    Notes: Summary Over the past two decades, since initial establishment of Thailand's National Environment Board by the original National Environmental Quality Act of 1975 (NEQA/75), many lessons have been learned on the complex problems of establishing a meaningful national environmental program in the country. Based on these lessons, a new act was promulgated in 1992 (NEQA/92), which furnishes very substantial powers and financing for planning and implementing such a program. The result has been a marked upgrading and acceleration of the program, but with the realization that the principal problem now is scarcity of the many needed technical skills in the government's Ministry of Science, Technology and Environment, which serves as the Working Arm for the National Environment Board. One of the approaches now being explored is how to make effective use of the private sector to supplement and complement the government's resources. Thailand's goal, from the point of view of the Ministry of Science, technology and Environment, is the continuing sustainable development of Thailand. This means planning and implementing economiccum-environmental development projects, where the investment pays good dividends in both financial earnings and in environmental protection. This will not be easy, because the projects must be suited to the political, cultural, and social as well as the economic realities of Thailand. The common mistake in developing countries of trying to emulate practices developed and utilized in the affluent industrialized countries must be avoided. It is realized that pioneering studies and research, to obtain the planning and design guidelines which will fit the current national development situation, must be undertaken here in Thailand.

    Notes: Abstract Changes in the fringing coral reef community of a small island (Ko Nok) at Pattaya Bay, Gulf of Thailand, were examined at the beginning and at the end of a 3-year period using 7m×7m permanent quadrats for benthic organisms, and visual census along 100m transects for fish. The coral community was dominated by Porites lutea in terms of colony number and areal cover throughout the period. Variations in the community structure parameters on opposite sides of the island indicated increasing dissimilarity with time. Little variation in live coral cover was noted, but colony number and species diversity declined on both sides. The abundance of edible fish species dropped while that of non-edible species increased over the 3-year period, indicating selective removal of the former category through fishing. Impacts from both human and natural influences are implicated in these changes.

    Notes: Abstract The reef coral Pocillopora damicornis (Linnaeus) was grown for 8 wk in four nutrient treatments: control, consisting of ambient, unfiltered Kaneohe Bay seawater [dissolved inorganic nitrogen (DIN, ∼1.0 μM) and dissolved inorganic phosphate (DIP, ∼0.3 μM)]; nitrogen enrichment (15 μM DIN as ammonium); phosphorus enrichment (1.2 μM DIP as inorganic phosphate); and 15 μM DIN+1.2 μM DIP. Analyses of zooxanthellae for C, N, P and chlorophyll a after the 8 wk experiment indicated that DIN enrichment increased the cellular chlorophyll a and excess nitrogen fraction of the algae, but did not affect C cell-1. DIP enrichment decreased both C and P cell-1, but the decrease was proportionally less for C cell-1. the response of cellular P to both DIN and DIP enrichment appeared to be in the same direction and could not be explained as a primary effect of external nutrient enrichment. The observed response of cellular P might be a consequence of in situ CO2 limitation. DIN enrichment could increase the CO2 (aq) demand by increasing the net production per unit area. DIP enrichment could slow down calcification, thus decreasing the availability of CO2 (aq) in the coral tissue.

    Description: Dissolved carbonate species in seawater are determined from pH and total alkalinity. The data clearly pointed out the significance of Rajang River as a source of organic matters that were subsequently decomposed and cause CO2 gas to evade from nearshore water in its vicinity into the atmosphere while most offshore surface water was the sink of atmospheric CO2. The total alkalinity profiles indicated dissolution of carbonate minerals, believed to be high magnesian calcite, below 500 m, which reinforce CO2 storing capacity of these waters.

    Description: Net circulation in the three layers in the Gulf of Thailand 0-10 m, 10-40 m and 〉40 m were simulated by a hydrological model using tri-monthly average of observed temperature, salinity, depth and wind. Prevailing monsoon was an important factor controlling current speed and direction of water above the pycnocline (0-40 m). The water in the upper 10 m flew from the South China Sea during the Northeast Monsoon and opposite during the Southwest Monsoon. The water in the near surface layer in all simulations was replenished mainly by the opposite flow in the mid-depth layer and only slightly from the deep, nutrient enriched, water below 40 m. The true circulation gyre could not be seen in our simulations but different degrees of eddies and meanders were evident in almost all runs. These features could play very important roles in the distribution and dispersion of dissolved, particulate and biological species, including pollution and larvae, and deserved more in depth studies in the future.

    Description: Current and circulation patterns for the area where water depth exceeded 500 m were calculated from geostrophic balance. Divergence and convergence inferred from horizontal circulation matched quite well with the observed vertical migration of the pycnocline, i.e. an indication of upwelling and downwelling. The spatial circulation pattern for July-August 1996 was quite different from that for May 1997, despite a generally similar prevailing wind. Eddies and meanders were the main features causing the difference. Interpretation of chemical and biological data of the area should take into consideration these local and sporadic physical phenomena.

    Description: The findings are presented of observations made during the SEAFDEC cruise conducted in western Philippines waters during the period mid April-mid May 1998 regarding the geostrophic and tidal currents. The dynamic high and low in the study area were owed to the relative vertical movement of water. The high area reflected a downward movement or downwelling in which as far as fisheries is concerned, is less potential for fisheries. The low dynamic surface due to cyclonic eddy caused by wind turbulence near the head of Luzon Island indicated a potential fishing ground for this season. Wind-dominated circulation with some orographic effects suggested that potential fishing grounds might be located for each season from wind data from coastal as well as ship stations.
