    Notes: Bilateral trade flows are examined to investigate whether trade patterns are consistent with a simple model of trade in differentiated products. In contrast to previous results in the literature, it is shown that the simple model of trade in differentiated products is often not appropriate for trade among the poor nations. Demand differences among the poor countries are shown to be at least a partial explanation for the deviations from the theoretical predictions.

    Notes: Abstract.  Outsourcing the provision of traditionally publicly provided services has become commonplace in most industrialized nations. Despite its prevalence, there still is no consensus in the academic literature on the magnitude (and determinants) of expected cost savings to the government, nor the sources of those savings. This article considers the arguments for (and against) outsourcing and then examines the empirical evidence pertaining to whether any observed savings occur and whether they persist over time. In addition, we examine the existing evidence for the ‘redistribution hypothesis’ and the ‘quality-shading hypothesis’, which critics have used to argue that outsourcing lowers government expenditure by lowering wages and conditions and/or lower quality services. Finally, we consider the impact of contract design on outsourcing outcomes. While the power of incentives is a strong theme in economics, recent work has suggested that high-powered incentives may be suboptimal for many public sector services, because they may crowd out intrinsic motivation, particularly in instances where agents are highly motivated. We discuss the implications of this insight for the efficiency of public sector outsourcing.

    Notes: Excised roots of 7-day-old, dark-grown barley (Hordeum vulgare L. cvs Gunilla and Møyar) were used to characterize effects of Ca2+ and other divalent cations on uptake of Ni2+ (63Ni2+). The uptake of Ni2+ in the roots (free space uptake and influx) and the Ni2+ remaining in the roots after desorption for 15 min in 1.0 mM EDTA (mainly in-flux) were both independent of the Ca2+ concentration in the pretreatment solution up to about 0.1 mM and then increased to a maximum at 1 mM Ca2+. Without pretreatment, the higher the Ca2+ concentration in the uptake solution, the less Ni2+ was taken up. Ni2+ influx in the roots was reduced less by Ca2+ than was loose binding of Ni2+ in the free space of the roots (the amount of Ni2+ removed by the desorption procedure). The ratio between Ni2+ influx and Ni2+ uptake had a maximum around 1 mM Ca2+ and was higher the lower the external Ni2+ concentration. With Mg2+ in the uptake solution, Ni2+ influx was more reduced than loose binding of Ni2+, in contrast to the results with Ca2+. Both Ca2+ and Mg2+ were non-competitive inhibitors of Ni2+ influx. Mn2+ did not influence Ni2+ influx, whereas Zn2+ and Cu2+ inhibited Ni2+ influx strongly and competitively and Co2+ weakly and competitively. The heavy metals Cd2+ and Pb2+ appeared to inhibit Ni2+ influx non-competitively.

    Notes: The effect of aluminium on plasma membrane-bound enzymes and ion uptake was studied with spruce cuttings (Piccu abies Karst.) grown in nutrient solution, pH 4.2, for 5 weeks. The H+– ATPase and glucan synthase II activities of isolated root plasma membranes were inhibited by the presence of aluminium during growth (0.1–3 mM), with glucan synthase II being more sensitive than the ATPase. The active K+-uptake obtained with intact roots was also inhibited by aluminium, whereas the passive uptake was stimulated ca 4-fold by moderate amounts of aluminium (0.1 mM). The uptake of Ca2+ (passive) was severely inhibited at all external aluminium concentrations tested. Experiments were also performed with aluminium added during the assay, or in preincubations of isolated plasma membranes. Again, the glucan synthuse II activity was severely inhibited bv aluminium. There were no signs of adaptation, i.e., the activities with plasma membranes from cuttings given aluminium during growth, were equally sensitive as the control. The aluminium additions in vitro were at pH 6.5 (ATPase) or 7.2? (glucan synthase II) indicating that lor the enzymes studied, aluminium can be toxic although the pH is neutral.

    Notes: Effects of copper on fine root geometry (number, length) and K and Cu content in birch (Betula pendula Roth) were studied. After pre-cultivation, the plants were grown in a nutrient film technique (NFT) system and exposed to additional 0–5 μM for a period of 8 days. The NFT system permitted undisturbed growth of the roots during monitoring. Copper experiments were carried out in a split-root setup both with a uniform and differentiated Cu supply to investigate growth responses of roots grown in a homogeneous and heterogeneous root environment, respectively. At uniform external Cu supply, average root length was affected by increased Cu concentration during the first four days while the next four days only the overall root length (product of root length and root number) was significantly reduced. During the first four days in the split-root experiments with differentiated Cu supply, additional Cu primarily reduced root number on the Cu-treated parts of the root system but at stronger Cu concentration the overall root length was also significantly reduced. In contrast, number and average root length of the part of the root system not exposed to Cu increased when 1, 2 and 5 μM Cu was added to the other side. Growth parameters were affected differently in the beginning of the heavy metal exposure compared to later stages of exposure, which may indicate acclimatisation to Cu stress.

    Notes: The free space uptake and influx of Ni2+ (63Ni2+) was characterized in excised roots of 7-day-old, dark-grown barley (Hordeum vulgare L. cv. Møyar). Most of the Ni2+ (63Ni2+) present in the roots after a typical experiment was removed by washing in CaCl2+, unlabelled NiCl2 or EDTA solutions. The amount of loosely bound Ni2+ increased during the first few minutes in the uptake solution, and then remained constant. A small fraction was tightly bound, probably mainly in the cell walls. Binding, both loose and tight, increased with concentration, as did influx. However, the lower the external Ni2+ concentration, the larger was the proportion of Ni2+ tightly bound compared with the total amount of Ni2+ taken up. Ni2+ influx was lowered by 85% with 2,4-dinitrophenol, which may indicate that Ni2+ is actively absorbed across the plasmalemma.

    Notes: Influx of Rb+(86Rb+) and Ca2+ (45Ca2+) in roots of intact winter wheat (Triticum aestivum L. cv. Weibulls Starke II) was determined at intervals before, during and after exposure to cold acclimation conditions (2°C and 8 h light period). The plants were grown in nutrient medium of two ionic strengths. During the initial two weeks of growth at 16°C and 16 h light period, Rb+ influx into roots decreased with increasing age, probably as a consequence of a decreasing proportion of metabolically active roots. The presence of 10−4M 2,4-dinitrophenol (DNP) reduced Rb+ influx to a low and constant level, indicating that metabolic influx was the dominant process. In contrast, Ca2+ influx in plants grown in full strength nutrient solution was higher in the presence than in the absence of DNP. This effect may have been due to an active extrusion mechanism mediating re-export of absorbed Ca2+(45Ca2+) during the uptake experiment. With the metabolic uncoupler inhibiting such extrusion the Ca2+(45Ca2+) influx mesured would increase. During cold treatment, Rb+ influx remained at a low level, and was further decreased when DNP was present in the uptake solution. This effect may have been due to inhibition of residual active influx of Rb+ at 2°C by the uncoupler and/or to a decrease in membrane permeability. In contrast to Rb+, Ca2+ influx increased during cold treatment, which could again be explained as inhibition of re-export. The presence of DNP reduced Ca2+ influx at 2°C, indicating decreased membrane permeability by DNP at low temperature. After transfer of plants from cold acclimation conditions to 16°C, Rb+ and Ca2+ influx increased in plants grown at both ionic strengths. Influx levels were independent of the length of the cold acclimation period (1, 6 and 8 weeks), but the patterns were different for the two ions. After each of the cold acclimation periods, Rb+ influx increased during the first week and decreased or remained at the same level during the second week, while Ca2+ influx always decreased during the second week of post-cold treatment.
