    Notes: Raman intensities have been computed for a series of test molecules (N2, H2S, H2O, H2CO, CH4, C2H2, C2H4, C2H6, SiO2, NH3, CH2F2, and CH2Cl2) using Hartree–Fock, second-order Møller–Plesset perturbation theory (MP2), and density functional theory, including local, gradient-corrected, and hybrid methods (S-VWN, B-LYP and B3-LYP, and MPW1-PW91) to evaluate their relative performance. Comparisons were made with three different basis sets: 6-31G(d), Sadlej, and aug-cc-pVTZ. The quality of basis set used was found to be the most important factor in achieving quantitative results. The medium sized Sadlej basis provided excellent quantitative Raman intensities, comparable to those obtained with the much larger aug-cc-pVTZ basis set. Harmonic vibrational frequencies computed with the Sadlej basis set were in good agreement with experimental fundamentals. For the quantitative prediction of vibrational Raman spectra, the Sadlej basis set is an excellent compromise between computational cost and quality of results. © 1999 American Institute of Physics.

    Notes: Density functional theory has been used to calculate infrared (IR) intensities for a series of molecules (HF, CO, H2O, HCN, CO2, C2H2, H2CO, NH3, C2H4, CH2F2, CH2Cl2, and CH2Br2) in an effort to evaluate relative performance of different functionals. The methods employed in this study comprise most of the popular local, gradient-corrected, and hybrid functionals, namely, S-VWN, S-PL, B-LYP, B-P86, B-PW91, B3-LYP, B3-P86, and B3-PW91. Calculations were carried out using various qualities of split valence basis sets augmented with diffuse and polarization functions, both to determine basis set dependence and to evaluate the limit performance. Computed intensities were compared with results from conventional correlated ab initio methods (MP2 and QCISD). Hybrid functionals give results in closest agreement with QCISD over the other methods surveyed. Local and gradient-corrected methods performed remarkably alike, both are comparable to MP2, and outperform Hartree–Fock. Hartree–Fock intensities can be dramatically improved by scaling, making them similar to MP2 results. © 1998 American Institute of Physics.

    Notes: Abstract When Congress delegates a policy mandate to a regulatory agency, Congress acts as a principal, choosing the institutional arrangements, or the ‘rules of the game’ for agency decision making. Individuals in the agency, acting as agents, take the rules of the game as given and do the best they can within these institutional arrangements. In this paper we develop a simple model that relates the congressional choice of institutional arrangements to two underlying environmental factors — uncertainty and conflict. We suggest that uncertainty and conflict of interest lead Congress, in delegating, to prescribe a greater scope of permissable regulatory activity, a wider array of regulatory instruments, and more confining regulatory procedures. Increased scope and stronger instruments tend to broaden the overall discretionary authority of the agency, while more confining procedures tend to narrow it. We conjecture that with increased uncertainty or conflict the narrowing tendency more than offsets the broadening tendency, for a net decrease in the agency's overall discretionary authority. Lastly, we argue that the performance of a regulatory agency in fulfilling its mandate is determined in large measure by the foundations Congress constructs for the implementation of delegated authority.

    Description: Circadian rhythms in mammals are coordinated by the suprachiasmatic nucleus (SCN). SCN neurons define circadian time using transcriptional/posttranslational feedback loops (TTFL) in which expression of Cryptochrome (Cry) and Period (Per) genes is inhibited by their protein products. Loss of Cry1 and Cry2 stops the SCN clock, whereas individual deletions accelerate and decelerate it, respectively. At the circuit level, neuronal interactions synchronize cellular TTFLs, creating a spatiotemporal wave of gene expression across the SCN that is lost in Cry1/2-deficient SCN. To interrogate the properties of CRY proteins required for circadian function, we expressed CRY in SCN of Cry-deficient mice using adeno-associated virus (AAV). Expression of CRY1::EGFP or CRY2::EGFP under a minimal Cry1 promoter was circadian and rapidly induced PER2-dependent bioluminescence rhythms in previously arrhythmic Cry1/2-deficient SCN, with periods appropriate to each isoform. CRY1::EGFP appropriately lengthened the behavioral period in Cry1-deficient mice. Thus, determination of specific circadian periods reflects properties of the respective proteins, independently of their phase of expression. Phase of CRY1::EGFP expression was critical, however, because constitutive or phase-delayed promoters failed to sustain coherent rhythms. At the circuit level, CRY1::EGFP induced the spatiotemporal wave of PER2 expression in Cry1/2-deficient SCN. This was dependent on the neuropeptide arginine vasopressin (AVP) because it was prevented by pharmacological blockade of AVP receptors. Thus, our genetic complementation assay reveals acute, protein-specific induction of cell-autonomous and network-level circadian rhythmicity in SCN never previously exposed to CRY. Specifically, Cry expression must be circadian and appropriately phased to support rhythms, and AVP receptor signaling is required to impose circuit-level circadian function.

    Description: Reciprocity is central to our understanding of politics. Most political exchanges—whether they involve legislative vote trading, interbranch bargaining, constituent service, or even the corrupt exchange of public resources for private wealth—require reciprocity. But how does reciprocity arise? Do government officials learn reciprocity while holding office, or do recruitment and selection practices favor those who already adhere to a norm of reciprocity? We recruit Zambian politicians who narrowly won or lost a previous election to play behavioral games that provide a measure of reciprocity. This combination of regression discontinuity and experimental designs allows us to estimate the effect of holding office on behavior. We find that holding office increases adherence to the norm of reciprocity. This study identifies causal effects of holding office on politicians’ behavior.
