    Beschreibung: In support of the first Tropospheric Ozone Assessment Report (TOAR) a relational database of global surface ozone observations has been developed and populated with hourly measurement data and enhanced metadata. A comprehensive suite of ozone data products including standard statistics, health and vegetation impact metrics, and trend information, are made available through a common data portal and a web interface. These data form the basis of the TOAR analyses focusing on human health, vegetation, and climate relevant ozone issues, which are part of this special feature.Cooperation among many data centers and individual researchers worldwide made it possible to build the world's largest collection of in-situ hourly surface ozone data covering the period from 1970 to 2015. By combining the data from almost 10,000 measurement sites around the world with global metadata information, new analyses of surface ozone have become possible, such as the first globally consistent characterisations of measurement sites as either urban or rural/remote. Exploitation of these global metadata allows for new insights into the global distribution, and seasonal and long-term changes of tropospheric ozone and they enable TOAR to perform the first, globally consistent analysis of present-day ozone concentrations and recent ozone changes with relevance to health, agriculture, and climate.Considerable effort was made to harmonize and synthesize data formats and metadata information from various networks and individual data submissions. Extensive quality control was applied to identify questionable and erroneous data, including changes in apparent instrument offsets or calibrations. Such data were excluded from TOAR data products. Limitations of a posteriori data quality assurance are discussed. As a result of the work presented here, global coverage of surface ozone data for scientific analysis has been significantly extended. Yet, large gaps remain in the surface observation network both in terms of regions without monitoring, and in terms of regions that have monitoring programs but no public access to the data archive. Therefore future improvements to the database will require not only improved data harmonization, but also expanded data sharing and increased monitoring in data-sparse regions.

    Beschreibung: Climate change is becoming an existential threat with warming in excess of 2°C within the next three decades and 4°C to 6°C within the next several decades. Warming of such magnitudes will expose as many as 75% of the world’s population to deadly heat stress in addition to disrupting the climate and weather worldwide. Climate change is an urgent problem requiring urgent solutions. This report lays out urgent and practical solutions that are ready for implementation now, will deliver benefits in the next few critical decades, and places the world on a path to achieving the long-term targets of the Paris Agreement and near-term sustainable development goals. The approach consists of four building blocks and 3 levers to implement ten scalable solutions described in this report by a team of climate scientists, policy makers, social and behavioral scientists, political scientists, legal experts, diplomats, and military experts from around the world. These solutions will enable society to decarbonize the global energy system by 2050 through efficiency and renewables, drastically reduce short-lived climate pollutants, and stabilize the climate well below 2°C both in the near term (before 2050) and in the long term (post 2050). It will also reduce premature mortalities by tens of millions by 2050. As an insurance against policy lapses, mitigation delays and faster than projected climate changes, the solutions include an Atmospheric Carbon Extraction lever to remove CO2 from the air. The amount of CO2 that must be removed ranges from negligible, if the emissions of CO2 from the energy system and SLCPs start to decrease by 2020 and carbon neutrality is achieved by 2050, to a staggering one trillion tons if the carbon lever is not pulled and emissions of climate pollutants continue to increase until 2030.

    Beschreibung: Various emerging technologies challenge existing governance processes to identify, assess, and manage risk. Though the existing risk-based paradigm has been essential for assessment of many chemical, biological, radiological, and nuclear technologies, a complementary approach may be warranted for the early-stage assessment and management challenges of high uncertainty technologies ranging from nanotechnology to synthetic biology to artificial intelligence, among many others. This paper argues for a risk governance approach that integrates quantitative experimental information alongside qualitative expert insight to characterize and balance the risks, benefits, costs, and societal implications of emerging technologies. Various articles in scholarly literature have highlighted differing points of how to address technological uncertainty, and this article builds upon such knowledge to explain how an emerging technology risk governance process should be driven by a multi-stakeholder effort, incorporate various disparate sources of information, review various endpoints and outcomes, and comparatively assess emerging technology performance against existing conventional products in a given application area. At least in the early stages of development when quantitative data for risk assessment remain incomplete or limited, such an approach can be valuable for policymakers and decision makers to evaluate the impact that such technologies may have upon human and environmental health.

    Beschreibung: All stakeholders, and perhaps especially the public, should acknowledge that sustainable management of complex public risk is always going to be a matter of judgement. Such judgements will always face challenges of uncertainty and controversy and, while there are legitimate questions to be asked about who should make the decision and the effectiveness of their chosen approaches, it is central that decision makers receive a clear mandate and appropriate political support and trust. The concepts discussed encourage approaches to risk that permit it to be intelligently understood and managed. They are intended to foster appropriate approaches to risk decision making by those in authority, to ensure that decision making is proportionate, ethical, fair and trusted, and perceived to be so by those on whose behalf the decisions are made. It is useful to distinguish ‘how the public thinks about risk’ and ‘how public risk perception and choices are thought about by authority’, and both deserve critical scrutiny. Public pressure around environmental risk has promoted a more balanced conception that recognizes decisions are not based only on formalised knowledge about likely impacts and that it is necessary to think more broadly about ways to implement sustainable management actions. However, a similar approach is lacking in other areas, such as lifestyle risk. Cross fertilisation of good practice between different areas will be important for future improvement. It is necessary to achieve a balance between placing greater emphasis upon the contextual logic of public risk choices whilst also promoting the insight available from scientific inquiries based on data acquisition, statistical analysis and probability theory. Ten principles have been developed to address a number of important issues that have arisen from a wide-ranging evaluation of contemporary successes and failures in public risk interventions. The first four principles are intended to guide decision makers on ways to utilise insights into risk concepts in making policy decisions. Principles 5-8 relate to improving the quality of risk analysis and numbers 9 and 10 are suggestions for helping the public to make better risk decisions for themselves. Finally, an additional principle, number 11, acknowledges that we live in a dynamic world and reminds policy makers that this includes a need to respond to developments in approaches to the consideration and management of risk.

