    Notes: An expression for the welfare cost of a marginal increase in the public debt is derived using a simple AK endogenous growth model. This measure of the marginal cost of public funds (MCF) can be interpreted as the marginal benefit-cost ratio that a debt-financed public project needs in order to generate a net social gain. The model predicts an increase in the public debt ratio will have little effect on the optimal public expenditure ratio and that most of the adjustment will occur on the tax side of the budget.

    Notes: Describes an action research project in a church affiliated, community-based social service organisation in Aotearoa, New Zealand, in which feminist and poststructural discourse theory is drawn on to examine collaboratively the discourses available and impinging upon the work of staff developing a residential service for women and children. Managerial, psychology and human rights discourses dominated the possibilities for the work. Some staff chose to resist these by articulating and positioning themselves within social justice, communitarian and liberation theology discourses.

    Notes: This paper aims to help establish a more coherent and credible FM platform to support future developments and their alignment to business. A critical review is undertaken of current claims and assumptions concerning the importance of FM, particularly in relation to its scope and strategic impact. The paper finds that there is an urgent need to reposition and rebrand FM as an integral part of infrastructure and services management, within the business resource management process alongside finance, HR, IT and Intangibles. Only a summary account is included, but full references to some 30 sources are given. The paper provides the basis for a consolidated and coherent alignment of property and facility management to business strategy and operations. This paper will be of interest to academics, consultants and those in advanced FM practice who recognise the need for a secure theoretical base from which to market FM to business.
