    Description / Table of Contents: Zusammenfassung In diesem Beitrag wird das Problem der rationalen Betriebsführung des Lago Maggiore (eines Mehrzweckreservoirs in Norditalien) betrachtet. Zuerst wird die historische Betriebsführung analysiert, und es wird aufgezeigt, warum die Benutzer des unteren Teils des Sees nicht mit den Benutzern des oberen Teils kooperieren. Daraufhin wird die beste nicht-kooperative Lösung ermittelt und bewiesen, daß sie gegenüber der historischen dominant ist. Schließlich wird die beste kooperative Lösung bestimmt und mit der nicht-kooperativen Lösung verglichen. Wie üblich in Bewirtschaftungsproblemen natürlicher Ressourcen ist der Preis einer derartigen Nicht-Kooperation sehr hoch. Die Untersuchung zeigt ebenfalls einige einfache Vorschläge für eine Gesamtoptimalität und zur Konfliktauflösung auf.
    Notes: Summary The problem of the rational management of Lake Maggiore (a multipurpose reservoir in Northern Italy), is considered in this paper. First, the historical management is analyzed and it is shown why the downstream users do not cooperate with the upstream users of the lake. Then the best non-cooperative solution is found and proved to be quite superior to the historical one. Finally, the best cooperative solution is obtained and compared with the non-cooperative one. The price of such non-cooperation is very high, as usually in natural resources management problems. The analysis also points out some simple suggestions for overall optimality and conflict resolution.

    Notes: Abstract The optimal flow allocation in the Zambezi system, the largest multi-reservoir water resources system in southern Africa, is analysed. The problem is formulated in network terms and solved with a network flow algorithm. The present configuration of the system is taken as the reference to evaluate the benefits of the proposed modifications to the existing hydropower schemes. The introduction of additional operational constraints is also considered in order to analyse the costs of environmental protection of paludal ecosystems and to account for secondary objectives (e.g. irrigation, fishery, navigation). The results show that the upgrade of Kafue Gorge scheme through the addition of a new generator stage is the most advantageous from the hydropower production view point. In addition, the protection of paludal ecosystems through periodic controlled flooding and an increase of withdrawals for irrigation purposes may be achieved without dramatically changing the hydroelectric energy production.

    Description: Animal wastes from high-density farming have severe impacts on the nitrogen cycle. According to current regulations, the disposal of manure on cropland is constrained by nitrogen content in the agricultural soils. On the contrary, anaerobic digestion (AD) of these wastes can produce energy and a digestate, which is easier to handle than manure and can be applied for agronomic uses. When herbaceous crops are co-digested with manure to increase the efficiency of biogas production, the nitrogen content in the digestate further increases, unless these larger plants are equipped with nitrogen stripping technologies. We propose a model to compare larger (cooperative) and smaller (single parcel) AD conversion plants. The whole process is modeled: from the collection of manures, to the cultivation of energy crops, to the disposal of the digestate. The model maximizes the energy produced on the basis of available biomass, road network, local heat demand and local availability of land for digestate disposal. Results are the optimal size and location of the plants, their technology and collection basins. The environmental performances of such plants are also evaluated. The study has been applied to the province of Forlì-Cesena, an Italian district where animal farming is particularly relevant.

    Description: The recent spikes of global food prices induced a rapid increase in mass media coverage, public policy attention, and donor funding for food security and for agriculture and rural poverty. This has occurred while the shift from low to high food prices has induced a shift in (demographic or social) location of the hunger and poverty effects, but the total number of undernourished and poor people has declined over the same period. We suggest that the observed pattern can be explained by the presence of a global urban bias on agriculture and food policy in developing countries, and we discuss whether this global urban bias may actually benefit poor farmers. We argue that the food price spikes have succeeded where others have failed in the past: to move the problems of poor and hungry farmers to the top of the policy agenda and to induce development and donor strategies to help them.

    Description: This paper deals with the clustering of daily wind speed time series based on two features: the daily average wind speed and the degree of fluctuation. Daily values of the feature pairs are first classified by means of the fuzzy c-means unsupervised clustering algorithm and then results are used to train a supervised MLP neural network classifier. It is shown that associating to a true wind speed time series a time series of classes allows performing some useful statistics. Further, the problem of predicting the class of daily wind speed 1-step ahead is addressed by using both Hidden Markov Models (HMM) and Non-linear Auto-Regressive (NAR) approaches. The performances of the considered class prediction models are finally assessed in terms of confusion matrices, True Positive rate and True Negative rate, also in comparison with the persistent model.