    Beschreibung: The Fennec climate programme aims to improve understanding of the Saharan climate system through a synergy of observations and modelling. We present a description of the Fennec airborne observations during 2011 and 2012 over the remote Sahara (Mauritania and Mali) and the advances in the understanding of mineral dust and boundary layer processes they have provided. Aircraft instrumentation aboard the UK FAAM BAe146 and French SAFIRE (Service des Avions Français Instrumentés pour la Recherche en Environnement) Falcon 20 is described, with specific focus on instrumentation specially developed for and relevant to Saharan meteorology and dust. Flight locations, aims and associated meteorology are described. Examples and applications of aircraft measurements from the Fennec flights are presented, highlighting new scientific results delivered using a synergy of different instruments and aircraft. These include (1) the first airborne measurement of dust particles sizes of up to 300 microns and associated dust fluxes in the Saharan atmospheric boundary layer (SABL), (2) dust uplift from the breakdown of the nocturnal low-level jet before becoming visible in SEVIRI (Spinning Enhanced Visible Infra-Red Imager) satellite imagery, (3) vertical profiles of the unique vertical structure of turbulent fluxes in the SABL, (4) in situ observations of processes in SABL clouds showing dust acting as cloud condensation nuclei (CCN) and ice nuclei (IN) at −15 °C, (5) dual-aircraft observations of the SABL dynamics, thermodynamics and composition in the Saharan heat low region (SHL), (6) airborne observations of a dust storm associated with a cold pool (haboob) issued from deep convection over the Atlas Mountains, (7) the first airborne chemical composition measurements of dust in the SHL region with differing composition, sources (determined using Lagrangian backward trajectory calculations) and absorption properties between 2011 and 2012, (8) coincident ozone and dust surface area measurements suggest coarser particles provide a route for ozone depletion, (9) discrepancies between airborne coarse-mode size distributions and AERONET (AERosol Robotic NETwork) sunphotometer retrievals under light dust loadings. These results provide insights into boundary layer and dust processes in the SHL region – a region of substantial global climatic importance.

    Beschreibung: Deutschland will seine Treibhausgasemissionen bis 2050 um 80 bis 95 Prozent vermindern. Die bereits vorgesehenen und umgesetzten Maßnahmen sind jedoch trotz der bisherigen Erfolge nicht ausreichend, um dieses ambitionierte Ziel zu erreichen. Neben dem Sektor der Energiewirtschaft als größter Quelle der Treibhausgasemissionen werden in Deutschland erhebliche Mengen im Industriesektor freigesetzt. Im Klimaschutzplan 2050 hat die Bundesregierung erstmals ein Sektorziel für die Industrie festgelegt. Die vorliegende acatech POSITION analysiert die Optionen der Verwertung und Speicherung von CO2 – Carbon Capture and Utilization (CCU) und Carbon Capture and Storage (CCS) –, die für die Minderung von Treibhausgasemissionen aus Industrieprozessen infrage kommen. Es wird empfohlen, zeitnah Diskussionen über Potenziale und Bedingungen des Einsatzes von CCU und CCS unter Beteiligung einer breiten Öffentlichkeit zu führen. Nur dann können Vorbehalte gegenüber CCU und CCS berücksichtigt, geeignete Technologien rechtzeitig fortentwickelt und zur Marktreife gebracht werden, damit auch die nötige Infrastruktur geplant, genehmigt, finanziert und errichtet werden kann.

    Beschreibung: Aviation emissions impact both air quality and climate. Using a coupled tropospheric chemistry-aerosol microphysics model we investigate the effects of varying aviation fuel sulfur content (FSC) on premature mortality from long-term exposure to aviation-sourced PM2.5 (particulate matter with a dry diameter of  〈  2.5 µm) and on the global radiation budget due to changes in aerosol and tropospheric ozone. We estimate that present-day non-CO2 aviation emissions with a typical FSC of 600 ppm result in  ∼  3600 [95 % CI: 1310–5890] annual premature mortalities globally due to increases in cases of cardiopulmonary disease and lung cancer, resulting from increased surface PM2.5 concentrations. We quantify the global annual mean combined radiative effect (REcomb) of non-CO2 aviation emissions as −13.3 mW m−2; from increases in aerosols (direct radiative effect and cloud albedo effect) and tropospheric ozone.Ultra-low sulfur jet fuel (ULSJ; FSC  =  15 ppm) has been proposed as an option to reduce the adverse health impacts of aviation-induced PM2.5. We calculate that swapping the global aviation fleet to ULSJ fuel would reduce the global aviation-induced mortality rate by  ∼  620 [95 % CI: 230–1020] mortalities a−1 and increase REcomb by +7.0 mW m−2.We explore the impact of varying aviation FSC between 0 and 6000 ppm. Increasing FSC increases aviation-induced mortality, while enhancing climate cooling through increasing the aerosol cloud albedo effect (CAE). We explore the relationship between the injection altitude of aviation emissions and the resulting climate and air quality impacts. Compared to the standard aviation emissions distribution, releasing aviation emissions at the ground increases global aviation-induced mortality and produces a net warming effect, primarily through a reduced CAE. Aviation emissions injected at the surface are 5 times less effective at forming cloud condensation nuclei, reducing the aviation-induced CAE by a factor of 10. Applying high FSCs at aviation cruise altitudes combined with ULSJ fuel at lower altitudes results in reduced aviation-induced mortality and increased negative RE compared to the baseline aviation scenario.
