    Notes: In Britain, welfare-to-work has been hailed as a radical initiative to help those that are socially and economically disadvantaged in society. The New Deal promises to offer young long term unemployed people the opportunity to train and experience the world of work in a bid to make them more attractive to employers. It is especially pertinent to ethnic minorities who have been identified as having an increased tendency to be unemployed. However, the intention to help ethnic minorities has not been matched with changes to the institutional framework for the delivery of training and work experience placements. This article assesses the likely impact of the New Deal on unemployed people from ethnic minority communities. It contends that the failure of the present arrangement to cater for the needs of ethnic minorities may affect the success of the New Deal as far as ethnic minorities are concerned.

    Notes: This article uses data from the 1998 Workplace Employee Relations Survey to explore the extent to which the characteristics and job-related activities of specialists who use the title 'human resources' differ from those who use the title 'personnel'. The results demonstrate that specialists using the HR title are better qualified than those using the personnel title and they are more involved with strategic planning. Additionally, employee development is more likely to be included in strategic plans, and there is slightly greater evidence of devolution of responsibility to supervisors where the specialist uses the HR rather than the personnel title. Finally, several practices commonly associated with HRM, such as personality tests, attitude surveys and off-the-job training, are more likely to have been adopted in workplaces that have an HR specialist than in those that have a personnel specialist.

    Notes: The article explores why provincial newspaper managers have shifted from a position of reluctance and uncertainty about new technology to enthusiasm and zeal for the process and product development opportunities it offers. the transformation is assessed in terms of changes in the industrial relations context, market conditions and technological developments between the late 1970s and early 1990s. This can be characterized as moving from reactive management to proactive management, and the article examines how the latter reflects the development of new business opportunities through application of new technology to the information-gathering process, the pre-press production process and the product. Data are drawn from case study interviews and trade/professional publications.The analysis suggests that there is evidence of three prime managerial objectives/motives for introducing new technology: cost, control and market. Each of these were of varying importance for managers at different times, and were affected by technological uncertainty and ignorance. Attitudes transformed because of the changing context and the pursuit of functional interest, with the result that newspaper managers are now in a better position to exploit new technology for competitive advantage.

    Notes: The paper offers empirical insight into how traditional thinking can continue to dominate contemporary change initiatives, and suggests that the propensity to repackage and sell ‘old’ management theory as new techniques reflects the persistence of fundamental, insoluble dilemmas in the nature of organizing. Empirical evidence is drawn from a detailed qualitative study of two case study sites at the Royal Mail, the UK postal service. The analysis shows how the two different change initiatives of Total Productive Maintenance (TPM) and Technical Centres of Excellence (TECEX) are in competition through their methods and discourse, and how this reflects underlying and competing differences in ideologies of management. It vividly demonstrates how contemporary management thinking can involve repackaging old ideas in new rhetoric and a tendency for faddism. In organizations such as Royal Mail the consequence is that far from proving to be the solution to organizational problems, the techniques perpetuate a traditional management dualism in strategies of labour management between control and autonomy.

    Notes: The public sector in the UK has become the object of constant reform and change as part of the government’s project to increase the remit of the private sector and the role of markets. There is much debate about the effect such a move to market relations has on public services. There is increasing concern with the way market–based reforms are linked to a new pattern of organizational structure and strategy that negates and/or opposes the traditional political processes associated with the public sector. This article focuses on the case of the Royal Mail to explore how such a transformation is both complex and contested. It reveals how ‘the market’ within the public sector is to a large extent politically constructed, and that the public–private dichotomy over–simplifies what is a complex process of negotiating meaning, forming alliances, lobbying for support, handling conflict and exerting influence. It demonstrates how various readings of ‘the market’ emerge, and that any solutions of how to become more commercial can be the result of political machinations. The implications of this analysis go beyond Royal Mail and can be generalized across the public sector.

    Notes: Mike Noon, who is Lecturer in Organisational Behaviour at Cardiff Business School, examines the responses of the UK's top 100 firms when faced with speculative enquiries from two bogus ‘candidates’ belonging to different ethnic groups. He finds that, although both candidates were likely to reveive a reply, the ‘white’ candidate tended to receive a better quality reply; candidates were more likely to be treated the same by companies with statements of equal opportunity, but when discrimination occurred it also tended to favour the white candidate. His conclusions suggest what might be done to bridge the gap between policy and practice.
