    Notes: The distribution of UK revenue to the regional and territorial governments, administrations and authorities that spend the money is based on a hotchpotch of badly designed formulae. This is widely recognised. The Barnett formula, which allocates money to the devolved territories, has been attacked from all sides, its consequences described as ‘terribly unfair’ by its progenitor, Lord Barnett. The mechanism by which resources are distributed to local authorities within the English regions has been abandoned by the government, although its replacement has not yet been determined. This paper argues that a common basis for government spending across the regions and territories of the UK will be more equitable and efficient, and may even depoliticise the financial framework of the UK.

    Notes: Australia displays high vertical fiscal imbalance (VFI) for historical and constitutional reasons. It also attempts to achieve the highest degree of horizontal fiscal equalization (HFE) to be found in any democratic federation. The Commonwealth Grants Commission (CGC), a non-partisan body at arm's length from politicians, oversees the regime. A recent report claims that equity, efficiency and transparency would all improve if the regime were abolished. Such a change is politically unachievable, but it raises interesting issues in public finance and public administration, which carry over to other federations and union states.An economically efficient system would: minimize perverse incentives, especially incentives to seek rent; encourage states to grow; discourage suboptimal location decisions; minimize transaction costs. An equitable system would maximize equity between relevantly similar individuals. Aspects of the Australian system that should be copied include the non-partisan agency and the target of HFE between component parts of the country. Aspects that should be discussed and perhaps copied include the very extensive equalization, including the feature of equalizing away the effects of grants for special purposes. Aspects that should probably not be copied include the cumbersome formulae and some of the perverse methods of calculating for ‘needs’.     Notes: Conclusion We therefore conclude that, despite their contacts with Condorcet, neither Jefferson nor Madison understood his exposition of social choice. We have examined all the known primary documents which appear to bear on the question, none of which shows any hint that either Jefferson or Madison understood the social choice components of Condorcet's work. This is so even though Jefferson was a close friend, intellectual soulmate, and collaborator with Condorcet. Madison, though less close to Condorcet's, also knew him and his work. He was less warm than Jefferson to Condorcet's political ideas. In particular, the unicameralism which Condorcet derived from his political theory and advocated in hisNew Haven Letters was anathema to Madison who at the time was writing theFederalist Papers and was using the unicameral Pennsylvania legislature as a dreadful example of the evils of populist democracy. Black's (1958) conclusion that Nanson in 1882 was the first English speaker to understand Condorcet on social choice therefore remains intact, despite hints to the contrary in current literature. This paper was designed to test the hypothesis that, through a knowledge of social choice, Jefferson and/or Madison was in a position to induce equilibria in the institutions they designed (the parliamentary rules of Congress, and the structure of checks and balances respectively). We find that neither Jefferson nor Madison understood social choice, and thus the hypothesis fails. This is not to belittle their achievement. The Constitution, theFederalist Papers and Jefferson'sManual are all masterpieces. But they are not masterpieces of heresthetics.
