    Description: A very broad mission objective was established; i.e., manned circumlunar flight and return to earth. It is implicit that the Saturn will be the primary propulsion system for this mission. The following attempts to: (1) define the objective so as to achieve as much capability in the vehicle as possible; (2) draw on Mercury experience to provide broad guidelines for vehicle performance and safety; (3) provide flexibility in the vehicle capability in the event that the manned lunar mission is proved to be subject to unacceptable risk in the target time period; and (4) indicate problem areas where work appears to be particularly needed.

The SOC has the mission-oriented role of construction, assembly, and servicing of space systems and spacecraft.     Description: The concept of using space satellites to collect solar energy for earth use was first proposed in 1968. The present paper summarizes the results of various studies conducted since that time. The concept is now being evaluated by DOE and NASA. This evaluation will result in a recommendation as to whether the concept should be pursued further. A possible plan for the continued exploration of the concept is presented. The initial thrust of this plan would involve laboratory development and testing of selected system elements to answer key technological and environmental questions.

    Description: The paper summarizes a system study of the solar power satellite (SPS) concept which was conducted in the 1977-1980 time period. The system study was sponsored by the U.S. Department of Energy and the National Aeronautics and Space Administration as part of an SPS Concept Development and Evaluation Program. A reference system, developed during the study is described. The reference system was subsequently used as a basis for environmental, economic, and societal assessments. The reference system was recognized as probably not being an optimized approach. A number of alternate approaches which were studied in less depth are also described. The paper concludes with a number of observations regarding the SPS concept, and the pertinence of ongoing space technology, development, and flight programs to various aspects of the concept.

    Description: A total solar power satellite is defined and costs for such a program estimated. The program is assumed to consist of a number of phases from initial research to the completed production unit. Each phase represents an increasing commitment of resources as confidence in the ultimate success of the program grows. The total cost of the program through the first full-scale unit is estimated to be slightly over 100 billion dollars. The subsequent units are estimated to cost an average of 11.5 billion dollars per unit.
