provide the reader with a useful key to understand how the COVID-19 pandemic can be seen as a catalyst for a restart based on the concepts of sustainability and resilience. In fact, the COVID-19 experience evidences the need to propose a planning system able to integrate multiple scales according to an interdisciplinary approach focused on in-depth knowledge of the territorial risks and vulnerabilities. Besides, with the contribution of the new technologies, it is able to rethink spaces on a neighbourhood scale, conceived as a "local resilience unit" that ensures the population high standards of safety, liveability, and accessibility to proximity services. In this view, planning is increasingly concerned about social aspects and the well-being of communities, supported by indicators and evaluation tools. With the proposal of the concept of local resilience unit, Post Un-Lock takes a step forward towards the definition of a new paradigm of local planning and a topic for urban regeneration.

    Description: The scientific literature reports on various approaches to regional frequency analysis (RFA) of rainfall extremes. Traditional regional models usually refer to a single time-aggregation interval. They are developed for medium-to-small and climatically and morphologically homogeneous regions, which leads to higher accuracy, yet limits the models' exportability. We propose a different and innovative approach to RFA of rainfall extremes; it consists of ensembles of unsupervised artificial neural networks (ANNs), predicting the parameters of a Gumbel distribution for dimensionless (i.e. standardized by the local value of the mean annual maximum rainfall depth) annual maximum rainfall depths at any location in the study area and for any time-aggregation interval in the 1-24 hours range. Predictions are based on several morpho-climatic descriptors, used as covariates of precipitation extremes, and the applicability of the models extends to a large and morphologically as well as climatically heterogeneous region (Western and Central Northern Italy). ANNs are trained on over 2300 Annual Maximum Series of rainfall depths collected between 1928 and 2011 and associated with five hourly time-aggregation intervals. Based on a comprehensive analysis of predictions obtained at 100 randomly selected validation points, we discuss the potential and drawbacks of ensembles of unsupervised ANNs for integrated (i.e., across various time-aggregation intervals) and multivariate (i.e., considering numerous morphoclimatic covariates) RFA of sub-daily rainfall extremes.

    Description: Energy models are used to study emissions mitigation pathways, such as those compatible with the Paris Agreement goals. These models vary in structure, objectives, parameterization and level of detail, yielding differences in the computed energy and climate policy scenarios. To study model differences, diagnostic indicators are common practice in many academic fields, for example, in the physical climate sciences. However, they have not yet been applied systematically in mitigation literature, beyond addressing individual model dimensions. Here we address this gap by quantifying energy model typology along five dimensions: responsiveness, mitigation strategies, energy supply, energy demand and mitigation costs and effort, each expressed through several diagnostic indicators. The framework is applied to a diagnostic experiment with eight energy models in which we explore ten scenarios focusing on Europe. Comparing indicators to the ensemble yields comprehensive ‘energy model fingerprints’, which describe systematic model behaviour and contextualize model differences for future multi-model comparison studies.

    Description: he increased availability of gambling opportunities resulting from the progressive liberalisation of the gambling sector coupled with the widespread access to online gambling, is raising concerns regarding adolescents’ participation in gambling and possible increase in problem-gambling. However, the influence of the different gambling products commercialised across countries is less known. This is the first study estimating problem gambling (PG) prevalence and examining the contribution of individual factors and gambling products on gambling engagement and PG development among European adolescents. The study used data from a representative cohort of 16-year-old students (n= 85,000) in 33 European countries participating in the 2019 ESPAD survey. In order to control for self-selection a Heckman probit model is estimated, first controlling for the probability of being gambler and then for the correlated probability of becoming a problem gambler. The influence of individual and country-level factors is estimated on both outcomes, as well as among gamblers using each type of gambling products. Participants who reported stronger family support had lower risk of gambling engagement, whilst friends’ support, lack of school connectedness, low monitoring, higher parental education and access to money increased the risk. At the country-level, the higher diffusion of some gambling products was positively associated with gambling engagement. Once controlling for the influence on gambling engagement, factors that still increase the risk of becoming problem gambler independently from the country of origin were the lack of school connectedness and parental monitoring. Specific gambling products and online games increased PG risk. The influence of such factors on PG development is also analysed among gamblers using each product. Supportive family environments, school connectedness and limited access to money appear to be associated with a lower risk of PG among adolescents. At the country-level, governments should better enforce barriers to underage access to gambling products, particularly online.
