    Description: In this study, we explore how general socio-economic trends within the European Union are reflected in the development of different types of regions during the period from 1995 to 2009 and how economic disparities between EU regions change in the course of these processes. Overall, there is a decrease of regional inequalities in terms of per-capita income, but this is mainly the result of catching up of the Middle and Eastern European countries. Disparities within the EU15 and the EU 12 have remained constant. Moreover, all of the socio-economic tendencies considered in this study in their spatial dimension the shift towards services, the shift towards technology and knowledge-intensive activities, the rise in labour market participation and the renewed tendency towards urbanisation point at a persistent or even increasing spatial concentration of economic activities. Thus, we observe two overlapping and opposing trends: convergence and agglomeration. Finally, the regions of the new member states have been gradually catching up in terms of income and productivity since 2000, but the wide gap between the EU12 and the EU15 regarding technology, knowledgeintensity and innovation is hardly narrowing. It might take very long for the EU12 countries to approach the development level of the old member states.

    Description: Since early 2009, electricity and gas distribution in Germany has been subject to incentive regulation designed to ensure greater efficiency in electricity and gas grid operation. However, it remains to be seen how changes to the regulatory framework will affect the investment behavior of distribution system operators. Against this background, the present study empirically analyzes the investment activities of distribution system operators for the period from 2006 to 2012. The key questions are whether the introduction of incentive regulation in 2009 has had an empirically demonstrable impact on investment and whether this effect is due to the introduction of incentive regulation per se, or to its specific design. The findings show a positive effect on investment since the introduction of incentive regulation which, in particular, is determined by the specific design of regulation.

    Description: We analyze potential gains from hypothetical mergers in local public transport using the non-parametric Data Envelopment Analysis with bias corrections by means of bootstrapping. Our sample consists of 41 public transport companies from Germany's most densely populated region, North Rhine-Westphalia. We merge them into geographically meaningful, larger units that operate partially on a joint tram network. Merger gains are then decomposed into individual technical efficiency, synergy and size effects following the methodology of Bogetoft and Wang [Bogetoft, P., Wang, D., 2005. Estimating the Potential Gains from Mergers. Journal of Productivity Analysis, 23(2), 145-171]. Our empirical findings suggest that substantial gains up to 16 percent of factor inputs are present, mainly resulting from synergy effects.

    Description: We analyze the technical efficiency of German and Swiss urban public transport companies by means of SFA. In transport networks we might face different network structures or complexities, not observed, but influencing the production process. The unobserved factors are typically modeled as separable factors. However, we argue that the entire production process is organized around different network structures. Therefore, they are inevitably non-separable from the observed inputs and outputs. The adopted econometric model is a random coefficient stochastic frontier model. We estimate an input distance function for the years 1991 to 2006. The results underline the presence of unobserved non-separable factors.

    Description: This paper assesses the relative efficiency of knowledge production in the OECD using a nonparametric DEA approach. Resources allocated to R&D are limited and should therefore be used efficiently given the institutional and legal constraints. This paper presents efficiency scores based on an intertemporal frontier estimation for the period 1995 to 2004 and analyzes the impact of the regulatory environment using the single bootstrap procedure suggested by Simar and Wilson (2007). The empirical evidence supports the hypothesis that barriers to entry, aimed at reducing competition, lower research efficiency by attenuating the incentive to innovate and to allocate resources efficiently.

    Description: In this paper, we provide a comprehensive multivariate cointegration analysis of three parts of the steam coal value chain - export, transport and import prices. The analysis is based on a rich dataset of international coal prices; in particular, we combine data on steam coal prices with freight rates, covering the period December 2001 until August 2009 at weekly frequency. We then test whether the demand and supply side components of steam coal trade are consistently integrated with one another. In addition, export and import prices as well as freight rates for individual trading routes, across regions and globally are combined. We find evidence of significant yet incomplete integration. We also find heterogeneous short-term dynamics of individual markets. Furthermore, we examine whether logistics enter coal price dynamics through transportation costs, which are mainly determined by oil prices. Our results suggest that this is generally not the case.

    Description: We analyze the effects of an incentive based regulatory scheme with revenue caps on the investment behaviors and decisions of 109 electricity distribution companies operating in Germany in 2006-2012. We hypothesize that Germany's implementation of incentive regulation in 2009 has a negative impact on total investment, and that firms increase their investments in the base year. We build a model that controls for both firm-specific heterogeneity and ownership structure and test it with the German data. The results show that investments increase after incentive regulation, and that the institutional constraints used to determine the revenue caps influence the distribution companies' investment decisions. We also note that the investments increase in the base year when the rate base is determined for the following regulatory period. We conclude that a comprehensive assessment of Germany's electricity distribution companies' investment decisions and behaviors should account for firm specific heterogeneity. It should further include all institutional aspects of incentive regulation to design incentives that will foster investments in the region's energy networks.

    Description: The increase in municipal economic activity in the utilities sector frequently comes under scrutiny. It is presumed that public utilities have less incentive to provide efficient service than private companies. This could result in excessive costs and prices for end users. New microdata on German energy supply companies allow to conduct an empirical analysis for the whole of Germany for the first time. The findings indicate that there is no difference in efficiency between public and private utilities. This applies to both the competitively structured electricity retail sector and regulated electricity distribution sector. General restructuring in the energy sector such as the increased competitive pressure or the introduction of a more stringent regulatory regime have led to changes in the efficiency of all energy supply companies. The dichotomy between public and private utilities that has been suggested in the (re)municipalization debate therefore appears to be exaggerated.
