    Notes: There are conflicting tendencies among recent developments in bargaining and participation at the workplace level in Europe. While there is an emphasis on decentralisation of bargaining structures in many countries, there is considerable variance. Similarly, there is a diversity of approaches to both direct and indirect forms of participation. Despite attempts by the European Community to integrate policies on these matters among member countries, external influences such as the globalisation of economies and technologies are leading to diverse outcomes.

    Notes: Australia offers an example of a formerly centralized system ofindustrial relations which is in the process of significant changetowards a more decentralized and deregulated system. However, many ofthe criticisms of the previous system, which focused on itsinflexibility and rigidity, were based largely on anecdotal evidence.The results of the Australian Workplace Industrial Relations Surveyrevealed that many of these criticisms did not appear to be supported.Presents further evidence, based on a series of detailed case studies,that there was a good deal of flexibility at the workplace level underthe so-called centralized system. It argues that many of the criticismsof the arbitration systems and of union resistance to change, especiallyby employer organizations, have been misplaced. Indeed, where managementpursued a clear strategy to achieve greater efficiency, and activelyinvolved both employees and unions in the process, their initiativeswere generally well received and successful.

    Notes: The past decade has witnessed a wide range of industrial relations reforms in Australia. Employee participation and industrial democracy was espoused by the federal Labour government in 1986 as a key element in its reform programme. It was also embraced by the trade union movement and, to a lesser extent, by leading employers and their associations. Examines why the promise of industrial democracy has not been fulfilled at the enterprise level. Identifies contributing factors as the economic recession, the decline of trade union membership and a lack of "people" skills in managerial ranks. Shows that although the trend towards enterprise bargaining may herald a new impetus for employee participation, thus far it has been characterized by a narrow agenda and limited involvement by employees.

    Notes: This paper examines the establishment of two large dry food warehouses or distribution centres (DCs) each of which involved much technological innovation. We explore whether the introduction of the same technology into two similar DCs in one corporation leads to similar outcomes and to what extent such a technological change may influence organizational behaviour. We assess the managerial strategies and tactics associated with the technological change and the subsequent experiences at each site.In short, distribution centre A (DCA) was plagued by industrial disruption and had low productivity. By contrast, distribution centre B (DCB) had virtually no disruption and had high productivity. Following a change of corporate strategy, DCA was contracted out to a third party independent operator and became DCX. the new management immediately reduced the industrial disruption there and appeared to increase the productivity too; thus DCX was transformed in comparison with DGA.These contrasts are explained in terms of differing managerial strategies, patterns of industrial relations and work organization. We conclude that these three factors are crucial in determining the success of technological change and are more important determinants of organizational behaviour than is the particular type of technology.
