    Description: The German research programme RIsk MAnagment of eXtreme flood events has accomplished the improvement of regional hazard assessment for the large rivers in Germany. Here we focused on the Elbe river at its gauge Dresden, which belongs to the oldest gauges in Europe with officially available daily discharge time series beginning on 1 January 1890. The project on the one hand aimed to extend and to revise the existing time series, and on the other hand to examine the variability of the Elbe river discharge conditions on a greater time scale. Therefore one major task were the historical searches and the examination of the retrieved documents and the contained information. After analysing this information the development of the river course and the discharge conditions were discussed. Using the provided knowledge, in an other subproject, a historical hydraulic model was established. Its results then again were used here. A further purpose was the determining of flood frequency based on all pre-processed data. The obtained knowledge about historical changes was also used to get an idea about possible future variations under climate change conditions. Especially variations in the runoff characteristic of the Elbe river over the course of the year were analysed. It succeeded to obtain a much longer discharge time series which contain fewer errors and uncertainties. Hence an optimized regional hazard assessment was realised.

    Description: Robust assessments of stream-flow volume and variability under current and potential future conditions are essential for sustainable water resources planning and management. Non-linear and overlapping responses to climate, land use, and water resources management (WRM) make it difficult to link observed stream-flow variability to individual drivers and to project potential future changes in stream-flow volume and variability. Here, we investigate WRM influences on stream-flow variability for two rivers with similar natural catchment characteristics, the Schwarze Elster and the Spree. The Schwarze Elster is characterized by less intensive WRM compared to the Spree. Management influences on stream-flow variability in the past were analysed by comparing observed managed stream-flow with simulated natural flow (model SWIM). Simulation results of natural flow and managed stream-flow (model WBalMo) forced by different climate scenarios were investigated to assess management influences on potential future stream-flow. The Schwarze Elster shows little management influences on stream-flow both in the past and under future scenarios. WRM related to lignite mining activities rather than natural processes dominated seasonal and annual stream-flow variability of the Spree in the past, while reservoir management mainly impacted short-term variability. Long-term and short-term stream-flow variability of the Spree are expected to be further reduced in future by reservoir management and water transfers to ensure minimum flow requirements. Strong impacts of WRM in reducing stream-flow variability in future scenarios underline the role of reservoir management as an effective and flexible adaptation option to uncertain climate change impacts on hydrology.

    Description: Sowohl für die Hochwasservorsorge als auch generell für den Hochwasserschutz, ist eine verlässliche Gefährdungsabschätzung notwendig. Diese basiert in der Regel auf der statistischen Analyse belastbarer Durchflusszeitreihen an Pegeln. Ein Grundanliegen des in der RIMAX-Initiative geförderten Projektes „Integration von historischen und hydraulisch/hydrologischen Analysen zur Verbesserung der regionalen Gefährdungsabschätzung und zur Erhöhung des Hochwasserbewusstseins“, bestand in der Überprüfung und Erweiterung der Datenbasis des historisch gut dokumentierten Elbepegels Dresden. Es zeigt sich, dass die interdisziplinäre Auswertung historischer Dokumente eine gute Basis darstellt, die Zuverlässigkeit der Durchflusszeitreihen zu erhöhen und sie auch über die bestehenden Reihenlängen hinaus zu erweitern.
